ADVISORY COMMITTEE
Minutes
DATE: Tuesday, January 16, 2018

LOCATION: City of Saratoga Planning Conference Room, 13777 Fruitvale Avenue, Saratoga,

1. Call to Order Meeting called to order by the Chair at 4:00pm
2. Roll Call: Present: Stallman, Waltonsmith, City liaison Borel & Engineer Burkhalter;
Absent: Swan
3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the
agenda for this meeting was properly posted on January 10, 2018. So noted
4. Accept Agenda Items and Order: No additional items may be added pursuant to
Government Code Section 54954.2. No change
5. Approval of Minutes. Minutes for October 24, 2017 meeting approved. Vote, 2-0-1, Swan
absent
6. Oral and Written Communication:
Any member of the public may address the Committee about any matter not on the agenda
for this meeting for up to three minutes. Committee Members may not comment on the
matter but may choose to place the topic on a future agenda.
Diane from the Silicon Valley Bicycle Coalition announced that this year's Bike Festival,
held at San Jose History Park will be on May 6th. Info is available at
siliconvalleybikesfestival.org for the event.
7. Old Business
Blue Hills Safety Railroad Crossing update: Completion by the end of the year is
anticipated. Action by the CPUC is winding up and funding will be used before it expires at
the end of the year.
Trail Report: Staff provided a report describing maintenance done for horse trails in the
Mt. Eden Parker Ranch area. Also, erosion repairs are being staged for Villa Oaks and
Parker Ranch trails. The city’s annual capital improvement project (CIP) meeting will take
up building a retaining wall for a segment of the Villa Oaks Trail and trail stairs from Farr
Ranch Ct. to Parker Ranch Ct.
Prospect Rd. Complete Streets Project: Construction signage is being put up and
summer construction is anticipated after additional funding approval makes its way through
VTA. Erosion control placement and surveying activity is taking place.
Anza Trail Certification update: Action by the National Park Service to provide signs is
pending.
Highway 9: Pathway construction is completed for now with future phases to be done when
funded. It was noted by the Chair that the Austin Way segment hill is one section where
there is no pathway along the highway. Squaring off of the Austin Way intersection at the
bottom of the hill along with using Austin Way to bypass the highway segment are
alternatives currently in place for that segment.
Bohlman and Norton: Changes will take place at the next opportunity where a new fence
was built encroaching on an existing path.
8. Staff Report
Pending trails update – The Saratoga to the Sea Partnership Agreement with Mid Penninsula
Open Space will make Measure AA funds available. Staff is preparing a Request for
Proposal (RFP). – The Chair commented that the Congress Springs Park connection to Cox
may be taken up at the March CIP meeting.
Announcements - New Rectangular Rapid Flashing Beacons for pedestrian crossings are on
hold due to the Federal Highway Administration not wanting to include a patented device in
their Uniform Traffic Control Devices registry. Future action is anticipated to resolve this
matter.
9. New Business
General Plan Updates
• Circulation Study Session is February 12th at 6:00 pm in the multipurpose room in
the Joan Pisani Community Center. This is an overview/kickoff meeting.
• Circulation Element Study Session on March 13th.
• Land Use Study Session on February 27th.
• Open Space/Conservation Study Session on March 27th.
Mention by the Chair was made regarding a possible path connecting Fruitvale to
Bainter (County).

• A sign will be needed for the path connecting the Village to Hakone
• Attend the Circulation Element updates
