ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public may address the Public Art Committee for up to three (3) minutes on
matters not on the Agenda. The law generally prohibits the Public Art Committee from
discussing or taking action on such items. However, the Public Art Committee may schedule the
item for discussion at a future meeting.
AGENDA ITEMS:
1. Public Art Committee Minutes
Recommended Action:
Review and approve the Public Art Committee minutes from January 30, 2019.
2. Paint the City: Saratoga Utility Box Painting Project
Recommended Action:
Receive information about Paint the City voting and discuss the Paint the City Kickoff event
on March 16, 2019 at 10:00 a.m.
3. Public Art Survey
Recommended Action:
Discuss and consider a citywide survey on public art.
4. Collaborative Meeting
Recommended Action:
Discuss and consider the opportunity to hold a collaborative meeting with a local
organization with public art interests, such as Montalvo Arts Center or West Valley College
Cilker School of Art and Design.
5. Future Public Art Ideas
Recommended Action:
Discuss and brainstorm future public art ideas and projects.
6. Future Meetings
Recommended Action:
Discuss agenda topics and scheduling of future meetings.

JANUARY 30, 2019
PUBLIC ART COMMITTEE
REGULAR MEETING
The Public Art Committee regular meeting was called to order at 3:03 p.m. in the Linda Callon
Conference Room at City Hall at 13777 Fruitvale Avenue.

REPORT ON POSTING OF THE AGENDA
Deputy City Manager Crystal Bothelio reported that the agenda for this meeting was properly
posted on January 24, 2019.

1. Public Art Committee Minutes
Recommended Action:
Review and approve the Public Art Committee minutes from November 27, 2018.
BERNALD/ZHAO MOVED TO APPROVE THE PUBLIC ART COMMITTEE
MINUTES FROM NOVEMBER 27, 2018. MOTION PASSED. AYES: BERNALD,
ZHAO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE.
2. Public Art Outreach
Recommended Action:
Receive information about public art outreach efforts at the meeting and provide feedback.
Public Information Officer Lauren Pettipiece shared examples of past City outreach on public
art.
The Public Art Committee requested that staff share information about Paint the City
volunteer opportunities with City Commissioners.
3. Paint the City: Utility Box Painting Project Applications

Review Paint the City applications and select up to 3 conceptual designs at each location.
Deputy City Manager Crystal Bothelio provided a report on the Paint the City applications.
The Public Art Committee reviewed the applications.
Holly Van Hart commented on the applications.
The Public Art Committee selected three conceptual designs for each of the 5 utility box
locations. The Committee also agreed to hold the Paint the City Kickoff on Saturday, March
16 at 10:00 a.m.
4. Public Art Budget
Recommended Action:
Consider the Public Art budget for Fiscal Year 2019/20.
The Public Art Committee discussed the budget for Fiscal Year 2019/20.
ZHAO/BERNALD MOVED TO RECOMMEND TO THE CITY COUNCIL AN
ALLOCATION OF $20,000 FOR PUBLIC ART IN THE FISCAL YEAR 2019/20
BUDGET. MOTION PASSED. AYES: BERNALD, ZHAO. NOES: NONE. ABSTAIN:

5. Future Meetings
Recommended Action:
Discuss agenda topics and scheduling of future meetings.
The Committee agreed to hold a meeting on February 28, 2019 at 3:30 p.m. Agenda items
will include:
- Paint the City Voting Results
- Plans for the Kickoff Event
- Discussion of Future Public Art Ideas

Subject: Paint the City: Saratoga Utility Box Painting Project
A total of 55 applications were submitted by Saratoga residents age 10 and older to the Paint
the City: Saratoga Utility Box Painting Project. These applications were reviewed by the Public
Art Committee in January and the Committee selected three conceptual designs at each of the
5 utility box locations. Saratoga residents were invited to select their favorite design at each
location. February 24, 2019 marked the deadline for Saratoga residents to cast their votes. The
results of the survey will be shared during the Public Art Committee meeting on February 28.
The highest ranked design at each location will be presented to the City Council for approval on
March 6, 2019. Painting is expected to begin on March 16, 2019 with a kickoff event at 10:00
a.m. on the Civic Theater steps to recognize selected artists and volunteers who prepared utility
box locations. The tentative event program includes:
- Welcoming Remarks & Introductions
- Recognition of Paint the City Volunteers
- Presentation of Certificates of Appreciation to Paint the City Volunteers
- Introduction of the Artists
- Presentation of Artists Stipends and Ceremonial Paint Brushes

Subject: Collaborative Meeting
This item has been placed on the February 28 agenda at the request of Council Member
Bernald to provide the Committee with the opportunity to discuss and consider whether to
hold a meeting with a local public arts organization, such as Montalvo Arts Center or West
Valley College Cilker School of Art and Design, to discuss opportunities for collaboration and
partnership. In the past, the Committee has met with representatives of Montalvo Arts Center
at Villa Montalvo.

Subject: Future Public Art Ideas
At the January 2019 meeting, the Committee requested an item on the February agenda to
discuss future public art ideas. In anticipation of the discussion on future public art ideas, a
summary of Fiscal Year 2018/19 priorities and recent budget discussions is provided below.
Fiscal Year 2018/19 Priorities:
At the October and November 2018 meetings, the Committee identified the following priorities
for Fiscal Year 2018/19.
1) Saratoga Village to Quarry Walkway Impressions:
Funding for phase 1 design of the Saratoga Village to Quarry Walkway Impressions is
included as part of the Fiscal Year 2018/19 budget. When the project receives funding
for construction, the Public Art Committee expressed interest in working with the
project architect to install stamped letters, embedded brass lettering, or embedded
brass plaques in the pathway.
2) Paint the City
The 2019 cycle of Paint the City is in full swing and 5 utility box locations will be painted
as part of this year’s program. A handful of City-owned utility boxes remain for future
program cycles.
3) #SaratogaROCKS
Another priority for the Committee included continuation of the #SaratogaROCKS
painting program. Through this program, residents may borrow one of the City’s
#SaratogaROCKS kits for up to 4 weeks with payment of a deposit of $40 that is returned
if the kit is brought back on time, clean, and with the original contents (not including
used rocks).
4) Public Art Brand
In November 2018, the Committee approved a Public Art logo to be used as part of
public art exhibits, including Paint the City utility boxes. The logo is shown below.
Fiscal Year 2019/20 Budget Recommendation:
At the January 2019 meeting, the Committee recommended to increase the public art budget
to $20,000 in Fiscal Year 2019/20 to accommodate a larger scale project, such as a mosaic
community art piece like the Rainbow Flower in Allen Park in Ottawa, Illinois. The increase is
based on cost estimated provided by Rainbow Flower artist Susan Burton, who shared that
projects like the Rainbow Flower typically cost $10,000 to $25,000. The base of the sculpture
was created through fiberglass and cement, layered over a Styrofoam base. Mosaic pieces were
hand cut and ground then attached using a mortar thinset. Pieces were placed by more than
500 community members at 6 different community events over the course of 3 to 4 months.
Guidance was provided for community participants. Photos of the Rainbow Flower and other
similar artwork are below.
