MINUTES
Date: Tuesday, September 9, 2014 / 8:30 A.M.
Type: Regular Meeting
Place: City Hall /Administrative Conference Room - 13777 Fruitvale Avenue
a. Roll Call.
i. Present: Cappello, Conrado, Marchetti, Nugent, Schuck, Shah, Stransky
ii. Absent: none
b. Review of minutes. Conrado/Cappello moved to approve the HPC Minutes for the
August 12, 2014 Meeting. Motion Passed (7-0). Ayes: Cappello, Conrado, Marchetti,
Nugent, Schuck, Shah, Stransky. Noes: None. Absent: None. Abstain: None.
c. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was
properly posted on September 4, 2014.
d. Non-Agendized Communications –
i. Craig Aubrey asked Commissioner Marchetti for information on the Mills Act.
ii. April Halberstadt provided information on potential future training topics to be
discussed under agenda item 1c.
e. HPC direction to staff regarding non-agendized communications – none.
1. New Business –
a. 15231 Quito Road. The owner requested Mills Act approval for Casa Tierra. It was
clarified that while Landmark and Mills Act status could help protect the home from
being demolished by future owners, a new owner could remove the property from the list.
Conrado/Cappello moved to approve the Mills Act Application. Motion Passed (7-0-0).
Ayes: Cappello, Conrado, Marchetti, Nugent, Schuck, Shah, Stransky. Noes: None.
Absent: None. Abstain: None.
b. Election of Vice Chair. Cappello/Marchetti moved to elect Larry Schuck as Vice Chair
of the Heritage Commission. Motion Passed (7-0-0). Ayes: Cappello, Conrado,
Marchetti, Nugent, Schuck, Shah, Stransky. Noes: None. Absent: None. Abstain: None.
c. HPC Training. The HPC has met their required training for the period October 1, 2013 –
September 30, 2014. The HPC would like next term’s training to be longer than 2 hours,
be more in-depth than the last training, include more tools, and include book
recommendations. Commissioners should bring their ideas for training topics to the
October 2014 HPC meeting.
2. Old Business
a. Street Names – Commissioners Marchetti and Stranksy presented a list of street names
for consideration by the HPC. As discussed and if approved by the City Council, the pre-

approved list would allow applicants to bypass HPC review. The HPC suggested some
minor edits to clarify the proposed process, including how the list of historic names could
be applied to the street name. Commissioner Marchetti will send staff the document.
Conrado/Schuck moved to approve the list of names and process, as amended. Motion
Passed (7-0-0). Ayes: Cappello, Conrado, Marchetti, Nugent, Schuck, Shah, Stransky.
Noes: None. Absent: None. Abstain: None.
b. Heritage Tree Inventory workplan – The following 7 trees have been scheduled for
City Council review and approval of heritage tree status:
i. Madronia Cemetery - Ponderosa pine, Dawn redwood, and Coast redwood
ii. Blaney Stone pine
iii. District Office oak
iv. Susie’s Garden Valley oak
v. Canyon Springs eucalyptus
Cappello/ Conrado moved to approve the following tree for heritage tree status.
Motion Passed (7-0). Ayes: Cappello, Conrado, Marchetti, Nugent, Schuck, Shah,
Stransky. Noes: None. Absent: None. Abstain: None.
vi. Redwood School dawn Chinese redwood – this tree is located at the entrance to
the school in memory of a deceased teacher.
The following updates were provided:
vii. Aloha Oak. Commissioner Marchetti is still working on the application
viii. Hakone trees. Commissioner Stransky has been in touch with Ann Waltonsmith
to complete the application
c. Landmark List workplan –
i. 21000 Big Basin Way (“Hakone Gardens”). Conrado/Marchetti moved to approve
this property for Landmark status based on criteria a & c. Motion Passed (7-0). Ayes:
Cappello, Conrado, Marchetti, Nugent, Schuck, Shah, Stransky. Noes: None. Absent:
None. Abstain: None.
ii. 20640 Third Street (“Sam Cloud Hay & Feed Warehouse”). Shah/Stransky moved
to approve this property for Landmark status based on criteria a, b, & c. Motion
Passed (7-0). Ayes: Cappello, Conrado, Marchetti, Nugent, Schuck, Shah, Stransky.
Noes: None. Absent: None. Abstain: None.
The following updates were provided:
iii. 20021 Bella Vista (“Rancho Bella Vista”). Commissioner Conrado needs the
owner’s name and address.
iv. 14501-14503 Big Basin Way (“Cloud-Smith Building”) Commissioner Nugent has
not received a response from the owner.

v. 14251 Fruitvale Avenue (“Novakovich Ranch”) Commissioner Nugent has not
received a response from the owner.
vi. 14519 Big Basin Way (“Green Store Building”). Commissioner Schuck hand
delivered the letter but also needs the owner’s name and address.
vii. 14413-14415 Big Basin Way Kerr Building/Hogg Building. Commissioner Shah
has not received a response from the owner.
viii. 14495 Big Basin Way (“Hutchinson Building”). Commissioner Shah has not
received a response from the owner.
ix. 14754 Pierce Road (“Paul Masson Lodge”) Commissioner Stransky has not
received a response from the owner.
d. Big Basin Way workplan. Commissioner Shah has selected the first 10 buildings along
Big Basin way for consideration for Heritage Inventory status.
3. Action Items for Discussion / Update (No staff memo):
a. 21170 Big Basin Way – This address is in unincorporated Santa Clara County and
therefore not in consideration for the City’s Heritage Inventory.
b. Old Grandview Ranch - Commissioner Nugent will update the HPC at the October
meeting.
4. Commissioner Comments. The HPC would like to agendize a discussion of adding one or
more trees at Casa Tierra for heritage tree inventory status.
