Any recommendation made by the Heritage Preservation Commission may be appealed to the Planning Commission
within ten (10) days of the date of the decision. The appeal shall be taken by filing with the Secretary of the Heritage
Preservation Commission a written notice and filing fee within ten (10) days of the date of the decision.
In accordance with the Ralph M. Brown Act, copies of the staff reports and other materials provided to the Heritage
Preservation Commission by City staff in connection with this agenda are available at the office of the Community
Development Department Director at 13777 Fruitvale Avenue, Saratoga, California 95070. Any materials distributed
by staff after the posting of the agenda are made available for public review at the office of the Director at the time
they are distributed to the Heritage Preservation Commission.

Commissioner Rodgers left the meeting at 8:49 am
4. Oral Communications:

5. Approval of minutes from August 28, 2018 meeting.
Shah/Nugent moved to approve the minutes. Motion passed. Ayes: Shah, Stransky,
Nugent, Marchetti, Rodgers, and Cappello. Noes: None. Absent: Rodgers Abstain: None
6. New Business:
a. 13915 Saratoga Avenue- the Commission determined that the reroof application satisfied
criteria a, b, and c of Section 13-20.070 of the City Code.
Shah/Nugent moved to recommend approval of the reroof application. Motion passed.
Ayes: Shah, Stransky, Nugent, Marchetti, Rodgers, and Cappello. Noes: None. Absent:
Rodgers Abstain: None
Commissioner Rodgers returned to the meeting at 9:00 am
b. Commission Recognition Dinner-Nicole Johnson requested that the Commissioners RSVP
to the upcoming Commission Recognition Dinner

7. Staff Comments:
a. Update on John Henry house and the Grover house- Nicole Johnson stated that there is no
new information to report on the John Henry house. Johnson explained that the new owner
of Grover House and Blue Rock Shoot has taken over the project from Mitch Cutler and plans
to complete the project as approved with no change in the design. They will begin the
construction staging work shortly, starting with fencing of the site and building a pedestrian
covered walkway along Big Basin Way. Then they will proceed with removing the two
buildings. The Blue Rock Shoot building will be demolished using an excavator. For the
Grover House, they will hand dismantle the front of the building and try to salvage as much
of the building materials as possible to be reused in the reconstruction of the building
8. Old Business:
a. Project status provided by Commissioners –the commissioner’s discussed the status of their
projects and suggested potential properties to include on the inventory.

RESOLUTION OF THE HERITAGE PRESERVATION COMMISSION
OF THE CITY OF SARATOGA FOR APPLICATION HPC18-0006
TO UPDATE THE HERITAGE RESOURCE INVENTORY BY INCLUDING THE
SANCTUARY OF SAINT ANDREWS EPISCOPAL CHURCH
LOCATED AT 13601 SARATOGA AVENUE
WHEREAS, the Heritage Preservation Commission was established by the City Council
in 1982 to assist with and encourage the preservation of Saratoga’s heritage resources, and
WHEREAS, one of the Commission’s primary duties, as established in Section
13.10.040(a) of the City Code is to update the Heritage Resource Inventory, and
WHEREAS, on November 13, 2018, the Heritage Preservation Commission held a duly
noticed public meeting on the subject matter, and considered evidence presented by a Heritage
Preservation Commissioner, City staff, the property owner, and other interested parties.
NOW THEREFORE, the Heritage Preservation Commission of the City of Saratoga
hereby finds, determines and resolves as follows:
Section 1: The recitals set forth above are true and correct and incorporated herein by
reference.
Section 2: The Heritage Preservation Commission has determined that criteria (c) and (e), as
established by Section 13.15.010 of Saratoga’s Munic ipal Code, have been met to include the sanctuary
located at 13601 Saratoga Avenue in the Heritage Resource Inventory as follows:
•It embodies distinctive characteristics of a style, type, period or method of construction, or is
a valuable example of the us e of indigenous materials; and
•It embodies or contributes to unique physical characteristics representing an established and
familiar visual feature of a neighborhood or district within the City.
Section 3: The Heritage Preservation Commission hereby approves HPC18-0006 to
include the sanctuary portion only of Saint Andrews Episcopal Church at 13601 Saratoga Avenue
on the Heritage Resource Inventory.

D. Review Responsibilities
1. Who takes responsibility for design review or Certificates of Appropriateness?
☐ All projects subject to design review go the commission.
☒ Some projects are reviewed at the staff level without commission review. What is the threshold between staff-only
review and full-commission review? The Heritage Preservation Commission reviews and comments upon all applications for
building and demolition permits involving work to be performed upon or within a designated historic landmark, heritage lane or
historic district, and all applications for tentative map approval, rezoning, building site approval, use permit, variance approval,
design review or other approval pertaining to or significantly affecting any heritage resource or potential heritage resource if
older than 50 years.
2. California Environmental Quality Act
• What is the role of the staff and commission in providing input to CEQA documents prepared for or by the local
government? Typically the Heritage Preservation Commission (HPC) reviews a proposed project that involves a
historic resource prior to completion of the CEQA document. HPC comments are provided to the environmental
consultant who prepares the CEQA document.
• What is the role of the staff and commission in reviewing CEQA documents for projects that are proposed within the
jurisdiction of the local government? When applicable, CEQA documents are sent to the HPC for their review and
comment.

VII. In addition to the minimum CLG requirements, OHP is interested in a Summary of Local Preservation Programs
A. What are your most critical preservation planning issues? Educating the residents and public about historic preservation
to gain their support to add properties and trees to the local heritage inventory.
B. What is the single accomplishment of your local government this year that has done the most to further preservation in
your community? Installed the first two Point of Interest Site Markers which commemorate events and places that are
indentified with Saratoga but are no longer in existence.
C. What recognition are you providing for successful preservation projects or programs? Saratoga honors homeowners who
protect trees that have a historic value related to the heritage of the City. Saratoga offers a Mills Act tax incentive program
and provides plaques to landmark properties.
D. How did you meet or not meet the goals identified in your annual report for last year? Met goals by adding six trees to the
City’s Heritage Tree Inventory. Implemented the City’s Point of Interest Site Marker program by installing two Point of
Interest Site Markers. Created FAQ brochures for Historic Landmarks and the Mills Act Program. Did not fully meet the
goal of adding properties to the Heritage Resource Inventory as only one property was added.
