The law generally prohibits the Council from discussing or taking action on such items. Proclamation Declaring October 4, 2014 as Saratoga Heritage Day Recommended action: Read and present proclamation declaring October 4, 2014 as Saratoga Heritage Day. 2. Commissioner Appointment and Oath of Office Recommended action: Adopt the resolution appointing Stephen Kispersky to the Library Commission and Pallavi Sharma to the Parks and Recreation Commission and direct the City Clerk to administer the Oath of Office. Items in this section will be acted in one motion, unless removed by the Mayor or a Council member. Any member of the public may speak to an item on the Consent Calendar at this time, or request the Mayor remove an item from the Consent Calendar for discussion. City Council Meeting Minutes Recommended action: Approve the City Council minutes for the Special and Regular City Council Meeting on September 17, 2014. 4. Review of Accounts Payable Check Registers Recommended action: Review and accept check registers for the following accounts payable payment cycles: 9/16/2014 Period 3 9/18/2014 Period 3 9/23/2014 Period 3 5. 15095 Fruitvale Avenue - Second Reading of an Ordinance Approving the Property’s Landmark Status Recommended action: Waive the second reading and adopt the proposed ordinance. PUBLIC HEARINGS Applicants/Appellants and their representatives have a total of ten minutes maximum for opening statements. Members of the public may comment on any item for up to three minutes. Applicant/Appellants and their representatives have a total of five minutes maximum for closing statements. Items requested for continuance are subject to Council’s approval at the Council meeting 6. Proposed Annexation of Approximately 206 Acres in the Vicinity of Glen Una Drive, Canon Drive, and Redberry Drive Recommended action: Consider the attached resolution to annex approximately 206 acres of unincorporated properties in the vicinity of Glen Una Drive, Canon Drive, and Redberry Drive. NEW BUSINESS 7. Approval of Contract with Sanchez Electric, Inc. for Upgrading the City Hall Building Main Electrical Service Recommended action: Approve contract with Sanchez Electric, Inc. for $96,357.40 plus $9,635 in contingencies to upgrade the City Hall buildings main electrical service panel and authorize the City Manager to execute the agreement. 8. Winter 2014 Issue of The Saratogan Recommended action: Accept report and direct staff accordingly. Page 3 of 5 9. Reaffirmation of City of Saratoga Form 700 Filers Recommended action: Adopt resolution approving and reaffirming the list of positions in the City of Saratoga Conflict of Interest Code that must disclose personal economic interests through the Form 700.
