Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue
1. Site Visit: 13941 Shadow Oaks Way – A site visit will be conducted to determine if the
proposed addition is in conformance with the Heritage Preservation Commission standards
regarding properties located on an Heritage Lane. Site Visit Conducted
2. Routine Organization:
a. Roll Call
Present: Cappello, Conrado, Nugent, Schuck, Shah, Stransky
Absent: Marchetti
Staff: Fossati, Baily
b. Review of minutes from October 13, 2015 meeting. Conrado/Stransky moved to
approve the October 13, 2015 minutes.
Ayes: Cappello, Conrado, Nugent, Schuck, Shah, Stransky,
Noes: None
c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was
properly posted on December 3, 2015. Fossati reported the posting of the agenda.
d. Non-Agendized Communications - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to three minutes.
Fossati informed the Commission of the California Preservation Foundation
Conference in 2016.
e. HPC direction to staff regarding non-agendized communications - Commissioners may
not comment on the matter but may choose to place the topic on a future agenda. None
3. New Business:
a. 13941 Shadow Oaks Way – Determine if a proposed addition to an existing residence is
in conformance with the Heritage Preservation Commission standards regarding
properties located on a Heritage Lane. Conrado moved to determine the addition was
in conformance with the standards subject to the following conditions:
1) Exterior materials and colors shall match existing.

2) If the roof material is changed to a composition roof, the roof color shall be a
grey/earth toned color.
Conrado/Nugent seconded, motion passed unanimously.
b. 18500 Montpere Way – Provide direction on whether to contract Archives and
Architecture to draft a DPR form for 18500 Montpere Way. Conrado moved to direct
staff to contract with Archives and Architecture to prepare a draft DPR form.
Cappello seconded, motion passed unanimously. The Commission agreed that the
preparation would provide professional verification of the property and will assist
the Commission in evaluating other modern architecture structures. Commission
requested that Franklin Maggi of Archives and Architecture attend a future
meeting to discuss the DPR.
4. Commissioner Comments – Commission questioned/commented:
• Regarding work on Big Basin Way, when does the Heritage Preservation get
involved in reviewing applications and permits?
• What is the purpose of the Village Design Guidelines?
• What is the process to make the Village a Heritage Lane or what other options
are there for the Commission to review work on downtown buildings that face
Big Basin Way?
• What is the meaning of the CH-1/CH-2 historic zoning?
• What is the status of the FAQ’s?
• Clarified the definition of Early California Modern architecture.
Fossati responded to the questions and suggested putting these items on the work
plan for Council discussion.
