TRAFFIC SAFETY COMMISSION
REGULAR MEETING
MINUTES

Call to Order 6:30 p.m.
Present: Cosyn, Guichard, Harris, Kane, Kirk, Musselman and Vita
Absent: None.
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on September 2, 2014
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.

1. Traffic Matrix #318
Issue: Request for traffic calming remedies on Arroyo De Arguello near Kreisler and railroad
tracks.
Action: TSC will review traffic calming plan developed by the traffic engineer and make a
recommendation.
- TRAFFIC SAFETY COMMISSIONERS RECOMMENDED THAT STAFF WORK DIRECTLY
WITH ARROYO DE ARGUELLO NEIGHBORHOOD TO DETERMINE TRAFFIC CALMING
METHODS FOR THE AREA. TSC DID NOT MOTION ON THIS ITEM.
2. Traffic Matrix #325
Issue: Speeding on Sea Gull from Cox, need crosswalk at Goleda and De Sanka.
Action: TSC will review traffic calming plan developed by the traffic engineer and make a
recommendation.
- TRAFFIC SAFETY COMMISSION RECOMMENDED THAT STAFF WORK DIRECTLY WITH
SEA GULL RESIDENTS TO DETERMINE TRAFFIC CALMING PLAN. TSC DID NOT MOTION
ON THIS ITEM.
New Business
3. Traffic Matrix #327
Issue: Request for traffic calming remedies to reduce speeding at the Saratoga Vista Court
and Beaumont Avenue intersection.
Action: Action: TSC will make a recommendation.
- TRAFFIC SAFETY COMMISSION RECOMMENDED THAT STAFF CONTINUE TO EXPLORE
THE TRAFFIC CIRCLEAT THE INTERSECTION OF BEAUMONT AND SARATOGA VISTA AS
A CAPITAL IMPROVEMENT PROJECT FOR FISCAL YEAR 2015/16. TSC DID NOT MOTION
ON THIS ITEM.

4. Traffic Matrix #329
Issue: Request to install a crosswalk at Miller and Cox Avenue
Action: Action: TSC will make a recommendation.
-TRAFFIC ENGINEER RECOMMNEDED THA T THE CITY PROVIDE CROSSWALK SIGNAGE
AND MARKING AT THE MILLER AND DE HAVILAND DR (EAST) INTERSECTIONS,
CONSISTENT WITH OTHER CROSSWALKS ON COX AVENUE. THIS SINCLUDES ADVANCED
WARNING SIGNS ALERTING VEHICLES THAT THERE IS A CROSS WALK AND APPROPRITE
SIGNAGE/PAVEMENT MARKINGS (INCLUIDNG LADDER STRIPING) AT THE CROSSWALKS.
- VITA ACCEPTED TRAFFIC ENGINEER’S RECOMMENDATION.
- MUSEELMAN GAVE SECOND MOTION.
- APPROVED 5-0 (BY COSYN, GUICHARD, HARRIS, KANE, KIRK)
(Note: COMMISSIONER VITA DEPARTED AT 8:10 P.M.)
5. Traffic Matrix #328
Issue: Request to add a no U-turn sign on Saratoga-Sunnyvale Road southbound at the
Saratoga-Sunnyvale intersection.
Action: Action: TSC will make a recommendation.
- MUSSELMAN RECOMMENDED NO ACTION
- KANE GAVE A SECOND MOTION.
- APPROVED BY COSYN, GUICHARD, HARRIS, KIRK
- APPROVED 6-0 ( VITA ABSENT)
