Introduction of New Community Development Director, Debbie Pedro (Kwon) Director Pedro was briefly introduced to the HPC. b. 13755 Saratoga Avenue – Addition on Heritage Lane (Baily) Motion 1: Shah motioned to recommend approval of the project with windows as proposed, no zippered roof, and siding wrapping around the front façade. Motion failed for lack of second. Motion 2: Nugent/Cappello motioned to recommend approval of the project with windows as proposed, no zippered roof, and consistent exterior materials. Ayes: Stransky, Cappello Noes: Shah, Rodgers, Nugent Absent: Marchetti Motioned Failed Motion 3: Shah/Rodgers motioned to recommend approval of the project with wood windows as proposed, no zippered roof, and horizontal siding along the entire house. Commission would like to explore short DPR Forms. 5. Commissioner Comments: a. Information Packet (Nugent) Nugent would like to give historic resources information to the Realtors. b. Planting Trees and Tree Map (Shah) Continued to the next regular meeting. c. Webpage Webpage updates summarized by Baily and Kwon. d. DPR research status by Commission and other tasks (Workplan). Roll Call: Present: Stransky, Marchetti, Rodgers, Nugent, Absent: Cappello (excused), Shah (excused) Staff: Johnson, Baily 3. Oral Communications: None 4. Approval of minutes from February 13, 2018 meeting. Continued to the next meeting as it was questioned if they had a quorum to approve the minutes. 5. New Business: a. 14500 Saratoga Ave (addition) The Commission considered a request for an addition and elevation modifications of a single family residence located on a heritage lane. Marchetti\Stransky moved to determine that the proposed addition will not have a significant impact on the historic character of the Heritage Lane and is consistent with the purposes and objectives of Chapter 13 of Saratoga’s Municipal Code. Motion passed. Ayes: Marchetti, Stransky, Nugent, and Rodgers. Noes: None. Absent: Cappello and Shah. Abstain: None. b. Volunteer commission member to act as secretary to assist with more detailed notes/minutes The Commission discussed the possibility of having a commission member take detailed Page 2 of 3 notes of the meetings as the summary minutes provided no details of their discussions or actions. The Commission also questioned if they could receive the draft minutes earlier for their review. Staff raised concerns about ensuring the accuracy of the notes since they would not be reviewed and acted upon. Staff will provide more details in future minutes and will discuss further with the Commission. Marchetti suggested that the Commission should call attention to the minute taker if there was something specific during an item discussion which should be included in the minutes. c. Guidelines for projects along Heritage Lanes (create sub-committee for discussion in April) Stransky discussed creating a subcommittee to make recommendations regarding what is the purview of the HPC for reviewing non-historic projects on a Heritage Lane. Rodgers and Nugent volunteered to be on the subcommittee. Item continued to the next meeting to get input from the Commissioners prior to the subcommittee meeting. d. Saratoga Creek Bridge (Long Bridge) Stransky reported to the Commission that the Long Bridge, which is located in the County, is in danger of being taken down. Caltrans has prepared a DEIR regarding the bridge and comments for the DEIR are due March 29, 2018. It was anticipated that the County Historical Heritage Commission is opposed to losing the bridge. Direction from staff was that since the bridge is in the County, comments could not come from HPC but the commissioners could provide comments as individual members of the public. The Commission requested staff to obtain additional directions regarding this matter as the Commission felt that they should be taking an active role in supporting the County on this matter. e. Work plan format discussion The Commission commented that the work plan excel sheet hasn’t been updated correctly and is not organized well. Staff will review and modify the format and update the document. Items discussed to be added to the work plan included the outcome from the joint meeting with the City Council which included input on the history of the utility box painting and adding the trees along Quito Rd/Marshall Lane to the heritage tree inventory. The Commission determined that the item regarding mapping the existing tree plaques was not the role of the HPC as the trees are not heritage trees and those plaques are handled through the Public Works Dept. Suggested that the trees on Saratoga- Sunnyvale Road, near the Saratoga High School Theater, may be candidates for the Heritage Tree Inventory. 4. Staff Comments: a. Johnson requested the Commission to look at a barn on Marion Lane and to report back to her by March 16, 2018 if they felt the barn had any historic merit. 5. Old Business: Page 3 of 3 a. Page 1 of 2 Community Development Department City of Saratoga 13777 Fruitvale Avenue Saratoga, California 95070 M E M O R A N D U M DATE: April 10, 2018 TO: Heritage Preservation Commission (HPC) FROM: Christopher Riordan SUBJECT: New Residential / Office Building Property Location: 20640 Third Street Property APN: 503-24-073 Project Applicant: 14550 Oak Street, L.L.C. Project Description: The proposed project is a three unit 5,678 square foot condominium building to be located on a 4,582 square foot vacant parcel located at 20640 Third Street. Two of the condominium units would be for residential use and the third would be for office. The height of the building would not exceed 35 feet. The project requires a total of 10 parking spaces and two of the spaces are being provided in the City’s parking district. Eight parking spaces are provided in a basement level garage. The new building will be constructed adjacent to the existing Sam Cloud Barn and will be connected by stairways – the buildings will not share a common wall. The Historic Name of the Sam Cloud Barn is the Sam Cloud Hay and Feed Warehouse. The Barn was constructed circa 1890 and is listed on Saratoga’s Heritage Resources Inventory. A copy of the DPR form for the Sam Cloud Barn is included as Attachment #1. Exterior modifications to the Sam Cloud barn would be minimal and would include the removal of the existing stairs on the southern elevation and the construction of new stairs that would provide access to both buildings. The Sam Cloud barn is located very close to the southern property and the existing stairs are actually located on the subject vacant parcel. The proposed building would include an elevator which will also provide elevator access to the Sam Cloud barn. Both parcels would eventually be merged so that both buildings would be located on one parcel. Permit Criteria: The Planning Department, on recommendation of the Heritage Preservation Commission, shall authorize a permit if it is determined that: a) The proposed work is consistent with the purposes and objectives of Chapter 13 of Saratoga’s Municipal Code; b) The proposed work does not adversely affect the character of the designated heritage lane; Page 2 of 2 c) In the case of construction of a new building, structure or other improvement upon or within a designated heritage lane, the exterior of such improvements will not adversely affect and will be compatible with the external appearance of the existing lane. The building is clad in channel-rustic siding, and there is a new metal roof. The shallow eaves are boxed and feature boxed returns at the gable ends. Centered on the front facade (facing the rear of the original residence associated with this barn) is a raised gable, above the hay loft and carriage openings. The hay loft door, with its herringbone board design, is preserved, but has been encapsulated by a fixed picture window. City records indicate that the main barn door also featured a herringbone pattern; however, the opening is currently glazed with modern entry door. The windows have been replaced. The area surrounding the building is mostly paved for parking, and there is a basement entrance to the northeast side. *P3a. Cloud owned the Cloud-Smith store at the corner of Third Street and Big Basin Way, and this Hay and Feed Warehouse was originally on the same parcel as the Cloud-Smith Store. It is known that the warehouse was a storeroom for the farm and horse products. The loft held bales of hay, oats, etc., and the basement area served as a stable. Integrity The building retains some of its original architectural design, workmanship and materials; however, the windows and agricultural openings have been altered, and much of the setting has been changed over time, and only some of the historic associations and feelings are preserved in this former warehouse. * Recorded By F.
