The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from April 3, 2019. 2. Bicycle Racks Recommended Action: Provide direction on color and purchase of decorative bicycle racks. 3. West Valley College Public Art Collaboration Recommended Action: Continue discussing and identify opportunities to collaborate on public art with West Valley College Cilker School of Art and Design. 4. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from February 28, 2019. West Valley College Public Art Collaboration Recommended Action: Discuss and consider opportunities to collaborate on public art with West Valley College Cilker School of Art and Design. The Public Art Committee discussed opportunities for collaboration with Cilker School of Art and Design Dean Andrew Chandler. Staff was asked to develop details for a collaboration between the College and the City for a public art piece or pieces to be located at West Valley College, Saratoga Library, Saratoga Civic Center, the Village, and/or Congress Springs Park. Staff was further directed to research costs of an installation similar in size as in size as Ann Weber’s “O California, Best Beloved Land” sculpture located at Montalvo Arts Center. 3. Bicycle Racks Recommended Action: Receive information about decorative bicycle racks and provide direction on whether to use public art funds for purchase and installation of decorative bicycle racks. Saratoga Public Art Committee Minutes - Page 2 of 2 The Public Art Committee approved the design of a new decorative bicycle rack to be located at Saratoga Library, the Civic Center complex, and Blaney Plaza. Staff was asked to placed the item on the next meeting agenda to provide the Committee with the opportunity to consider color options and cost of three bicycle racks. 4. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. Future agenda topics include further discussion of collaboration with West Valley College and decorative bicycle racks. The Committee requested additional information about cost and design options. Each rack would cost approximately $1,000, including equipment and installation. The rack design and color options are attached. At the October 22, 2018 meeting, the Committee established the following projects as priorities for Fiscal Year 2018/19 along with initial allocations. Staff has also provided revised estimates based on actual costs. Funding is available in the Fiscal Year 2018/19 budget for bicycle racks, if the Committee would like to proceed with this project. A future agenda item was requested to further refine collaboration opportunities for a public art piece or pieces to be located at West Valley College, Saratoga Library, Saratoga Civic Center, the Village, and/or Congress Springs Park that is roughly the size of the “O California, Best Beloved Land” sculpture located at Montalvo Arts Center by artist Ann Weber. “O California, Best Beloved Land” is 76 inches by 98 inches by 74 inches. One of the ideas generated from the meeting was to create a uniform sculpture, such as an acorn, that could be painted by different artists and placed at various locations in Saratoga, including West Valley College, Saratoga Civic Center, Saratoga Library, the Village, and/or Congress Springs Park. Several communities and organizations have initiated this type of sculpture program. Examples include the Hearts in San Francisco, CowParade, New York Cairo Bears, Airlie Gardens HeART of the Gardens, and Houston Rodeo Boot Art Contest. Staff has reached out to these organizations to gather more information about the costs and logistics of a community-based sculpture program. There are several variables that influence cost, including initial artwork/design, sculpture size, number of sculptures, shipping and transportation of sculptures, and artist honorarium. Many communities also offset costs or use these community art installations as a fundraising mechanism by selling or auctioning artwork after an initial display period or "O California, Best Beloved Land” Heart in San Francisco Sculpture seeking business sponsors to support the program. Hearts in San Francisco is a significant fundraiser for the San Francisco General Hospital Foundation. While exact costs of a community sculpture project are still being identified and the costs would vary based on the nature of the program, an initial allocation of $20,000 is expected to provide enough funding for the first year of the program. If the Publ ic Art Committee wanted to add the program and maintain existing activities, the Committee could recommend an increase in the public art budget from $15,000 in Fiscal Year 2018/19 to $28,000 in Fiscal Year 2019/20. #SaratogaROCKS $600.00 Paint the City $6,000.00 PLACE Lease $1,500.00 Sculpture Project $20,000.00 Total $28,100.00 If the Committee decides to prioritize the sculpture program, staff can further investigate these types of programs and schedule a future agenda item to refine program details and logistics, including the involvement of West Valley College.
