fee within ten (10) days of the date of the decision.
In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials
provided to the Heritage Preservation Commission by City staff in connection with this agenda

posting of the agenda are made available for public review at the office of the Director at the
time they are distributed to the Heritage Preservation Commission.

SUBJECT: Reroof for property on Heritage Lane (Saratoga Avenue) – 19987 Moran Lane
Property Location: 19987 Moran Lane
Property APN: 393-45-022
Project Applicant: Dan Elliot Roofing
Project Description:
The applicant is proposing to replace the existing composition fiberglass shingle
greyish/brownish color roof material with a composition asphalt shingle material. The structure
itself is not listed on the heritage inventory, but requires HPC review pursuant to Section
13.20.010 of Saratoga’s Municipal Code, due to the site’s proximity along a heritage lane. The
applicant is proposing that the color of the new roof shingle be black. Attachment 1 is an
illustration of the proposed material. A sample will be provided at the meeting.
The subject property is located on a corner lot and the house fronts onto Moran Lane. Staff
recommends that the HPC recommend approval of the building permit for the reroof in that the
proposed work would not adversely affect the character of the heritage lane due to the color of
the proposed shingle which complements the existing house, the proposed material is compatible
with numerous houses along Saratoga Avenue within the heritage lane, that the house has limited
visibility from the heritage lane as it fronts onto a side street and an existing tree buffers part of
the house view on Saratoga Avenue.
Permit Criteria: The Planning Department, on recommendation of the Heritage Preservation
Commission, shall authorize a permit if it is determined that:
(a) The proposed work is consistent with the purposes and objectives of Chapter 13 of
Saratoga’s Municipal Code;
(b) The proposed work does not adversely affect the character of the designated heritage
lane;
(c) In the case of construction of a new building, structure or other improvement upon or
within a designated heritage lane, the exterior of such improvements will not adversely affect
and will be compatible with the external appearance of the existing lane.
