MINUTES
JUNE 28, 2018
PUBLIC SAFETY TASK FORCE
REGULAR MEETING
Vice Chair Chuck Page called the meeting to order at 6:08 p.m. in the Linda Callon Conference
Room at City Hall at 13777 Fruitvale Avenue in Saratoga.

REPORT ON POSTING OF THE AGENDA
Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly
posted on June 22, 2018.

AGENDA ITEMS:
1. Public Safety Task Force Minutes
Recommended Action:
Review and approve draft minutes from the May 24, 2018 meeting.
COSYN/VENKATACHAR MOVED TO APPROVE DRAFT MINUTES FROM THE
MAY 24, 2018 MEETING. MOTION PASSED. AYES: COSYN, JEPSEN, PAGE,
VENKATACHAR. NOES: NONE. ABSTAIN: NONE. ABSENT: HIROKAWA.
2. Public Safety Metrics
Recommended Action:
Review monthly update to public safety metrics. Metrics will be provided at the meeting.
Captain Rich Urena discussed metrics from the month of May and addressed questions from
the Task Force. He also shared information about National Night Out.
The Task Force requested that the City share information about National Night Out and the
Neighborhood Watch grant with residents.

3. Reducing Crime and Keeping California Safe Act of 2018
Recommended Action:
Review the Reducing Crime and Keeping California Safe Act of 2018 and provide the City
Council with a recommendation on whether to support the initiative. The Task Force’s
recommendation is scheduled to go before the City Council on August 1, 2018.
The Task Force agreed to continue discussion on the item at the July meeting.
Esther Park commented on the agenda item.
4. Neighborhood Watch Lead Survey
Recommended Action:
Discuss results of the Neighborhood Watch Lead survey.
The Task Force requested that the survey be emailed directly by staff to leads only and
agreed to consider the results at the July meeting. The Task Force also requested that a
summary of the survey results be shared with Neighborhood Watch leads.
5. Public Safety Task Force Transition Plan
Recommended Action:
Begin development of a transition plan and final recommendations to the City Council, as
directed by the City Council at the March 2018 Work Plan Study Session.
The Task Force discussed the transition plan.
Task Force Member Jepsen recommended that the City continue to have a body people tied
to the City focused on growing and maintaining interest in Neighborhood Watch. She also
recommended that the City serve as the only source of Neighborhood Watch messaging to
avoid conflicting information or inconsistencies. She also recommended holding the Safety
Fair again in the future
Esther Park commented on the agenda item.
The Task Force agreed to schedule it for further discussion at the July meeting.
6. Neighborhood Watch Initiation, Protocols, and Privacy Concerns
Recommended Action:
Discuss and consider Neighborhood Watch initiation, protocols, and privacy concerns.
The Task Force discussed personal contact information provided as part of the Neighborhood
Watch program.

7. Future Agenda Items
Recommended Action:
Consider agenda items for upcoming meetings. The next meeting is on July 26, 2018.
The Task Force agreed to include the following items on the July agenda:
Transition Plan
Reducing Crime and Keeping California Safe Act of 2018
Neighborhood Watch Lead Survey
Fall Neighborhood Watch Gathering
