SARATOGA CITY COUNCIL REGULAR MEETING
At 5:25 p.m„ the City Council conducted interviews of applicants for the Library Commission and the
Parks and Recreation Commission in the City Hall Administrative Conference Room at 13777 Fruitvale
Avenue,
At 6:00 p.m., the City Council held a Joint Meeting with the Saratoga Ministerial Association in the City
I tall Administrative Conference Room at 13777 Fmitvale Avenue. Council Member Miller requested that
staff work with the Ministerial Association to bring forward a future agenda item to consider partnering
with the Ministerial Association on a Celebration of Light, including an event budget, timeline, display
period, and process and criteria for participation. Council Member Cappello supported the request.
At 7:02 p.m., Mayor Lo called the Regular Session to order in the Civic Theater at 13777 Fruitvale
Avenue and led the Pledge of Allegiance. Following the Pledge of Allegiance, Mayor Lo held a moment
of silence for the victims of Hurricane Harvey.

Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly
posted on September 1, 2017
REPORT FROM CLOSED SESSION
Mayor Lo noted that the City Council held a Closed Session as pan of a Special Meeting prior to
the Regular Meeting and continued the Closed Session until after the Regular Meeting.
REPORT FROM JOINT MEETING
Reverend Erik Swanson provided an overview of the City Council's Joint Meeting with the
Ministerial Association, He shared information about the Thanksgiving interfaith celebration and
plans for the Celebration of Light.

ORAL COMMUNICATIONS ON NON-AGENDIZEII ITEMS
Anil Gupta raised concerns about trash pickup near his home and recommended that the City
Council consider adopting a setback between commercial garbage enclosures or pickup locations
and residential properties.
Ueepak Chandani provided an update about programs offered by the Saratoga Hindu Temple.
ANNOUNCEMENTS
Mayor Lo announced the Hakone Centennial Gala Finale, a Saratoga Library and League of
Women Voters event featuring Congresswoman Zoe Lof en. Living Room Conversations, and
the Hakone Koi Pond Sustainability Project Groundbreaking.

1.5. Facilities Use Agreement Renewal with the Saratoga Historical Foundation to Operate

Recommended Action:
Adopt a Resolution authorizing the City Manager to enter into a facilities use agreement
with the Saratoga Historical Foundation for the use of the Museum and Associated
Buildings.

1.8. Budget Resolution for Storm Water Treatment Maintenance for the Hill Avenue Storm

Move to accept a budget resolution to appropriate $11,000 in expenses in the FY 17/18
budget for the Hill Avenue SWMAD Zone 35 for the inspection, maintenance and reporting
of storm water treatment measures.

Recommended Action:
Approve amendment to the Saratoga -to -the -Sea Trail project description to include work
necessary to complete the Quarry Park trail segment that will serve as the future connection
to the Saratoga -to -the -Sea Trail.

for the construction of a new one-story residence at 20600 Leonard Road.

BERNALD/CAPPELLO MOVED 'FO ADOPT THE RESOLUTION DENYING THE
APPEAL AND GRANTLNG DESIGN REVIEW AND ARBORIST REVIEW
APPROVALS FOR TIDE CONSTRUCTION OF A NEW ONE-STORY RESIDENCE
AT 20600 LEONARD ROAD WITH A MAXIMUM HEIGHT OF 16 FEET FOR THE
ACCESSORY DWELLING UNIT, OBSCURED CLASS OVER THE TOILET AND
SHOWER IN THE ACCESSORY DWELLING UNIT. A REOUIREMENT THAT
THE PROPERTY OWNER COORDINATE WITH NEIGHBORS ON THE
LOCATION AND SELECTION OF TREE SPECIES FOR SCREENING AFTER
COMPLETION OF CONSTRUCTION.
Council Member Miller requested that the motion include required setbacks of 23 feet on
the side yard to the east, 24 feet on the northern part of the property to a 16 foot setback. 16
feet on the side of the garage, bathroom, and kitchen, and 23 feet on the side of the
accessory dwelling unit.
Vice Mayor Bemald and Council Member Cappello accepted the amendment.

BERNALD/MILI ER MOVED TO AUTHORIZE THE PUBLIC ART COMMITTEE'S
PAINT THE CITY: SARATOGA UTILITY BOX ART PROJECT WITH A PLAN
TO REPLACE ARTWORK AFTER 3 YEARS OR AS NEEDED AND COMPLETE
PAINTING BY THE END OF APRIL 2018. MOTION PASSED. AYES. LO,

32. league of California Cities Annual Conference Resolution
Recommended Action:
Provide input to the City's voting delegate (Mayor Emily Lo) and the alternate delegate
(Council Member Kumar) on the resolution to be considered at the League of California
Cities Annual Conference.

resolutions to be considered at the League of California Cities Annual Conference.
COUNCIL ASSIGNMENTS
Mayor Emily Lo
Makone Foundation Board & Executive Committee - during the August 17 Board Meeting, the
Board discussed the Hakone Gala, Koi Pond sustainability project ground breaking, financial
statements, and plans for strategic fundraising and outreach. The Board is planning to hold a
retreat to discuss fundraising and outreach strategies,
Mayor Lo noted that the Saratoga Library opened as a cooling center during the recent heat
wave. She also shared information about a pilot program with Saratoga Union School District to
allow students to use their student identification cards as library cards.
Vice Mayor Mary -Lynne Bemald
Vice Mayor Bemald shared information about a composting workshop held on August 23 at the
Community Center.
Vice Mayor Bernald also provided an update on the ad hoc committee formed by the Cities
Association of Santa Clara County to consider development of a San Jose Airport Roundtable.
Council Member Manny Cappello
Saratoga Area Senior Coordinating Council (SASCC) — the Board was presented with a balanced
budget at the last meeting and received an update on programs and activities, including the Adult
Care Center attendance.
Council Member Howard Miller
Saratoga .Ministerial Association during the last meeting. the group discussed the Celebration
of Light, Thanksgiving Day interfaith service, and a program that will be offered at West Valley
College on genocide.
Valley Transportation Authority (VTA) Policy Advisory Committee the September meeting has
been canceled.
Council Member Rishi Kumar
Saratoga Chamber of Commerce & Destination Saratoga — Council Member Kumar asked if
another member of the City Council is available to attend the September Chamber of Commerce
meeting, as it conflicts with the League of California Cities Annual Conference that he and
Mayor Lo will be attending. Council Member Miller agreed to attend.
Saratoga Sister ('ity Organization -- the last meeting was canceled.
CITY COUNCIL ITEMS
Council Member Cappello nominated a capital project to fund a Senior Center entrance and
landscape remodel.
Council Member Miller supported the nomination.
