Stransky/Shah moved to approve the minutes. Motion passed. Ayes: Shah, Stransky,
Nugent, Marchetti, and Cappello. Noes: None. Absent: Rodgers None. Abstain: None
Commissioner Paula Cappello left the meeting.

8. Old Business:
a. 20640 Third Street – Debbie Pedro discussed new information for HPC review and
consideration that was not previously available at the April 10, 2018 HPC meeting, when
the Commission reviewed the proposal for a mixed use building adjacent to the historic
Sam Cloud Barn. The new material included an evaluation prepared by an architectural
historian of the proposed project in relation to the Sam Cloud barn, and previously
approved plans from 2007 for a mixed use project at the subject site where the HPC had
recommended approval (the approval has since expired). The CEQA process was also
summarized.
Commissioner Marchetti commented that although plans were previously approved for the
site, the Commission must treat the current application as a new project.
After an extensive discussion, Commissioner Marchetti summarized the Commission’s
comments and outlined the following list of recommendations for the Planning
Commission:
1. The siding on the Sam Cloud barn should not be touched.
2. Prefer to see more of the barn and suggested that the proposed building should be
moved or redesigned to expose more view of the three vertical barn windows from
4th Street.
3. On the rear (northwest) elevation of the building, the roof above the garage should
not be flat. A gable roof is recommended at the center.
4. The roof over the elevator shaft should be pitched to be consistent with the
surrounding roof lines and a height variance, if needed, should be approved to
allow the height increase.
5. Enlarge the windows as much as possible to be consistent with the size and design
of the barn windows along the front (southeast) elevation.
6. Require a minimum of two (2) large/mature trees along with shrubs or planter boxes
to soften the building, along the front of the building. City Arborist should make
the determination on species that are appropriate for the location.
7. Reduce the amount of glazing and increase the amount of siding along the rear
(northwest) elevation.
8. Likes the proposed two-toned paint colors.
The applicant commented they felt they could meet most of the recommendations of the
Commission except reducing the amount of glazing along the 4th Street elevation. The
Commission discussed this and the majority of the Commission felt that the amount of
glazing proposed at rear (northwest) elevation was not an issue.
Commissioner Shah moved to not recommend approval of the project since the amount of
glazing along the rear (northwest) elevation would not be reduced. Motion died due to a
lack of a second.
Nugent/Stransky moved to recommend approval of the project based on the list of
recommendations they created, excluding the recommendation that the amount of glazing

be reduced along the rear (northwest) elevation to increase the amount of siding.
Ayes: Marchetti, Stransky, and Nugent. Noes: Shah. Absent: Cappello and Rodgers.
Abstain: None.
9. Adjournment
Chair Marchetti adjourned the meeting at 10:37 A.M.

Project Description:
The applicant is proposing to replace the existing asphalt shingle roof material with a the
same color asphalt shingle material. The structure is listed on the Heritage Resource Inventory
and is located on a heritage lane. A copy of the DPR form for the property is included as
Attachment #1. A roofing sample will be provided at the meeting.
Permit Criteria: The Planning Department, on recommendation of the Heritage Preservation
Commission, shall authorize a permit if it is determined that:
(a) The proposed work is consistent with the purposes and objectives of Chapter 13 of
Saratoga’s Municipal Code;
(b) The proposed work does not adversely affect the character of the designated heritage
lane;
(c) In the case of construction of a new building, structure or other improvement upon or
within a designated heritage lane, the exterior of such improvements will not adversely affect
and will be compatible with the external appearance of the existing lane.

Heavily altered, this house includes a National-style cottage of the late-nineteenth century.
This local vernacular building type dates from as early as the pre-railroad American era, from
the 1850s to the 1870s, although National-style houses continued to be built as late as the
1880s. Typical of this style, the one-and-one-half-story house has the distinctive proportions
of a balloon-frame building, including a raised rectangular footprint, simple wall planes, and
moderately steep roofline with angled boxed eaves. The house is clad in channel-rustic siding,
and the property features a round creek-rock stone chimney and rock wall around the residence
and driveway entrance. The windows have been replaced. The house appears to have had new wings
added over time.

The McGrew-Atkinson House is listed on the Saratoga Heritage Resources Inventory, included as a
part of HP-88-01. It qualified under Criteria a and c:
a) the property exemplifies and reflects special elements of the cultural, social, economic, aesthetic,
and architectural history of Saratoga; and
c) the property embodies distinctive characteristics of the National style, type and period;
Thomy House does not appear eligible for the California Register of Historical Resources, as
the house lacks appears to sufficient integrity to its original form and detailing to qualify.

Historical Background
This house was originally the home of W. George and Matilda McGrew in the 1880's; he is
believed to have been Saratoga's first poet. George McGrew was a librarian, who was born in
Ohio about 1815. George and Matilda arrived in California at least by 1872, when their son
Luther was born. Older son Franklin had been born in Ohio in 1856. By 1888 the property, then
about seven acres, is listed as owned by M. McGrew, who is assumed to be his wife. George
McGrew is buried in a marble-enclosed grave in Madronia Cemetery.
Some also believe that this home may have been a preliminary or interim residing place of Mrs.
Mary Ann Day Brown, abolitionist John Brown's widow, during her years in Saratoga which were
between 1881 and 1883. The oral tradition was not investigated as a part of this recording.
By 1900 the McGrews appear to have still been residing on this property, with Franklin McGrew
as head of the family, with mother Matilda living with him. Franklin was an orchardist at that
time; he was single, and living with him were his younger brother Luther and Luther's wife
Nellie.
Integrity
Altered with new porch, windows, trim, and additions over time, the house retains only its
original location and channel-rustic siding to represent its associations with the historic
design. The feelings associated with the original architectural design, workmanship, and
materials have been lost.
