HomeMy WebLinkAboutCity Council Resolution 17-060 - adoption of MOU with Santa Clara County operational areaRESOLUTION NO. 17-060 A RESOLUTION OF THE CITY OF SARATOGA AUTHORIZING THE ADOPTION OF THE MEMORANDUM OF UNDERSTANDING WITH THE SANTA CLARA COUNTY OPERATIONAL AREA FOR FUNDING THROUGH THE HAZARD MITIGATION PERFORMANCE GRANT WHEREAS, all of Santa Clara County has exposure to natural hazards that increase the risk to life, property, environment and the County's economy; and WHEREAS; pro -active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and WHEREAS, The Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), as amended (42 U.S.C. §§ 5121 et seq.) and Section 662 of the Post Katrina Emergency Management Reform Act of 2006, as amended (6 U.S.C. § 762). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from all hazards and to vest responsibility for emergency preparedness jointly in the Federal government, States and their political subdivisions.; and WHEREAS; a coalition of Santa Clara County, Cities, Towns and Special Districts with like planning objectives has been formed to pool resources and create consistent mitigation strategies within the Santa Clara County Operational Area planning area; and WHEREAS, the coalition has accepted the City of Saratoga grant funding application for 2017; NOW, THEREFORE, BE IT RESOLVED that the City of Saratoga: 1.) Adopts in its entirety, the Memorandum of Understanding (MOU) with the Santa Clara County Operating Area for Emergency Management Performance Grant (EMPG) funding in the amount of up to $50,859. 2.) Will use the adopted and approved portions of the EMPG to purchase new laptop computers for the Saratoga Emergency Operations Center (EOC). 3.) Will use the adopted and approved portions of the EMPG to purchase a mobile Community Emergency Response (CERT) trailer and materials and supplies. 4.) Will use the adopted and approved portions of the EMPG to fund professional development classes and trainings, including attendance at the California Emergency Services Association (CESA) Conference.
