Type: Regular Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit: Site Visit: 20399 Park Place (Saratoga Foothill Club) – A site visit will be conducted to determine if the proposed gate is in conformance with the Heritage Preservation Commission standards regarding Heritage Landmark properties. Site Visit Conducted 2. Site Visit: 14054 Alta Vista – A site visit will be conducted and memo drafted to determine if modification of an existing structure located at 14054 Alta Vista will potentially affect the historic character of the structure. Although 14054 Alta Vista is not located on the inventory, Staff believed the structure has the potential of being historic and worth of HPC review. Site Visit Conducted 3. Routine Organization: a. Roll Call Present: Conrado, Marchetti, Nugent, Schuck, Stransky, Shah Absent: Cappello Staff: Fossati, Baily b. Review of minutes from August 11, 2015 meeting. Conrado/Stransky moved to approve the August 11, 2015 minutes. Ayes: Conrado, Marchetti, Nugent, Schuck, Stransky, Shah Noes: None c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on September 4, 2015. Fossati reported the posting of the agenda. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes.  Fossati distributed flyers to the Commission regarding an upcoming joint meeting between the Hakone Foundation and City Council to review the Hakone Gardens Master Plan. The Commission was invited to attend the meeting. e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. None. Page 2 of 2 4. New Business: a. 20399 Park Place (Saratoga Foothill Club) – A site visit will be conducted to determine if the proposed gate is in conformance with the Heritage Preservation Commission standards regarding Heritage Landmark properties. Nugent recused herself from this item. Conrado moved to approve the application subject to the following conditions: 1. The maximum height of the gate shall be 7 feet six inches. 2. The material of the gate shall be dark bronze. 3. The gate design shall be pursuant to the right panel design shown on the plans submitted. Marchetti seconded, motion passed unanimously. b. 14054 Alta Vista – A site visit will be conducted and memo drafted to determine if modification of an existing structure located at 14054 Alta Vista will potentially affect the historic character of the structure. Although 14054 Alta Vista is not located on the inventory, Staff believed the structure has the potential of being historic and worth of HPC review. Baily informed the Commission that this matter was put on the agenda to get input from the Commission to assist staff in making a final decision on the matter. The consensus of the Commission was that the removal of the unsympathetic addition would not impact the integrity of the historic structure and that the end result would preserve the character of the original structure. The Commission recommended to staff that the new windows should match the existing windows. The Committee stated that the structure should be put on the historic inventory. 5. Commissioner Comments – Nugent commented that the property owners of 18500 Montpere Way are still waiting for a response regarding placing their property on the historic inventory. Nugent requested that this matter be expedited. The consensus of the Commission was to have the matter scheduled for the next agenda. Since a field trip to the Saratoga Quarry Park was scheduled for the next meeting, the consensus of the Commission was that if the agenda was light, that the next meeting be held at the Quarry.
