TRAFFIC SAFETY COMMISSION
REGULAR MEETING
MINUTES
DATE: May 11, 2017
TIME: 6:30 PM – 9:30 PM

Call to Order
Roll Call: Chen, Choi, Cosyn, Coulter, Harris, Kane, McIntyre

Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on May 4, 2017.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.

Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter
but may choose to place the topic on a future agenda.

Old Business
1. Traffic Matrix #372
Issue: In November 2016, TSC heard comments from the Clemson neighborhood about
speeding. At the time, the Commission requested that the traffic engineer develop a
comprehensive report about the traffic patterns in this neighborhood.
Action: TSC will review and discuss plan presented by the traffic engineer and make a
recommendation.
Traffic Engineer gave report on data collection. Recommendation: Directed enforcement with
time direction from residents. Add to radar feedback trailer rotation. Monitor location over
time- maybe look into striping but may not necessarily address the specific problem.
- COMMISSIONER COSYN GAVE MOTION FOR DIRECTED ENFORCEMENT
- COMMISSIONER COULTER GAVE SECOND MOTION.
- APPROVED 5-0 (CHEN AND KANE ABSENT)
New Business
2. Traffic Matrix #391- Moved to the back of agenda
Issue: Discuss parking challenges near Christa McAuliffe to improve traffic circulation and
safety. The City has evaluated the back entrance at Melinda Circle and the Traffic Safety
Commission has expressed an interest in improving the front entrance circulation.
Action: TSC will review and discuss plan presented by the traffic engineer and make a
recommendation.
3. Traffic Matrix #392
Issue: Request for speed humps or speed tables on Mendelsohn Lane by Ilaria Keogh. This
item was heard in 2013 and the TSC recommended speed humps to slow down vehicles. Staff
worked with the neighbors but ultimately there was no consensus between the neighbors
about where the speed humps should be installed and so the City abandoned the project.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

- COMMISSIONER COULTER GAVE SECOND MOTION.

- COMMISSIONER COULTER GAVE MOTION TO REVISIT PLACING SPEEDBUMPS ON
MENDEHLSON.
- COMMISSIONER HARRIS GAVE SECOND MOTION.
- 5-0-0
4. Traffic Matrix #393
Issue: Request for traffic calming method to slow down cars on Scully from Prospect and to
prevent cars from running the stop sign at the intersection of Scully and Viewridge by Bob
Rayl.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER COULTER MOTIONED TO ADD THIS TO DIRECTED ENFORCEMENT
AND NOTIFY NEIGHBORS TO TRIM SHRUBS AND MAGNOLIA TREE AND INVESTIGATE
MOVING THE STOP SIGN AND ADDING A BULB OUT STRIPING AS A FUTURE ACTION.
- HARRIS GAVE SECOND MOTION.
- APPROVED 5-0-0.
- COMMISSIONER CHOI MOTIONED TO DEFER ITEM #394 REGARDING RED CURB ON
MACLAY DUE TO RESIDENT’S ABSENCE.
- COMMISSIONER COULTER GAVE SECOND MOTION.

- COMMISSIONERS STATED THAT CITY STAFF SHOULD INVITE CHRISTA MCAULIFFE TO
HAVE THEIR TRAFFIC CIRCULATION EVALUATED.
6. July meeting will be July 13th-
5. Staff reported on recent projects.
Commissioner Cosyn motions to do nothing.
In September- provide status on projects from 2017.
Announcement- Blaney Plaza Memorial Service. 100th Anniversary into WWI. Monday
