Type: Regular Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit: No Site Visit 2. Routine Organization: a. Roll Call Present: Cappello, Conrado, Marchetti, Nugent, Schuck, Stransky Absent: Shah Staff: Ordonez, Baily, Cherbone, Cabute b. Review of minutes from February 9, 2016 meeting. Conrado/Stransky moved to approve the February 9, 2016 minutes. Ayes: Cappello, Conrado, Nugent, Stransky, Noes: None Recused: Marchetti c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on March 3, 2016. Baily reported the posting of the agenda. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. None e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. None 3. New Business: a. 21000 Big Basin Way (Hakone Gardens) – Review of Draft Master Plan and Negative Declaration. The property is currently listed as a “Heritage Landmark” within the City of Saratoga and is on the National Register of Historic Places. Ordonez provided an overview regarding the item and the process and noted that the matter was scheduled for the City Council on May 18, 2016. Cherbone provided a background regarding the master plan, the proposed phases and the process. Ordonez explained the State environmental review process regarding cultural resources and the purview of the Commission. Ordonez further explained that the master plan was Page 2 of 2 conceptual and that in the future, specific projects to implement the master plan would be reviewed by the Commission. Conrado moved to recommend approval of the draft master plan to City Council. Cappello seconded. Nugent commented that the verbiage in the master plan needed to be corrected to change National Register of Historic Landmark Status to National Register of Historic Places. The motion passed unanimously with the verbiage changes. 4. Commissioner Comments –  Nugent informed the Commission that the members of the Saratoga Foothill Club thanked the Heritage Preservation Commission for their guidance regarding their gate and welcomed the Commission to view their newly installed gate.  Cappello acknowledged that Stransky was awarded the Saratoga’s Citizen of the Year by the Saratoga Chamber of Commerce. The Commission congratulated Stransky.  Baily read Shah’s account of what happened at the Joint meeting with City Council. Ordonez expanded on the discussion and informed the Commission about the upcoming events regarding the Village Specific Plan. 5. Staff Comments –  CPF Conference - Baily reminded the Commission about the upcoming conference.  Blaney Plaza tree update - Baily provided an update regarding the replanting of a tree in the Plaza  Special HPC March Meeting – Special meeting is scheduled for March 29, 2015. Ordonez informed the Commission that he would walk them through the Commercial Design Guidelines of the Village Plan at this meeting.  April 27, 2016 Joint Planning Commission Meeting - Ordonez summarized the purpose of this meeting.
