After the site visit, the meeting will resume at the Saratoga Historical Foundation Museum. Public Art Committee Minutes Recommended Action: Approve the minutes for the January 31, 2017 Public Art Committee Meeting. Utility Box Art Recommended Action: Consider a proposal to paint a utility box in Saratoga and development of a utility box art program in Saratoga. The Committee considered a proposal to paint one utility box in the Village. They agreed to make a recommendation to the City Council to authorize painting the box in the Village across from Blaney Plaza and to pay the artist a $400 stipend. 3 Saratoga Public Art Committee Minutes - Page 2 of 2 The Committee asked staff to bring back possible utility box locations throughout the City and options for a utility box artwork program, such as the program process, criteria, and artist selection. 4. Willys and Betty Peck Bronzes Recommended Action: Consider a proposal for funding and placement of life-sized bronzes of Willys and Betty Peck. The Committee considered a proposal for funding of the Willys and Betty Peck bronzes, as well as the request to locate the bench in Blaney Plaza. The Committee agreed to recommend to the City Council that: $10,000 from the Fiscal Year 2016/17 budget be allocated to the artwork; an additional $5,000 from the Fiscal Year 2016/17 budget be made available as a 50/50 matching contribution; and that the artwork be located in Blaney Plaza upon completion. 5. FY 2017/18 Public Art Allowance Recommended Action: Consider a FY 2017/18 public art budget allocation recommendation to the City Council. The Committee considered the budget request for the 2017/18 budget and agreed to recommend an allocation of $15,000. 6. Public Art Committee Mission & Purpose Recommended Action: Consider and discuss the mission and purpose of the Public Art Committee. The Committee agreed to discuss this item at a future meeting. Saratoga Public Art Communication Program Recommended Action: Discuss and provide direction to staff. The Committee considered public outreach on public art and the Public Art Committee. The Committee agendized discussion of the Committee’s mission, objectives, and goals be considered at the next meeting. The Committee also scheduled discussion of the Utility Box Art Program at the next meeting and requested that staff provide box locations and a program scope that requires artists to be residents of Saratoga and establishes a minimum age for artists. ADJOURNMENT The meeting was adjourned at 2:30 p.m. Minutes respectfully submitted: Crystal Bothelio, City Clerk/Asst. to the City Manager City of Saratoga 6 Saratoga Arts Committee June 22, 2017 Dear Emily and Mary-Lynne: After the tragic death of Jerry Smith, it is important that all know he had worked hard to finish the life size sculptures of Willis and Betty Peck. The technical work has been turned over to his two associates of over 15 years to complete the process of transferring his work into the final bronze. That is proceeding on schedule for a final dedication in Blaney Plaza probably on Saturday, September 9. The Peck Bronzes committee needs one last bit of assistance. The money is in hand for the sculptures ($60,000), the 10 ft. curved bench ($3,950), costs of publicity and fund raising ($2,000). The last issue is the plaques for Blaney Plaza. There are several reasons we believe this is best handled through your committee: 1. the city needs to consider, as it launches into public art, what branding should be on all its plaques. Even if the answer is none, it should be a thoughtful decision. 2. John Cherbone is experienced and has the expertise to oversee this and recommend to our committee the best placement of the plaques. James Lindsay has graciously concurred. 3. given the content of the plaque honoring Betty, Willys and Jerry plus the dedication plaque from the donors to the city, John has the experience and contacts to do it most economically and efficiently. Therefore, we ask the Arts Committee to commit the resources necessary to accomplish this last part of the project. Thank you. The examples were provided as part of the February meeting agenda packet . Due to time constraints, the agenda item was postponed to a future meeting. Below are mission and purpose statements of committees and commissions from other communities with a similar function to the Saratoga Public Art Committee. Staff has also included the purpose of the Saratoga Arts Commission suspended in 2005. Additionally, staff has provided a draft mission statement for the Committee to consider. Draft Mission Statement The Saratoga Public Art Committee serves in an advisory capacity to the City Council on matters related to arts, including evaluating and providing recommendations to the City Council on public art funding request and proposals for City property. Additionally, the Committee seeks to foster greater community awareness and appreciation of art through a variety of measures. Sample Mission and Purpose Statements Saratoga Arts Commission (Suspended in 2005) The power of the Arts Commission was to foster, encourage, and assist the realization, preservation, and advancement of the arts for the benefit of the citizens of Saratoga. While the Commission was active, it was responsible for administering the City’s Public Art Policy, which has since been rescinded. Los Altos Public Arts Commission The Los Altos Public Arts Commission advises the City Council in all matters pertaining to City Sponsored public arts programs and seeks to increase public awareness of the visual arts including, but not limited to, exhibition of sculpture, paintings, photography and video. Additionally, as part of the Los Altos Public Outdoor Sculpture Loan program, the Commission 8 conducts sculpture searches, evaluates and recommends sculptures, identifies sculpture locations and works with City staff on placement and maintenance of sculptures. Additionally, the Commission promotes artists’ works through media exposure of the City's sculpture program. The Commission’s work plan is available on the Los Altos website at http://www.losaltosca.gov/publicartscommission/page/public-arts-commission-work-plan Los Gatos Arts and Culture Commission The Committee is advisory to the Town Council and works to encourage the development of art, drama, music, and other creative activities in Los Gatos. Additionally, the Art s and Culture Commission is responsible for making recommendations to the Town Council on art considered for public installation. Additional information is available at http://www.losgatosca.gov/352/Arts-and-Culture- Commission Carmel-by-the-Sea Community Activities & Cultural Commission The duties and responsibilities of the Carmel-by-the-Sea Community Activities & Cultural Commission include: 1. To stimulate and encourage community, cultural and recreational activities within the City and to actively participate in the executions of these activities; 2. To develop rules and regulations for conducting its business and meetings in accordance with the laws of the State and the City; 3. To advise and assist the Community Services Director and, when requested, other City commissions and City public bodies, departments and residents of the City, on community, cultural and recreation programs; 4. To remain cognizant at all times of the uses of the Forest Theater, Vista Lobos and the Scout House and endeavor to have such facilities put to their best possible use; 5. To be cognizant at all times of the condition of the structures, grounds, and equipment of the facilities under its jurisdiction and bring to the attention of the City Council and the City Administrator proposals and recommendations for the maintenance, repair, uses and improvements of such facilities; 6. To determine, in consultation with the Community Services Director, the terms of tenancies of the facilities referred to in subsection (D) of this section; to recommend to the City Council the rental rates and other terms of such use; 7. To serve in an advisory capacity to the City Council, the City Administrator and Community Services Director in regard to community activity and recreation matters and all such matters pertaining to public recreation and the use of recreational lands, facilities and donations. Additional information about the Commission is available at http://ci.carmel.ca.us/carmel/index.cfm/government/boards-commissions/community- activities-cultural-commission/ 9 Campbell Civic Improvement Commission The Civic Improvement Commission advises the Campbell City Council in a number of areas including library concerns, beautification, cultural concerns, history, social services, seniors, and youth. The Commission is also responsible for selecting artwork for the City’s utility box art program. Information about the Commission is available at http://www.ci.campbell.ca.us/177/Civic- Improvement-Commission Oak Harbor, WA Arts Commission The purpose of the Oak Harbor Arts Commission is to foster the creative arts in Oak Harbor. “Creative arts” include all forms of the visual and performing arts. The Arts Commission make s recommendations to the Mayor and City Council on activities, projects and programs which the city should sponsor or undertake to promote the following aims: 1. Foster arts and cultural programs for the enrichment of the city and its citizens. 2. Foster the development of a local arts community, encouraging an environment for the success of working individual artists. 3. Coordinate and strengthen new and existing art organizations and develop cooperation with regional entities. 4. Develop a program for public art, including identifying sources of funding. 5. Further the vision of Oak Harbor as a vibrant and progressive community. Additional information is available at https://www.oakharbor.org/page.cfm?pageId=382 Sunnyvale Arts Commission This Sunnyvale Arts Commission acts in an advisory capacity to the City Council in matters pertaining to the arts and the development and promotion of arts programs and activities. Specific duties include: 1. Review those portions of master plans of park or facility development or expansion which relate to the arts, for adequacy, appearance and other appropriate criteria, in an attempt to ensure good design and then make recommendations to City Council. 2. Review and make recommendations on the Arts Sub-Element of the General Plan. 3. Review and make recommendations regarding agreements with arts-related outside groups and recommend funding allocations. 4. Make policy recommendations regarding the purchase of art for public buildings and for art in private development in accordance with Sunnyvale Municipal Code Chapter 19.52 Art in Private Development. 5. Study the regional and state Arts Master Plans and make recommendations to the City Council. San Jose Arts Commission The San Jose Arts Commission is a citizen advisory body that provides the City Council with recommendations on City policies and programs that relate to arts and culture in San Jose. The Commission’s areas of interest include: cultural planning; financial support for arts and cultural 10 celebrations; neighborhood arts; public art and creative placemaking; arts education; and other issues that affect public opportunities to be both arts audience as well as art maker and participant and the role of artists and art enterprises in sustaining a creative economy. Information about the Commission is available online at http://www.sanjoseca.gov/index.aspx?NID=4214 11 CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, City Clerk/Assistant to the City Manager Date: June 26, 2017 Subject: Utility Box Art At the February 21, 2017 and June 1, 2017 meetings, the Public Art Committee discussed creating a utility box art program in Saratoga. At the June 1, 2017 meeting, the Committee requested that staff provide a program definition. The Committee requested the definition include a requirement that artists reside in Saratoga and meet minimum age requirements. Additionally, staff was asked to provide prospective utility boxes owned by the City on arterial roads near intersections or commercial areas, as well as in or near the largest City parks. Based on discussions that the Public Art Committee has had thus far, staff has prepared a draft program description and select outreach materials (attached) for the Committee to consider and change as desired. After the program details have been decided, the Committee’s next step would be to present the program to the City Council for authorization. If the Committee wants to follow the timeline outlined in the program description, staff recommends that the program proposal go before the City Council on August 16, 2017. In addition to the draft program description, the Committee also requested additional information about how other communities have selected artists. This information is attached to this memo. 12 Saratoga Utility Box Art Program Year 1 Draft Program Description Boxes to be Painted: 5 Possible Locations: 12 prospective locations, 7 locations with City-owned boxes Interactive Map with Photos: https://goo.gl/fQkN6d (2 locations near Saratoga High School are very close and do not appear as separate locations in the image above) Program Budget: $4,500 (includes stipend and estimated costs for box preparation and protective coating) Artist Stipend: $400/artist Artist Criteria: Artists be a Saratoga resident and at least 10 years of age. Groups of artists are permitted (the application must indicate the residency and age of each artist within the group). Artist(s) may only submit one application per utility box location. Artwork Criteria: Artwork should reflect the history, heritage, culture, geography, or neighborhood or area where the box is located. Artwork must cover the entire box, not including handles or box identification markers. Entries must be the original design of the applicant(s) and suitable for viewing by all ages. Artwork must not contain: political statements or symbols; religious references or symbols; profane or offensive content; graffiti-like style artwork; copyrighted or trademarked material; or corporate or organizational references, branding, or symbols. Paint: Premium 100% acrylic latex paint with low-sheen, eggshell or satin finish is recommended. Paint should be minimum 1.5 mil dry thickness per coat. Suggested Top Coat:  Vella 5% Fluoride Varnish The City will coordinate the cleaning and priming of the utility boxes prior to the first day of painting. Following completion of the artwork murals, the City will seal the utility boxes with a UV-protective and anti-graffiti clear-coat. This topcoat is applied directly on murals as protectant. Suggested Protective Coating:  Frog Juice Water Based: Clear urethane copolymer coating which contains absorbers and hinders amine light stabilizers for maximum UV light protection Application: August – November 2017 On the application, artists will need to indicate the desired utility box location and a brief description of the artwork. Additionally, the artists will be asked to provide full color conceptual artwork for the desired box location. Selection: November 2017 – January 2018 City staff will perform initial inspection of applications to determine if minimum criteria has been met. Public Art Committee will select 3 applications per utility box location. Top 3 designs will be posted on Peak Democracy and residents will have the opportunity to rank the designs. The highest ranked design at each location will be presented to the City Council for approval. Artist Coordination: January 2018 – February 2018 Notify artists of outcome of selection process. Work with selected artists to obtain artwork agreements, finalize painting schedules, and issue stipend payment. Utility Box Painting: February – June 2018 Schedule painting throughout the City to begin on the same day and coordinate kickoff event. City of Campbell – Art Outside the Box A selection committee comprised of members of the Civic Improvement Commission and Campbell Artists’ Guild review applications and submit recommended selections to the Civic Improvement Commission for final decision. City of Cupertino – Energized by Art Utility Box Art Contest Staff narrow down applicants and the Fine Arts Commission selects the winners. A rubric is used to score submissions. Rubric is attached. San Luis Obispo – SLO Box Art Project An Art Jury, which is a group of volunteers that includes artists, art advocates, business owners, an educator, a historian, and neighbors, recommends selections to the Architectural Review Commission and Cultural Heritage Committee. These two advisory bodies review proposals and make a recommendation to the City Council for final approval. 18 “Energized by Art” Utility Box Project 2016 Scoring Rubric CONTEST RULES: If entry does not meet all of the following requirements, the entry will not be scored. ☐ Artists must be Cupertino residents, in grades K-12. Non-residents are not eligible. ☐ 1 piece per student or group. ☐Artwork must be done on the template provided on the back of this sheet. ☐ Artwork must be 2D; artists may use a medium of their choice. ☐ Artwork must be the original design and work of the entrant. ☐ Artwork must be submitted together with a signed entry and authorization form. ☐Artwork must fit the contest theme and above rules or it will not be considered. ☐DEADLINE for submission is June 5th, 2016 at 5:00pm.
