Type: Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit: 14054 Alta Vista Avenue 14054 Alta Vista – A site visit will be conducted to consider relocation of an existing residence, the construction of a new attached two garage at front of house and exterior alterations. Site visit conducted. 2. Routine Organization: a. Roll Call Present: Conrado, Nugent, Schuck, Shah, Stransky Absent: Cappello, Marchetti Staff: Baily b. Review of minutes from March 29, 2016 meeting. Conrado/Stransky moved to approve the March 29, 2016 minutes. Ayes: Conrado, Marchetti, Nugent, Stransky, Noes: None Recused: Schuck c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on April 7, 2016. Baily reported the posting of the agenda. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. None e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. None 3. New Business: a. 14054 Alta Vista – Review of preliminary plans to relocate an existing residence, the construction of a new attached two garage at the front of the res idence and exterior alterations – Baily informed the Commission that this matter was put on the agenda to get input from the Commission to assist staff in making a final dec ision on the matter. The consensus of the Commission was that the work proposed would return the house more to its original architectural character. The work proposed would be Page 2 of 2 designed to reduce impact to the existing Oak tree and that it was hardship in not having a garage. The Committee suggested the following changes to the plans:  Drop plate height of garage approximately six inches to reduce the mass at the front of the house. With this drop, ensure that the rafter tails are not below the trellis.  Lower the garage trim board approximately one foot.  Beef up the trim around the garage door. 4. Commissioner Comments –  Arbor Day – Stransky and Marchetti will be handling the table at the event. Heritage tree applications will be available and Conrado will be providing 50 Oak seedlings.  Web Site – Committee commented that items wanted on the web site should be reported to Babcock early in the process to help with the bidding process. Nugent and Stransky volunteered to be on a subcommittee.  Work Items - Cappello’s spreadsheet was presented at the meeting. Matter continued to a future meeting. Stransky noted that the Heritage Resource Designation form needed to be updated to include a check box for inventory and historic markers. Baily commented that historic markers was not an item yet and would confirm the inventory item. Nugent added the Quarry Park for an inventory site and requested the matter be agendized on a future meeting for discussion 5. Staff Comments –  FAQ’s – Baily discussed status and work load issues.  Historic Markers– Baily will check with the Director regarding interpretation of the duties of the HPC.
