Type: Regular Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit: Saratoga Avenue and East of Douglass Lane – A site visit will be conducted to determine if a proposed cellular antenna on a heritage lane (Saratoga Avenue) will adversely affect the character of the designated heritage lane. Site Visit completed 2. Routine Organization: a. Roll Call Present: Cappello, Conrado, Nugent, Marchetti, Schuck, Stransky, Shah Absent: None Staff: Michael Fossati b. Review of minutes from March 10, 2015 meeting. – Conrado/Cappello moved to approve the March 10, 2015 minutes as amended. Ayes: Cappello, Conrado, Nugent, Marchetti, Schuck. Stransky, Shah Noes: None c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on April 9, 2015. Planner Fossati reported the posting of the agenda. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes.  Commissioner Stransky discussed a request from Councilmember Bernald to add the Saratoga Library to the Heritage Resource Inventory.  Commissioner Conrado discussed landscape improvements occurring at Villa Montalvo.  Commissioner Marchetti commented to commission that it needs to be easier on the internet to apply to be added to the Heritage Resource Inventory.  Chair Nugent informed HPC that the City is allowed to grant three Mills Act Contracts per year. Staff confirmed.  Planner Fossati informed HPC that Arbor Day will be celebrated on 4/21 and Architecture 101 Joint Meeting was scheduled for 4/29. e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. Page 2 of 3 Staff was directed to add the Saratoga Library to New Business for potential addition to inventory. Staff informed the HPC that once landscape improvements are submitted to City, a decision will be made on if HPC approval is required. 3. New Business: a. Saratoga Avenue & 140’ east of Douglas Lane (HPC15-0003) – Review proposed cellular antenna and associated equipment to be located on an replacement utility pole located on Saratoga Avenue. Conrado/Cappello moved to approve project as amended. Amendment included the painting of bollards to be brown also. Ayes: Cappello, Conrado, Nugent, Marchetti, Schuck. Stransky, Shah Noes: None b. Plaque for Blossom Festival and Saratoga Inn Amphitheater – Request to discuss potential. Commission discussed. Item to be moved to Old Business to discuss budget and placement. c. Update of Heritage Resources Inventory– Request to discuss adding the following properties to the possible properties for the Heritage Inventory. In order to add property to potential list, the property must be designated for review by one of the commissioners.  14265 Big Basin Way  14701 Oak Street  14285 Saratoga Avenue  18495 Montpere Way Commission Discussed. Since no commissioner was designated, the properties will be rolled over to “Old Business” 4. Old Business a. Review HPC Heritage Inventory FAQ’s (Conrado) Submitted draft for review b. Review HPC Landmark Properties FAQ’s (Stransky) Submitted draft for review c. Review HPC Heritage Trees FAQ’s (Schuck) In the process of submitting draft d. Review Mills Act FAQ’s (Shah) Submitted draft for review 5. Action Items for Discussion / Update (No memo): a. Quarry Property – Staff to provide update on the Quarry Master Plan. None b. Hakone Gardens – Staff to provide update on Hakone Gardens Master Plan. Staff updated HPC on that Hakone Garden Master Plan Workshop was to be held on April 28. c. Update: John Henry House – Staff to provide an update. None Page 3 of 3 d. Update: Heritage Resource Inventory - Review list of potential properties for the Heritage Inventory:  19246 DeHavilland  19223 DeHavilland  19222 DeHavilland  18500 Montpere Way  19227 Shubert  20520 Marion Road  20602 Marion Road  20996-21398 Congress Springs Road  13601 Saratoga Avenue (St. Andrews Episcopal Church)  13716 Saratoga Avenue (Sacred Heart Church) HPC confirmed that Chair Nugent will submit for 18500 Montpere Way, Commissioner Shah will submit for 13601 Saratoga Avenue (St. Andrews Episcopal Church), and Commissioner Schuck will submit for 13716 Saratoga Avenue (Sacred Heart Church). e. America in Bloom – Commissioner Cappello to provide update. Commissioner Cappello informed HPC that application was submitted and the tentative dates for visiting the City were May 4th – 6th.
