1. Site Visit:
a. 13865 Yerba Buena Court – Heritage Tree Application
b. 13755 Saratoga Avenue – Addition on Heritage Lane
c. Hakone Gardens Pump Structure – Follow up
2. Routine Organization:
a. Roll Call
Present: Stransky, Rodgers, Nugent, Shah, Cappello (Arrived at the Hakone
Site Visit)
Absent: Marchetti (excused)
Staff: Kwon, Baily
b. Review of minutes from January 9, 2018 meeting. Shah/Nugent moved to approve the
January 9, 2018 minutes.
Ayes: Nugent, Rodgers, Stransky, Shah,
Noes: None
Absent: Marchetti, Cappello
c. Posting of Agenda – Pursuant to Government Code Section 54956, the agenda was
properly posted on February 8, 2018. Kwon reported the posting of the agenda.
d. Non-Agendized Communications - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to three minutes.
None
e. HPC direction to staff regarding non-agendized communications - Commissioners may
not comment on the matter but may choose to place the topic on a future agenda.

3. New Business:
a. Introduction of New Community Development Director, Debbie Pedro (Kwon)
Director Pedro was briefly introduced to the HPC.
b. 13755 Saratoga Avenue – Addition on Heritage Lane (Baily)
Motion 1: Shah motioned to recommend approval of the project with windows
as proposed, no zippered roof, and siding wrapping around the front façade.
Motion failed for lack of second.
Motion 2: Nugent/Cappello motioned to recommend approval of the project with
windows as proposed, no zippered roof, and consistent exterior materials.
Ayes: Stransky, Cappello
Noes: Shah, Rodgers, Nugent
Absent: Marchetti
Motioned Failed
Motion 3: Shah/Rodgers motioned to recommend approval of the project with
wood windows as proposed, no zippered roof, and horizontal siding along the entire
house.
Ayes: Shah, Rodgers, Nugent
Noes: Stransky, Cappello
Absent: Marchetti
Motioned Passed
c. 13865 Yerba Buena Court – Heritage Tree Application (Baily)
Cappello/Shah motioned to accept the Heritage Tree Application.
Ayes: Shah, Rodgers, Nugent, Stransky, Cappello

d. Form 700 (Kwon)
Kwon discussed Form 700.
4. Staff Comments:
a. Draft Landmark FAQ pamphlet. (Baily)
The HPC will give comments to Staff before the next regular meeting.
Commissioner Shah had to leave the meeting. (Excused)

b. CC/HPC workplan meeting March 5 (possible subcommittee formation) (Kwon)
Kwon discussed details of the workplan meeting. Commissioners Stransky, Nugent,
and Rodgers formed a subcommittee. Commission would like to explore short DPR
Forms.
5. Commissioner Comments:
a. Information Packet (Nugent)
Nugent would like to give historic resources information to the Realtors.
b. Planting Trees and Tree Map (Shah)
Continued to the next regular meeting.
c. Webpage
Webpage updates summarized by Baily and Kwon.
d. DPR research status by Commission and other tasks (Workplan).
Each Commissioner to provide status update. (Which projects are at 50%)
HPC noted projects are in process.
e. Events/Calendar: Blossom Festival (March 24), State of the City (March 28), Arbor Day
(April 27), Preservation Month (May), Funding. (Stransky)
HPC noted that event planning is in process.
