Type: Regular Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit: 15400 Montalvo Road (Villa Montalvo) – A site visit will be conducted to determine if exterior modifications and landscape improvements of Villa Montalvo are in conformance with the Heritage Preservation Commission standards regarding Heritage Landmark properties. Site Visit Conducted 2. Routine Organization: a. Roll Call Present: Cappello, Conrado, Marchetti, Nugent, Schuck, Stransky, Shah Absent: None Staff: Ordoñez, Baily b. Review of minutes from July 14, 2015 meeting. Conrado/Shah moved to approve the July 14, 2015 minutes. Ayes: Cappello, Conrado, Marchetti, Schuck, Stransky, Shah Noes: None Recused: Nugent c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on August 6, 2015. Baily reported the posting of the agenda. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes.  Nugent shared a correspondence she received from Jackie Welch requesting that the Historic Preservation consider restoring the Sanborn Park Hostel. Baily confirmed that the hostel property was located outside city limits. Stransky commented that others were working on having the hostel restored. Nugent stated that she would respond to Welch.  Marchetti questioned the building status of the Annette Kolker building. Ordoñez explained the review process. e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. None. Page 2 of 3 3. New Business: a. Election of New Chair and Vice Chair – Nugent moved to nominate Schuck as the new Chair. Stransky seconded, motion passed unanimously. Conrado nominated Shah to be the new Vice-Chair. Stansky seconded, motion passed unanimously. The new Chair took over the meeting. b. 15400 Montalvo Road (Villa Montalvo) – A site visit will be conducted to determine if exterior modifications and landscape improvements of Villa Montalvo are in conformance with the Heritage Preservation Commission standards regarding Heritage Landmark properties. Villa Montalvo is a Designated Landmark Structure and located on the Heritage Resource Inventory. HPC review is required for all properties located on the Heritage Resource Inventory. Conrado recused himself from the meeting. Ordoñez informed the Commission that their main purview was to look at the context of the project and how the proposed work fits with the historic resource. Marchetti moved to approve the project with a comment that the resource is an art center and encouraged the applicant to integrate art pieces into the new area. Cappello seconded, motion passed unanimously. Conrado returned to the meeting. 4. Old Business a. FAQ’s update – Commission confirmed all comments were in and staff stated they will finalize the FAQ’s. b. Update of Heritage Designation Properties Review of properties previously discussed, but have not been designated for review by any one commissioner – No discussion until Heritage Inventory Process has been confirmed. c. Blaney Plaza Commemoration Update– Staff to provide HPC with update regarding commemoration of Blaney Plaza Stone Pine – Baily informed Commission that a remnant of the tree trunk is secured to create an historic monument. Cappello volunteered to do a foundational research in developing an idea for a monument using the tree ring to commemorate the history of Saratoga. Ordoñez stated that the Commission could use their funds to take the lead to lay the foundation of their idea to present to City Council. d. Training Opportunities Update– Staff to provide HPC an update of future training opportunities –The Commission was informed that the upcoming webinar regarding the State Historic Building Code was postponed until the fall. Staff will inform the Commission when a new date has been scheduled. 5. Action Items for Discussion / Update (No memo): Page 3 of 3 a. Quarry Property – Periodic update – It was noted that the grand opening of the park is scheduled for October 31, 2015 from 10:30 to noon and the event is free. Schuck requested that a master plan of the park be presented to the Commission. Cappello was interested in how the historic buildings and objects were incorporated into the plan. Ordoñez would pursue if a representative from the Parks and Public Works Department could do a presentation about the park at the Commission’s October meeting. b. Hakone Gardens – Periodic update Hakone Centennial Gala 9/27– It was noted that tickets for this event are on sale, $200 per person and the event will be from 5 to 9:30 pm. c. John Henry House – Periodic update – No Update d. Heritage Resource Inventory - Review list of potential properties for the Heritage Inventory – Staff briefly discussed a reconnaissance survey process using a DPR format. Staff will work with Archives & Architecture historic consultant who will review one of the inventories previously prepared by a Commissioner as a sample. The cost for this review is approximately $1,000. The Commission requested that once the City receives input from the consultant, the Commission will review comments as group and then have the consultant come to a meeting to discuss. 6.
