1. Site Visit: None
2. Routine Organization:
a. Roll Call
Present: Cappello, Conrado, Nugent, Marchetti, Stransky, Shah
Absent: Schuck (Excused)
Staff: Michael Fossati, Erwin Ordoñez
b. Review of minutes from April 14, 2015 meeting. – Cappello/Marchetti moved to
approve the April 14, 2015 minutes as amended.
Ayes: Cappello, Conrado, Nugent, Marchetti, Stransky, Shah
Noes: None
Absent: Schuck
c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was
properly posted on May 7, 2015.
Planner Fossati reported the posting of the agenda.
d. Non-Agendized Communications - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to three minutes.
None
e. HPC direction to staff regarding non-agendized communications - Commissioners may
not comment on the matter but may choose to place the topic on a future agenda.
None
3. New Business:
a. Update of Heritage Resources Inventory– Request to discuss adding the following
properties to the possible properties for the Heritage Inventory. In order to add property
to potential list, the property must be designated for review by one of the commissioners.
13650 Saratoga Avenue (Saratoga Library) Commissioner Stransky gave
additional details regarding Saratoga Library. HPC requested
Commissioner Stransky request assistance from Library Commission on

submitting Heritage Resource Inventory application in order to submit to be
reviewed by HPC. Commissioner Stransky accepted request. Item to be
continued to new business once application is submitted.
4. Old Business
a. Review Historic Designation Criteria (Fossati/Ordonez) – A presentation regarding
how projects are chosen to be reviewed by the HPC. Powerpoint presentation to be
presented at meeting. Memo to be sent via e-mail to Commission by end of 5/11.
Powerpoint presented by Director Ordoñez regarding Historic Designations and
CEQA.
b. FAQ’s (Conrado, Stransky, Schuck, Shah) Commissioner Conrado/Cappello to draft
questions and answers for Heritage Inventory. When completed, commissioners
Shah/Stransky will review and provide input. FAQ’s to be continued as “Old
Business” for June meeting.
c. Update of Heritage Designation Criteria (all) – Review of properties previously
discussed, but have not been designated for review by any one commissioner.

HPC informed fellow commissioners that more information for properties can be
found via City of Saratoga Laserfiche, Santa Clara City Library Genealogy Room,
SJSU Library, and Town of Los Gatos Genealogy.
d. Blossom Festival / Saratoga Inn Amphitheater Plaques (Stransky) – Discuss
budget and placement of plaques. Confirmation of plaque style and type to be
discussed at future meeting.
e. Budget (Planner Fossati) – Staff to inform HPC of budget. Memo included.
Informed HPC about existing budget and decrease of budget for 2015/2016.
HPC requested Staff to verify cost of DPR from Archives and Architecture.
Staff to come back with quotes at next meeting.
5. Action Items for Discussion / Update:
a. Quarry Property – Staff to provide update on the Quarry Master Plan. (No update)
b. Hakone Gardens – Staff to provide update on Hakone Gardens Master Plan. (No
update)

d. Update: Heritage Resource Inventory - Review list of potential properties for the
Heritage Inventory:
