3. Oral Communications
Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter but
may choose to place the topic on a future agenda.
4. Approval of minutes February 13, 2018
5. New Business:
a. 14500 Saratoga Ave (addition)
b. Volunteer commission member to act as secretary to assist with more detailed
notes/minutes
c. Guidelines for projects along Heritage Lanes (create sub-committee for discussion in
April)
d. Saratoga Creek Bridge (Long Bridge)

Any recommendation made by the Heritage Preservation Commission may be appealed to the Planning Commission

Heritage Preservation Commission a written notice and filing fee within ten (10) days of the date of the decision.
In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials provided to the Heritage
Preservation Commission by City staff in connection with this agenda are available at the office of the Community
Development Department Director at 13777 Fruitvale Avenue, Saratoga, California 95070. Any materials
distributed by staff after the posting of the agenda are made available for public review at the office of the Director
at the time they are distributed to the Heritage Preservation Commission.

Project Applicant: Lorraine Chatterjee
Project Description:
The applicant is proposing a 206 square feet single story addition onto the existing house and
modify the elevations. The structure itself is not listed on the heritage inventory, but requires
HPC review pursuant to Section 13.20.010 of Saratoga’s Municipal Code, due to the site’s
proximity along a heritage lane. County records indicate that the house was built in 1937. The
subject property is located on the western side of Saratoga Ave and the house fronts onto the
street.
Following is a summary of the proposed changes:
a) Add onto the side of the existing residence and match existing materials and colors
b) Replace existing comp shingle roofing to a barrel tile roof to match the remainder of the
roof on the residence.
c) Relocate interior stair access to the existing cellar
d) Interior remodel
Staff Comment:
Staff is requesting input from the HPC regarding the following comments for the work proposed:
• Is the addition compatible with the neighborhood and existing residence?
Permit Criteria: The Planning Department, on recommendation of the Heritage Preservation
Commission, shall authorize a permit if it is determined that:
a) The proposed work is consistent with the purposes and objectives of Chapter 13 of
Saratoga’s Municipal Code;
b) The proposed work does not adversely affect the character of the designated heritage
lane;

c) In the case of construction of a new building, structure or other improvement upon or
within a designated heritage lane, the exterior of such improvements will not adversely
affect and will be compatible with the external appearance of the existing lane.

a. Introduction of New Community Development Director, Debbie Pedro (Kwon)
Director Pedro was briefly introduced to the HPC.
b. 13755 Saratoga Avenue – Addition on Heritage Lane (Baily)
Motion 1: Shah motioned to recommend approval of the project with windows
as proposed, no zippered roof, and siding wrapping around the front façade.
Motion failed for lack of second.
Motion 2: Nugent/Cappello motioned to recommend approval of the project with
windows as proposed, no zippered roof, and consistent exterior materials.

Motion 3: Shah/Rodgers motioned to recommend approval of the project with
wood windows as proposed, no zippered roof, and horizontal siding along the entire
house.

Kwon discussed details of the workplan meeting. Commissioners Stransky, Nugent,
and Rodgers formed a subcommittee. Commission would like to explore short DPR
Forms.

Nugent would like to give historic resources information to the Realtors.
b. Planting Trees and Tree Map (Shah)
Continued to the next regular meeting.
