REGULAR MEETING
MINUTES

Call to Order
Present: John Chen, Ray Cosyn, Chris Coulter, Tim Harris, Mitch Kane, David McIntyre
Absent: Jonathan Choi
Staff Present: Mainini Cabute, John Cherbone, Franziska Church, Ashley Brooks
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on March 3, 2017.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.

for this meeting for up to three minutes. Commissioners may not comment on the matter

1. Traffic Matrix #359
Issue: Request for comprehensive traffic calming plan for Sobey Road. This item has been
heard multiple times in the last two years and the area will be addressed through a
comprehensive plan.
Action: TSC will review and discuss plan presented by the traffic engineer and make a
recommendation.
- COMMISSIONER KANE GAVE FIRST MOTION TO APPROVE SOBEY PLAN.

2. Traffic Matrix #385
Issue: Request for restricted parking at 6th street by Marilyn Marchetti. This item was
previously heard at the January 12, 2017 TSC meeting.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER COULTER GAVE MOTION FOR “T” MARKERS AT APPROPRIATE PLACES
BETWEEN ST. CHARLES AND BIG BASIN. PARKING RESTRICTION ON CORNERS.
- COMMISSIONER HARRIS GAVE SECOND MOTION.

New Business
3. Traffic Matrix #386
Issue: Request for traffic safety measure at the intersection of 4th Street and Big Basin by Ann
Barber.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
Traffic Engineer states that the City can argue that this intersection could use 4-way stop.
Caltrans will ultimately need to approve request.

TO REQUEST FROM CALTRANS FOR ALL WAY STOP AT THAT INTERSECTION TO DEAL
WITH SIGHT DISTANCE AND PEDESTRIAN CONFLICTS.

- COMMISSIONER COULTER MOTIONED TO PLACE PEDESTRIAN FLAGS ON 4TH, 3RD
STREET.

4. Traffic Matrix #387
Issue: Request for lighted crosswalks at various intersections on Fruitvale Avenue for
pedestrian safety by Daniel Onn.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

5. Traffic Matrix #388
Issue: Request for restricted parking on Old Oak Way near the intersection at Pierce Road
by Samual Kuo.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

6. Traffic Matrix #389
Issue: Request for traffic calming on Miller to reduce speeding and deter criminal activity by
K. Sah.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

TO PLACE RADAR FEEDBACK SIGN AT THIS LOCATION AS PART OF THE FEEDBACK
ROTATION

- COMMISSIONER KANE MOTIONED TO REQUEST FOR DIRECTED ENFORCEMENT TO
ADDRESS THE SPEEDING AT THAT SEGMENT.

7. Traffic Matrix #390
Issue: Request for lighted crosswalk on Lexington Court and Herriman Avenue to improve
pedestrian safety by Brian Berg.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

RECOMMENDATION TO REQUEST DIRECTED ENFORCEMENT AND CROSSWALK STING.

- APPROVED 6-0
- COMMISSIONER KANE MOTIONED TO GET INPUT FROM SHERIFF’S TO GET VALUE OF
KEEP CLEAR PAINT.
- CHRIS COULTER GAVE SECOND MOTION.
- APPROVED 6-0
8. Staff Report on status of previous and future projects.
- Commissioner McIntyre stated that there should be meeting with principals and other
stakeholders and develop a summit to improve circulation around schools.
- Traffic engineer says things don’t really get fixed, they just get improved.
- Commissioner Chen suggested that Commission should have a purpose
- Commissioner Kane wanted to know about Christa McCauliff and comprehensive flow
and parking. What are the issues between the neighborhood community and school
community
- Next school to discuss would be Marshall Lane
- Commissioner Kane said there should be a system to assess schools and TSC gives them a
grade and then determine based on that grade how to move forward with possible changes.
- Create draft letter to schools, send email to TSC with plans, send it to commission
for review and move forward.
