Type: Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit: 19224 DeHavilland Drive – A site visit will be conducted to consider a proposed addition/remodel to an Eichler house. Site visit conducted. 2. Routine Organization: a. Roll Call Present: Cappello, Conrado, Marchetti, Nugent, Shah, Stransky Absent: Schuck Staff: Kwon, Baily b. Review of minutes from April 12, 2016 meeting. Stransky/Nugent moved to approve the April 12, 2016 minutes. Ayes: Conrado, Nugent, Shah, Stransky, Noes: None Recused: Cappello, Marchetti c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on May 5, 2016. Baily reported the posting of the agenda. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. None e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. None 3. New Business: a. 19224 DeHavilland Drive – Review of plans for an addition/remodel to an Eichler house. – Baily informed the Commission that this matter was put on the agenda to get input from the Commission to assist staff in making a final decision on the matter. The consensus of the Commission was that the work proposed would return the house more to its original Eichler style and recommended that staff move forward with the project as proposed. Page 2 of 2 4. Commissioner Comments – a. Village Specific Plan Joint Meeting Recap – The Commission commented that in the future, the Commission should have more time prior to the joint meeting to discuss the matter as a Commission. The public would benefit better if both the Planning and Heritage Preservation Commissions were more organized and were made clear ahead of time what was expected from them. b. Arbor Day Recap – The Commissioners who attended the event commented that the attendance was very poor. To encourage more public participation it was suggested that the event could be held on the weekend. It was noted that the location should be easily accessible to the public. Important items for the City to consider for the next event is location, content and ways to engage the public for better attendance. c. CPF Conference Recap – The Commissioners who attended the conference gave a brief overview of the conference. d. Web Site – Stransky mentioned that Los Gatos’ website was as a good example. The Commission agreed that they should check out Los Gatos’ website to provide feedback. It was requested that this matter be continued to a future meeting and that the meeting be set up to view the website so the Commission could make comments. e. Work Items – Cappello explained the worksheet she created. It was recommended that staff could put the worksheet in the cloud so the Commission could work on it. As part of the work items the Commission raised the following items: • Should the Commission be reviewing all demolitions for any structure over 50 years old? • Add the pump house as a potential historic inventory site. Staff directed to determine next steps on who should contact the San Jose Water Company regarding this. • Potential Tax Credits. Conrado left the meeting. 5. Staff Comments- a. Historic Markers – Baily informed the Commission regarding the steps needed to pursue historic markers in the public right of way. • The Commission needs to establish a process (which will include the signage which will come out of the HPC budget). • City Council will need to approve the process. • HPC will need to include in their work plan an estimated number of markers they anticipate for that year. • HPC will need to research and document the historic information. • City staff will review the information. • HPC will make a recommendation to City Council. • City Council will make the final determination regarding the installation of a marker.
