TRAFFIC SAFETY COMMISSION
MINUTES

Call to Order
6:35 p.m.
Present: Cosyn, Harris, Kane, Kirk, Musselman, Vita
Absent: Guichard
Staff: Mainini Cabute, John Cherbone, Franziska Church
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on November 7, 2013
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.
Oral & Written Communication
Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter
but may choose to place the topic on a future agenda.
Approval of Draft Minutes
Draft Traffic Safety Commission Minutes September 12, 2013
Kirk motioned approval and Vita gave a second. Motion passed with Musselman and Cosyn
abstaining.
Sheriff’s Report to the Commission
Lt. Neil Valenzuela gave report.
Old Business
None.
New Business
1. New Commissioner Introduction
Commissioner Ray Cosyn to introduce himself and briefly state what he hopes to learn
and accomplish in his first year as a Traffic Safety Commissioner.
Action: Welcome Commissioner Cosyn.
2. Traffic Matrix # 313
Issue: Request red curb near property driveway to improve sight line visibility from
property driveway on Douglas Lane.
Action: TSC will make recommendation
No Action.
3. Traffic Matrix #314
Issue: Request for Hidden Driveway to improve safety at Parker Ranch Road.
Action: TSC will make recommendation
No Action. TSC asked property owners to consider the Traffic Engineer’s suggestion to
trim back shrub to no more than 3.5 feet tall 50 feet along the property line to improve
sight distance and to also install a mirror.
4. Traffic Matrix #315
Issue: Request for stop sign at Hill Avenue and Montalvo to improve motorist safety.
Action: TSC will make recommendation
Musselman motioned and Kirk 2nd: Staff to install temporary stop control measures and
investigate in May the need to install a permanent stop sign. Staff should also include a
speed trailer during construction and explore the possibility of having a sheriff deputy
during construction since the Water District is increasing the volume and depth of the
reservoir.
Motion passes 4-1. Kane opposed.
65. Speed Survey 2013 presented by Fehr & Peers Traffic Engineer
Issue: Review Speed Survey 2013
Action: TSC will make recommendation
Musselman motioned and Kirk 2nd: Recommendation to City Council to approve Speed
Survey. Motion passes. 4-1. Cosyn abstained.
6. Report back on traffic safety measures based on Commission recommendations
Action: Information only. Staff will provide a verbal report.
No Action.
