ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS Any member of the public may address the Public Art Committee for up to three (3) minutes on matters not on the Agenda. The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from October 22, 2018. 2. Wall Mural Recommended Action: Receive updates on wall mural artwork gift from Peter Mester and Pavel Mester via Cal Arte Music Foundation; and, make a recommendation to the City Council on acceptance of the artwork. 3. Public Art Brand Recommended Action: Review and provide feedback on Public Art logo and brand. 4. Mosaic Community Art Recommended Action: Consider whether to include Mosaic Community Art in the list of Public Art priorities for Fiscal Year 2018/19. 5. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. [28 CFR 5.102 -35.104 ADA title II] Saratoga Public Art Committee Minutes - Page 1 of 2 MINUTES OCTOBER 22, 2018 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee regular meeting was called to order at 2:14 p.m. in the Linda Callon Conference Room at City Hall at 13777 Fruitvale Avenue. ROLL CALL PRESENT: Mayor Mary-Lynne Bernald, Council Member Emily Lo ABSENT: None ALSO PRESENT: James Lindsay, City Manager Crystal Bothelio, Deputy City Manager REPORT ON POSTING OF THE AGENDA Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly posted on October 18, 2018. ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from August 16, 2018. LO/BERNALD MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM AUGUST 16, 2018. MOTION PASSED. AYES: BERNALD, LO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Public Art Priorities for Fiscal Year 2018/19 Recommended Action: Discuss and finalize priorities for Fiscal 2018/19. The Committee agreed to discuss the Saratoga Village to Quarry Walkway Impressions with Public Works at a future meeting. Some concepts discussed included designs related to Hakone, Quarry Park, and/or the history of Saratoga. The Committee also agreed to remove decorative bicycle racks from the list of priorities. The Committee discussed the public art brand. The Committee agreed to create a public art logo and requested that staff include a design at the next Committee meeting that incorporates oak leaves and acorns. The Committee also requested examples of exhibit signage. Saratoga Public Art Committee Minutes - Page 2 of 2 The Committee agreed on the following priorities and distribution of funds for Fiscal Year 2018//19: 1) Saratoga Village to Quarry Walkway Impressions (on the walkway) 2) Paint the City - $6,000 3) Public Art Brand - $1,500 for design and $600 for signage 4) #SaratogaROCKS - $600 The Committee requested additional information regarding potential costs associated with the Mosaic Community Art project and agreed to discuss whether to include the project as a priority at a future meeting. 3. Paint the City: Saratoga Utility Box Art Project Recommended Action: Consider and provide direction on the 2019 cycle of Paint the City, including utility box locations, timeline, and other program details. The Committee agreed to include 5 locations in the 2019 cycle and agreed on changes to the artist stipends and suggested requirement for artists to apply UV protective coating. 4. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. The Committee agreed to include the following items on the next meeting agenda: - Public Art Brand - Mural - Mosaic Community Art ADJOURNMENT The meeting was adjourned at 3:26 p.m. Minutes respectfully submitted: Crystal Bothelio, Deputy City Manager City of Saratoga CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Deputy City Manager Date: November 27, 2018 Subject: Wall Mural Cal Arte Ensemble, the Triton Museum of Art’s ensemble-in-residence, received a gift from Central European artists Pavel and Peter Mester to paint a mural. Cal Arte Ensemble’s Artistic Director Tamami Honma suggested that the artwork be donated to the City of Saratoga. Since then, the artist has completed the artwork. The City is now awaiting execution of an agreement donating the artwork to the City. In accordance with the Public Art Policy, the City Council may consider placement and acceptance of the artwork at the recommendation of the Public Art Committee. Completed Artwork: CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Deputy City Manager Date: November 27, 2018 Subject: Public Art Brand One of the Public Art Committee’s priorities for this Fiscal Year includes creating a brand for the City’s public art program that can be displayed at Saratoga’s different public art locations, including Paint the City utility boxes. As requested at the October meeting, drafts of the logo in are below. A simplified version of the logo in black and white was created to be used should the logo ever be engraved or etched. Also provided is a mockup of exhibit signage. CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Deputy City Manager Date: November 27, 2018 Subject: Mosaic Community Art At the October meeting, the Public Art Committee agreed to further discuss the possibility of including a mosaic community art project in the priorities for Fiscal Year 2018/19. The inspiration of the idea is the Rainbow Flower in Allen Park in Ottawa, Illinois. Artist Susan Burton shared that projects the Rainbow Flower typically cost $10,000 to $25,000. The base of the sculpture was created through fiberglass and cement, layered over a Styrofoam base. Mosaic pieces were hand cut and ground then attached using a m ortar thinset. Pieces were placed by more than 500 community members at 6 different community events over the course of 3 to 4 months. Guidance was provided for community participants.
