Needs Assessment 4 Employer Shuttle Observations 5 Travel Patterns Needs Assessment Pedestrian Local Access Needs. •Fully connected pedestrian network along the City’s major roadways could help facilitate pedestrian travel. •Program for students to walk as a group with parents/guardians (“walking school bus”) •Extend/provide a trail or sidewalk for pedestrians to easily access parks, such as Quarry Park. Needs Assessment Transit Local Access Needs. •Need to fill gap in transit service between residential areas of Saratoga to major destinations such as The Village. •Need to fill gaps in the sidewalk and bicycle networks further encourage Saratoga residents, employees, and customers to use transit. Location: West Valley College “park-and-ride” for employer-based shuttles Date: May 2017 during the AM peak period (7:00 AM to 9:00 AM) •Two shuttles observed •Approximately 30 minutes headways in peak commute hours •Duration in pick-up location was roughly 30 minutes •75% drove to West Valley College and park throughout the campus parking lot •Remainder of commuters were: •dropped-off •ride a bicycle •Approximately 15 residents were observed per shuttle.
