discussing or taking action on such items. However, the Public Art Committee may schedule the

PUBLIC ART COMMITTEE
REGULAR MEETING
The Public Art Committee regular meeting was called to order at 1:34 p.m. in the Linda Callon
Conference Room at City Hall at 13777 Fruitvale Avenue.

Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly
posted on August 9, 2018.

Recommended Action:
Review and approve the Public Art Committee minutes from April 5, 2018.

2. Public Art Priorities for Fiscal Year 2018/19
Recommended Action:
Discuss public art priorities for the 2018/19 fiscal year, including renewal of past efforts or
development of new initiatives.
The Public Art Committee discussed possible priorities for the current fiscal year. The
Committee agreed to the following priorities and requested that staff provide additional
information about scope and implementation at the next meeting:
1) Saratoga Village to Quarry Walkway Impressions (on the walkway)
2) Decorative Bike Racks
3) Mosaic Community Art
4) Paint the City

3. Public Art Map
Recommended Action:
Review public art map and direct staff accordingly.
Council Member Lo requested that streets on the map be labeled.
The Public Art Committee approved the map with the requested change.
4. Wall Mural
Recommended Action:
Receive updates on wall mural artwork gift from Peter Mester, Pavel Mester; direct staff
accordingly.
The Public Art Committee discussed proposed gifts from Peter Mester and Pavel Mester and
agreed to encourage the artists to stick with the original concept considered by the Art
Committee.
5. Future Meetings
Recommended Action:
Discuss agenda topics and scheduling of future meetings.
The Committee agreed to meet on October 22, 2018 at 2:00 p.m. to further discuss the
Committee’s priorities for Fiscal Year 2018/19.

Subject: Public Art Committee FY 2018/19 Priorities
At the August meeting, the Committee identified several preliminary priorities and asked staff
to provide additional information about scope, implementation, and cost at the October
meeting. Additional information about these possible priorities is below and will also be shared
during the meeting so that the Committee can finalize the priorities for the fiscal year. In Fiscal
Year 2018/19, $15,000 was allocated towards public art and a total of $13,500 is available in
the account after the PLACE lease payment.
1) Saratoga Village to Quarry Park Walkway Impressions
One of the Public Art Committee’s possible priorities includes installation of impressions in
the Saratoga Village to Quarry Park Walkway. Funding for phase 1 construction for the
project was included as part of the Fiscal Year 2018/19 budget and there may be sufficient
funds to include installation of stamped letters, embedded brass lettering, or embedded
brass plaques in the pathway. If the Art Committee would like to pursue this priority, staff
recommends that the Committee hold a meeting with Public Works staff and the project
architect to discuss the scope and desired outcome to better refine the costs.
2) Decorative Bike Racks
Placement of artistic, decorative bicycle racks was another priority that the Committee
considered. There are several companies that produce whimsically shaped bicycle racks that
are roughly $2,000 to $6,000 each, depending on size and complexity. Many of these racks
park 2 bikes at a time. Examples are below.

The City could work with a local welding company to produce completely unique bicycle
rack, but the cost for design and creation would likely be very expensive.
Potential locations for artistic or decorative bicycle racks could include Blaney Plaza,
Saratoga Library, City Hall, and City parks, such as Congress Springs Park or Wildwood Park.
3) Mosaic Community Art
The third possible priority for the Committee is a mosaic/sculpture community art project,
similar to the Rainbow Flower in Allen Park in Ottawa, Illinois. Over 500 community
members helped create the artwork by placing mosaic tiles on a flower-shaped sculpture at
various community events.
Staff has reached out to West Valley College to gauge interest in collaborating on a project
similar to the Rainbow Flower. Additionally, staff is seeking additional information about the
Rainbow Flower from the artist, Susan Burton, such as the materials used, project cost, and
lessons learned from community participation in the project.
Total costs are still to be determined, but staff estimates that the costs may range from
$6,000 to $15,000 depending on the sculpture size and material. If the sculpture is
transported to various public events, like the Rainbow Flower, there may also be costs
associated with transportation.

4) Public Art Brand
Another suggested priority for the fiscal year includes public art branding, or markers to
place at public art installations to provide information about the piece, as well as the City of
Saratoga Public Art program. Small, laser engraved metal plate signage similar to the
signage used by Montalvo Art Center for the PLACE Bench at Saratoga Library is roughly $35
to $50 per sign. Markers are already located at the PLACE Bench and the Peck Bench. If the
Committee want to proceed with this priority, staff can develop a design for the sign.
5) #SaratogaROCKS
The fifth priority discussed by the Art Committee is continuation of the #SaratogaROCKS
kits. These kits are available for the public to borrow for up to 4 weeks with payment of a
deposit of $40 that is returned if the kit is brought back on time, clean, and with the original
contents (not including used rocks). Over time, materials need to be replenished and
replaced. Staff recommends setting aside $600 within the Public Art budget for the
program.
6) Paint the City
Options for conducting another cycle of Paint the City in 2019 is included in agenda item# 3.
The estimated cost of the 2019 cycle will vary depending on the number of locations
included, as well as recommended changes to the stipend. The total cost of the 2018
program was close to $6,000 ($3,000 for stipends and $2,800 for banners, event costs, and
materials/supplies).

At the August Public Art Committee Meeting, the Committee included Paint the City: Saratoga
Utility Box Art Project as one of the possible priorities for the year. Below is an outline of the
proposed 2019 Paint the City program. For the most part, the program is the same as the 2018
cycle. Staff is recommending some changes. The Committee has complete discretion to change
the program as desired. Suggested changes include:
- Shifting the application period from October through December to November through January
- Increasing stipends from $400 to $500 per location to $400 to $600 per location, which
would result in an increase in the total budget as well
- Requiring artists to apply UV-protective/anti-graffiti coating
A total of 9 possible locations with City-owned utility boxes were identified. While the Committee
could opt to include all 9 locations in the 2019 program, the Committee may want to consider
picking fewer locations to ensure that there are City-owned utility boxes that can be used in
future Paint the City cycles. A map and photos of the locations are included in the attachment to
this report.

Artist Criteria Artist(s) must reside in Saratoga and be at least 10 years old (groups
of artists that meet these requirements will be considered). Artist(s)
may only submit one application per utility box location.
Artwork Criteria Artwork should reflect the history, heritage, culture, geography, or
neighborhood or area where the box is located. Artwork must cover
the entire box, not including handles or box identification markers. The
lower right corner of the back panel will be reserved for the artist
name(s). Entries must be the original design of the applicant(s) and
suitable for viewing by all ages.
Artwork may not contain political statements or symbols; religious
references or symbols; profane or offensive content; graffiti-like style
artwork; copyrighted or trademarked material; or corporate or
organizational references, branding, or symbols.
Selection Staff will review applications to determine if minimum criteria has
been met. The Public Art Committee will then select up to 3 designs
per utility box location. The community will be invited to rank top
designs for each utility box location. The highest ranked design at each
location will be presented to the City Council for approval in
accordance with the Public Art Policy at the February 20, 2019 City
Council Meeting. If the Public Art Committee chooses to display utility
box art for a period of 3 years or less then the Committee may approve
final utility box concepts.
Paint Requirements Artists should use premium 100% acrylic latex paint with low-sheen,
eggshell or satin finish is recommended. Paint should be minimum 1.5
mil dry thickness per coat. Artists are also responsible for applying a
polyurethane top coat (marine grade) and a UV-protective and anti-
graffiti clear-coat.
