1. CONSENT CALENDAR
The Consent Calendar contains routine items of business. Items in this section will be acted on in
one motion, unless removed by the Mayor or a Council Member. Any member of the public may
speak on an item on the Consent Calendar at this time, or request that the Mayor remove an item
from the Consent Calendar for discussion. Public Speakers re limited to three (3) minutes.
1.1. City Council Meeting Minutes
Recommended Action:
Approve the City Council minutes for the Regular City Council Meeting on August 16,
2017.
1.2. Review of Accounts Payable Check Registers
Recommended Action:
Review and accept check registers for the following accounts payable payment cycles:
8/15/2017 Period 13; 8/15/2017 Period 2; 8/22/2017 Period 2; and 8/29/2017 Period 2.
1.3. Treasurer’s Report for the Month Ended June 30, 2017
Recommended Action:

1.4. Resolution Adopting Santa Clara County Operational Area Hazard Mitigation Plan
Recommended Action:
Adopt Resolution accepting all of Volume 1 and the City of Saratoga’s portion of Volume 2
of the Santa Clara County Operational Area Hazard Mitigation Plan
1.5. Facilities Use Agreement Renewal with the Saratoga Historical Foundation to Operate
a Museum at the Saratoga Historical Park
Recommended Action:
Adopt a Resolution authorizing the City Manager to enter into a facilities use agreement
with the Saratoga Historical Foundation for the use of the Museum and Associated
Buildings
1.6. Notice of Completion - Bainter Avenue Slope Stabilization
Recommended Action:
Move to accept the Bainter Avenue Slope Stabilization contract as complete and authorize
staff to record the Notice of Completion.
1.7. City Manager Annual Performance Pay Increase
Recommended Action:
Approve the City Manager's annual performance pay increase of 2% effective July 1, 2017.

1.8. Budget Resolution for Storm Water Treatment Maintenance for the Hill Avenue Storm
Water Maintenance Assessment District (SWMAD) Zone 35
Recommended Action:
Move to accept a budget resolution to appropriate $11,000 in expenses in the FY 17/18
budget for the Hill Avenue SWMAD Zone 35 for the inspection, maintenance and reporting
of storm water treatment measures.
1.9. Saratoga-to-the-Sea Trail – Amendment to Capital Project Description
Recommended Action:
Approve amendment to the Saratoga-to-the-Sea Trail project description to include work
necessary to complete the Quarry Park trail segment that will serve as the future connection
to the Saratoga-to-the-Sea Trail.
2. PUBLIC HEARING
Items placed under this section of the Agenda are those defined by law as requiring a special
notice and/or a public hearing or those called by the City Council on its own volition. During
Public Hearings for appeals, Applicants/Appellants and/or their representatives have a total of
ten (10) minutes maximum for opening statements. Members of the public may comment on any
item for up to three (3) minutes. The amount of time for public comment may be reduced by the
Mayor or by action of the City Council. After public comment, the Applicant/Appellants and/or
their representatives have a total of five (5) minutes maximum for closing statements. Items
requested for continuance are subject to the City Council's approval at the Council Meeting.
2.1. APPC17-0001 - Appeal of Design Review application for a new one-story residence
located 20600 Leonard Road
Recommended Action:
Conduct a public hearing and de novo review of the appeal, and adopt the attached
resolution denying the appeal and granting Design Review and Arborist Review approvals
for the construction of a new one-story residence at 20600 Leonard Road.
3. GENERAL BUSINESS
3.1. Paint the City: Saratoga Utility Box Art Project
Recommended Action:
Authorize the Public Art Committee’s Paint the City: Saratoga Utility Box Art Project.
3.2. League of California Cities Annual Conference Resolution
Recommended Action:
Provide input to the City’s voting delegate (Mayor Emily Lo) and the alternate delegate
(Council Member Kumar) on the resolution to be considered at the League of California
Cities Annual Conference.
