Type: Regular Meeting Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue 1. Site Visit: 13716/13718 Saratoga Avenue (Sacred Heart Church) – A site visit will be conducted to determine exterior modifications and zoning amendment of Sacred Heart Church are in conformance with the Heritage Preservation Commission standards regarding Heritage Lanes. Site Visit Conducted 2. Routine Organization: a. Roll Call Present: Cappello, Conrado, Marchetti, Schuck, Stransky, Shah Absent: Nugent (excused) Staff: Sandy Baily, Michael Fossati, Erwin Ordoñez, Chris Riordan b. Review of minutes from June 9, 2015 meeting. Shah/Stransky moved to approve the June 9, 2015 minutes. Ayes: Cappello, Conrado, Marchetti, Schuck, Stransky, Shah Noes: None c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was properly posted on July 9, 2015. Planner Fossati reported the posting of the agenda. d. Non-Agendized Communications - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Community Development Director Ordoñez spoke to HPC about protocol for recusing oneself on a project where a commissioner may have a potential interest. The City does not provide direction, but rather leaves it up to the commissioner’s discretion. e. HPC direction to staff regarding non-agendized communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. None. 3. New Business: a. 13716/13718 Saratoga Avenue (Sacred Heart Church) – The City has received a request to review proposed exterior modifications and the zoning amendment for 13716 / 13718 Saratoga Avenue, also known as Sacred Heart Church. The property is located on Page 2 of 3 a portion of Saratoga Avenue that is considered a “Designated Heritage Lane” within the City of Saratoga. Cappello/Marchetti move to approve the project with request for Staff to verify if roof actually needs to be removed and height increase. Request for information had no bearing on decision. Approved 6-0. b. Heritage Inventory Process – Staff to requesting HPC to review notice letter to property owners of properties to be added to inventory. Letter to be provided at meeting. Planner Fossati provided sample draft letter for HPC to review. Letter to be returned prior to next HPC meeting. HPC directed staff to add “Heritage Resource Inventory process” to next HPC Meeting 4. Old Business a. FAQ’s – Discuss FAQ answers for website. Staff provided commission with FAQ’s for review. Commissioners to provide comments back to staff prior to next HPC meeting. b. Update of Heritage Designation Properties– Review of properties previously discussed, but have not been designated for review by any one commissioner. No discussion until Heritage Inventory Process has been confirmed. c. Budget Update - Update of HPC budget. Staff informed HPC that there is actually $10,000 in the HPC budget. Budget should be used for DPR report writing, training, and recognition and awards of historic structures or properties. d. Grover House Update – Provide update to HPC about building permit application of Grover House. Staff informed HPC that we were reviewing the Grover House project at 14639 Big Basin Way. Staff (with applicant approval) plan on creating a photo survey of existing site, in order to document existing look of Grover House. Applicant will be required to provide Staff with detailed construction management plan, traffic plan, and disassembly plan demonstrating that proper deconstruction techniques are completed to keep Grover House in original form, to the extent possible. HPC recommend appropriate screening and updating community via a newsletter item once building permit is issued. 5. Action Items for Discussion / Update (No memo): a. Quarry Property – Periodic update – Informed HPC that “Let’s Work Saratoga” event garnered 15 residents and approximately two hours of work. Next even potentially scheduled for the Fall. b. Hakone Gardens – Periodic update – Informed HPC that Master Plan is soon to complete. c. John Henry House – Periodic update – No Update Page 3 of 3 d. Heritage Resource Inventory (See Attachment) - Review list of potential properties for the Heritage Inventory – No Update. e. Blaney Plaza Commemoration (Cappello) – HPC to review ways to commemorate the Stone Pine that was removed from Blaney Plaza. Cappello/Conrado moved to approve directing staff to draft memo to City Council requesting that a portion of the Blaney Plaza Stone Pine is retained and placed back into the Blany Plaza. HPC directed staff to confirm 6” thick tree ring remnant of Stone Pine is to be retained. Remnant to be used to create a chronological depiction of the History of Saratoga using tree rings as dates and times. f. Training Opportunities – Staff to inform HPC of training opportunities. Staff informed HPC of training opportunities at State APA conference and California Preservation Foundation. HPC directed Staff to sign up for 8/18 webinar titled “Codes: What Every Commissioner Should Know about the California Historical Building Code”. 6. Commissioner Comments – Vice Chair Shuck informed staff that it is critical that a process for adding properties needs to be clear and well-organized. Commissioner Marchetti informed the HPC that she has completed the video of the walking tour of the Village with Leslie Dill as the presenter and asked which commissioners wanted copies.
