MINUTES
APRIL 3, 2019
PUBLIC ART COMMITTEE
REGULAR MEETING
The Public Art Committee meeting was called to order at 10:00 a.m. at the West Valley College,
Cilker Building, Room 101B at 14000 Fruitvale Avenue.

PRESENT: Council Members Mary-Lynne Bernald, Yan Zhao
ABSENT: None
ALSO PRESENT: James Lindsay, City Manager
Andrew Chandler, Dean, Cilker School of Art and Design
Kayla Nakamoto, Recreation Coordinator

AGENDA ITEMS:
1. Public Art Committee Minutes
Recommended Action:
Review and approve the Public Art Committee minutes from February 28, 2019.
ZHAO/BERNALD MOVED TO APPROVE THE PUBLIC ART COMMITTEE
MINUTES FROM FEBRUARY 28, 2019. MOTION PASSED. AYES: BERNALD,
ZHAO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE.
2. West Valley College Public Art Collaboration
Recommended Action:
Discuss and consider opportunities to collaborate on public art with West Valley College
Cilker School of Art and Design.
The Public Art Committee discussed opportunities for collaboration with Cilker School of
Art and Design Dean Andrew Chandler. Staff was asked to develop details for a
collaboration between the College and the City for a public art piece or pieces to be located
at West Valley College, Saratoga Library, Saratoga Civic Center, the Village, and/or
Congress Springs Park. Staff was further directed to research costs of an installation similar
in size as in size as Ann Weber’s “O California, Best Beloved Land” sculpture located at
Montalvo Arts Center.
3. Bicycle Racks
Recommended Action:
Receive information about decorative bicycle racks and provide direction on whether to use
public art funds for purchase and installation of decorative bicycle racks.

The Public Art Committee approved the design of a new decorative bicycle rack to be
located at Saratoga Library, the Civic Center complex, and Blaney Plaza. Staff was asked to
placed the item on the next meeting agenda to provide the Committee with the opportunity to
consider color options and cost of three bicycle racks.
4. Future Meetings
Recommended Action:
Discuss agenda topics and scheduling of future meetings.
Future agenda topics include further discussion of collaboration with West Valley College
and decorative bicycle racks.
