HomeMy WebLinkAboutItem 14 Presentation - Church of Ascension PC DistrictCity Council Agenda Item #14 Proposal by the Church of the Ascension Parish for a Zoning Amendment to Add a Planned- Combined Zoning District and a Single-Story Priest Residence (Rectory) at 19550 Prospect Road (Applications PDR13-0013, ZOA13-0013, ENV13-0005) July 1, 2015 Background •Conditional Use Permit approved May 1965. •Original master plan included church buildings, rectory, classrooms for grades K -8, play fields, and vehicle parking. •Revised master plan approved in October 1972 included the sale of 3.4 acres to Congregation Beth David. Revised master plan eliminated school buildings and retained church buildings and rectory. Master Plan –May 1965 Sport Fields Church Buildings School Rectory Convent Parking Project Summary •Site is zoned R1-10,000. •In January 2014 the applicant submitted plans to construct the rectory. •Floor area, building height, and site coverage exceed R1-10,000 development standards. •Project includes a zoning amendment for a Planned-Combined (P-C) Overlay District. •Not exempt from CEQA –Negative Declaration proposed. Project Summary •Project is limited to construction of a 3,775 square foot one-story rectory with a two car garage to provide housing for Pastor and Assistant Pastor. •Architectural style of rectory consistent with adjacent homes. •Garage access from Ascension Drive. •Rectory can be considered a Below Market Rate Unit (BMR) in the Very Low Income Category. •Condition of approval limits use of the rectory to providing housing for parish priests. List of Public Benefits for P-C District •Below Market Rate Housing for Pastor and Assistant Pastors •Community meeting rooms •Member of the West Valley Rotating Homeless Shelter Program •After school youth programs •Public Use of Gymnasium •Weddings Receptions •Birthday Receptions •Polling Place •Gift certificates for food for anybody who requests •Holiday Boutiques and Festivals Site Plan Floor Plan Elevations Recommended Action 1.Adopt resolution adopting the Negative Declaration. 2.Introduce and waive the first reading of the ordinance to add a Planned-Combined Zoning District (P-C) to the site. 3.Approve the application for Design Review. 4.Direct staff to place the ordinance for a second reading on the August 19, 2015 City Council Consent Calendar.
