MINUTES
WEDNESDAY, NOVEMBER 28, 2018
SARATOGA PLANNING COMMISSION REGULAR MEETING
Chair Hlava called the Planning Commission Regular Meeting to order in the Civic Theater,
Council Chambers at 13777 Fruitvale Avenue in Saratoga at 7:00 p.m. and led the Pledge of
Allegiance.
ROLL CALL
PRESENT: Chair Joyce Hlava, Vice Chair Kookie Fitzsimmons, Commissioners Sunil
Ahuja, Leonard Almalech, Razi Mohiuddin, Lucas Pastuszka, Tina Walia
ABSENT: None
ALSO PRESENT: Debbie Pedro, Community Development Director
Christopher Riordan, Senior Planner
APPROVAL OF MINUTES
Action Minutes from the Regular Planning Commission Meeting of November 14, 2018.
Recommended Action:
Approve Minutes of November 14, 2018 meeting.
WALIA/FITZSIMMONS MOTIONED TO APPROVE THE MINUTES OF THE
NOVEMBER 14, 2018 MEETING. MOTION PASSED. AYES: HLAVA, FITZSIMMONS,
AHUJA, ALMALECH, MOHIUDDIN, PASTUSZKA, WALIA. NOES: NONE. ABSENT:
NONE. ABSTAIN: NONE.
ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
None.

2.PUBLIC HEARING
Applicants and/or their representatives have a total of ten (10) minutes maximum for
opening statements. All interested persons may appear and be heard during this meeting
regarding the items on this agenda. If items on this agenda are challenged in court,
members of the public may be limited to raising only issues raised at the Public Hearing or
in written correspondence delivered to the Planning Commission at, or prior to the close of
the Public Hearing. Members of the public may comment on any item for up to three (3)
minutes. Applicants and/or their representatives have a total of five (5) minutes maximum
for closing statements.
2.1 Application PDR17-0016, VAR18-0003, ARB17-0050; 14662 Sixth Street (517-08-
002); Tri Hong/Taoliang Wang – The applicant requests Design Review approval to
construct a two-story, 27 feet tall, 3,459 square foot single-family home at 14662 Sixth
Street. The existing structures on the site will be removed. The project also includes a
request for a variance to reduce the required front yard setback from 25 feet to 15 feet

and to reduce the required side yard setback from 10 feet to 5 feet 6 inches. Four
protected trees are requested for removal. The site is zoned RM-3,000 with a General
Plan Designation of RMF (Residential Multi-Family). Staff Contact: Christopher

Recommended Action:
Adopt Resolution No. 18-035 approving the project subject to conditions of approval
included in Attachment 1.
Vice Chair Fitzsimmons recused herself because she owns property within 500’ of the
project site.
Commissioner Pastuszka disclosed that he works within 500’ of the property but has no real
property interest.
WALIA/AHUJA MOTIONED TO APPROVE WITH AN ADDITIONAL
CONDITION THAT 2 ADDITIONAL SCREEN TREES BE INSTALLED IN THE
REAR YARD SUBJECT TO REVIEW AND APPROVAL BY THE CITY
ARBORIST. MOTION PASSED. AYES: HLAVA, AHUJA, ALMALECH,
MOHIUDDIN, PASTUSZKA, WALIA. NOES: NONE. ABSENT: NONE.
ABSTAIN: FITZSIMMONS.
DIRECTOR ITEMS
Director Pedro provided the Commission with an update of Council actions taken on 11/21/18.
