1. Site Visit: None
2. Routine Organization:
a. Roll Call
Present: Cappello, Marchetti, Nugent, Schuck, Shah (arrived after taking action on
minutes), Stransky
Absent: Conrado
Staff: Fossati, Baily
b. Review of minutes from December 8, 2015 meeting. Stransky/Nugent moved to
approve the October 13, 2015 minutes.
Ayes: Cappello, Conrado, Nugent, Stransky,
Noes: None
Recused: Marchetti
c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was
properly posted on January 7, 2016. Fossati reported the posting of the agenda.
d. Non-Agendized Communications - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to three minutes.
Marchetti informed Commission that she had discussion with Public Works
Director John Cherbone questioning when the tree would be replaced at Blaney
Plaza.
Fossati informed the Commission that they were invited to the Blossom Festival
which will be held Saturday, March 19, 2016.
e. HPC direction to staff regarding non-agendized communications - Commissioners may
not comment on the matter but may choose to place the topic on a future agenda.
Commission directed staff to report back regarding the status of the replanting of
the tree at Blaney Plaza noting the type and size of the replacement tree and when it
would be planted.

3. New Business:
a. Update of 18500 Montpere Way – Staff to update HPC regarding potential contract to
hire Archives and Architecture to draft DPR and provide training for 18500 Montpere
Way. Fossati informed the Commission that Archives and Architecture are in
contract with the City. The consultant has requested property owners contact
information to visit the site. Nugent offered to be the liaison between the property
owner and consultant.
b. Update of adding Saratoga Library to Heritage Resource Inventory – Staff to update
HPC regarding adding Saratoga Library to Inventory. Fossati informed the
Commission that the librarians (Santa Clara County employees) expressed concern
of having the library on the inventory in that it could impact any future
construction projects. The Commission stated that the library had architectural
significance and it was the consensus of the Commission to proceed with the
necessary work required to get it on the inventory. The Commission directed staff
to place the matter on the next agenda. Stransky stated that she would continue
preparing the paperwork for this process.
c. Update regarding FAQ – Staff to update progress on FAQ’s. Fossati informed the
Commission that staff was working on this item and should be ready for the next
agenda for discussion. The Commission requested that Brian Babcock,
Administrative Analyst, be involved to graphically prepare the handout.
d. Update regarding City Council / HPC meeting – Staff to request talking points for
Work Plan. The Commission focused the discussion on their budget. The following
budget items were discussed:
• DPR’s
• Training (including lodging, transportation, paperless training handbook for
members).
• Events (including HPC marketing items such as table banners, handouts, and
other type of giveaways). Events would include Heritage Days, Blossom Festival
and Arbor Day.
• Tree Plaques. These plaques are to follow through on previous commitment by
the City to award these plaques. Marchetti offered to get information regarding
plaques, estimated cost and review of “release” program for plaques.
• Landmark/Inventory Site Plaques. Consensus of Commission was that landmark
sites should have plaques. Inventory sites had mixed comments.
• Historic Markers. Two potential sites were the Theater Glade/Saratoga Inn and
the Blossom Festival near the Foothill Club. Stransky suggested that Cherbone
be contacted regarding the process for these markers.
• Website Upgrade with Photo Gallery. Suggested that Babcock be invited to next
meeting to discuss upgrade.

4. Commissioner Comments – Commission questioned/commented:
• Cappello commented that the American Bloom Committee would be going to the
City Council the first week in February for support of the America in Bloom.
• Shah commented that she talked to a planning official at the City of San Jose
who worked on creating historic districts in LA and was willing to talk to the
Commission about that process. The Commission suggested that this be a future
special meeting and that the Planning Commission and City Council should be
invited.
• Nugent commented that she joined the National Trust and received some
bookmarkers which she shared with the Commission which promoted historic
preservation sites and the Trust. Suggested that Saratoga consider creating
similar bookmarks and that this matter be placed on a future agenda for
discussion
• Nugent questioned if the quarry could be added to the inventory.
• Stranksy questioned if an old tree that was not on the inventory was removed
why the HPC was not informed. Discussion ensued and it was clarified that the
HPC is not informed if any tree is removed, including trees on the inventory and
that there is no finding for a tree removal related to trees on an inventory. The
Commission commented that the HPC should be notified of trees to be removed
which are on the inventory, especially since the tree would need to be eliminated
from the inventory.
