LIBRARY COMMISSION DUTIES/PURPOSE, WORK PLAN, & MEMBERSHIP
COMMISSION DUTIES/PURPOSE:
Resolution No. 16-043:
The Library Commission shall serve as a senior advisory and liaison body. Its basic responsibilities shall
include the following:
1. Provide counsel and recommendations on Library policies, budgets, plans and procedures to the
Saratoga City Council, the City staff, and the Santa Clara County Library staff and Saratoga
Library Supervisor.
2. Identify and bring to the attention of the Ci ty Council, the City staff, and the Santa Clara County
Library staff (as appropriate) present and prospective issues and questions relating to Library
operation.
3. Participate, along with other appropriate governmental units, in explaining and interpreting
matters pertaining to Library operation to Library users, Library support groups, and the general
public.
4. Perform such other activities as may be directed by the Saratoga City Council.
In carrying out its basic responsibilities, the Library Commission shall perform the following duties:
1. Hold formal meetings as required (see preceding Section on "Administration”).
2. Maintain communications with the City Council, the City staff, the Santa Clara County Library
staff, and the Saratoga Library Supervisor on matters that have a significant impact on the
Library's budget and operation.
3. Outreach to different community groups to inform them of library services and to receive
suggestions on improving Library operation.
4. Maintain within the Commission a continuity of knowledge of the Library, its operation and its
problems.
5. Keep generally informed on technical developments that could have a bearing on the Library's
operation.
6. Participate in the general planning of the library's operation and in the planning of events
related to the Library.
7. Work with "Friends of the Saratoga Libraries" and other support groups as may be desirable in
the planning of their activities.
8. Promote optimal utilization of the library space, and encourage service mindedness on the part
of all having to do with providing Library service to the public.
9. Engage the Saratoga Library Youth Advisory group in matters concerning use of the Library and
programs.

Recommended Action:
Receive presentation on and discuss Library technologies.
Chair Hoffman shared a summary of the Friends and Commissioners Forum, which
included a presentation on new library technologies.
Saratoga Community Librarian Michael Eitner shared a presentation on new library
technologies.
The Commission discussed strategies for creating greater awareness of Library services
and offerings. Ideas included sharing information about Library services through Nextdoor.
Library Commissioners also offered to provide Saratoga Library with a short article about
their favorite Library service to be shared on Nextdoor.

Lucky Diaz and the Family Jam Band will be performing at all of our libraries in March. They
have been described as a “bilingual B-52’s for kids”, won a Latin Grammy Award and have
been delighting audiences for close to a decade with their infectious mix o f indie rock and
catchy children’s music.

County Cooperation—Bringing Literacy to Social Services Families
Santa Clara County Library District is actively
working with the SCC Social Services Agency
to bring literacy to the families they assist. The
mission of the Santa Clara County Social
Services Agency is to provide resources and
opportunities in a culturally responsive manner
to enhance the quality of life in our community
by protecting, educating and empowering
individuals and families.
Through cooperative efforts, starting in March,
we are bringing dedicated book shelves and
children’s books for children and their
caregivers who receive assistance from Social
Services. In addition, posters in multiple
languages will be in all 13 Social Services
Agency offices throughout Santa Clara County
encouraging them to visit their public library.

Food for Fines- Come back for Seconds!
For our second year, SCCLD will offer the Food for
Fines amnesty program during the month of April.
Patrons can donate any amount of non -perishable food
in exchange for having up to $100 in outstanding
fines/fees removed from their account.
Started as a pilot program in April 2018 to bring people
back to the library, we had almost 8,000 patrons
participate at an average of $18/account waived,
experienced a 26% increase in new card holders, and
raised over 36,000 pounds of food for Second Harvest
Food Bank. Food for Fines generated an
immeasurable amount of good will with generous food donations provided by patrons with or
without outstanding fines. It’s another testament how libraries help build community.
In 2019, we will continue to offer the $100 fine/fee amnesty, but we will also proactively
welcome new people to join the library through our good will campaign. We will begin
promoting the program to the public towards the end of March and hope you’ll help us
spread the word in April by sharing flyers and social media posts.
Headspace- Treat your head right
SCCLD is the first public library in the
nation to offer the Headspace app to
patrons. Headspace is meditation made
simple - an app designed for busy, modern
lives to learn the essentials of meditation
and mindfulness in just a few minutes a
day. The app offers hundreds of guided
meditations on a variety of topics - from
stress and sleep, to focus and
performance. Members will have access to Headspace on mobile or web, and can choose
from sessions that fit their schedule, including short 1-3 minute breaks, 10-minute sessions,
and advanced deeper-dive sessions.
Headspace will launch in March.

Bookmobile Delivering Library Services Across the County
SCCLD has two Bookmobiles that make almost 50 stops
and cover almost 1,000 sq miles throughout Santa Clara
County. In March, the Bookmobile will visit senior
facilities, showing off all the great things we provide:
books (available in large type and audio), book club kits,
materials in other languages, media and eResources,
with the option of setting up an appointment for device
help.
There are two big programs in
March: Lucky Diaz Family
Band and Happy Birds.
Lucky Diaz will be performing
at Chandler Tripp School.
Chandler Tripp School is a
special education school with
children of many abilities.
They will have a rocking good
time! Happy Birds will be
visiting the Alzheimer’s
Activity Center and Rosa
Elena Childcare, a dual
facility.
They are working on providing preschool storytimes at our affordable housing sites and
inclusive storytimes at the specialized medical sites they visit.

Food for Fines- Come back for Seconds!
For our second year, SCCLD is offering the Food
for Fines amnesty program during the month of
April. Patrons can donate any amount of non-
perishable food in exchange for having up to $100
in outstanding fines/fees waived from their
account.
Food for Fines is another example how public
libraries serve as the hub of their communities.
The generosity and goodwill of the $100 cap is a
welcome invitation to come back to the library.
This goodwill is paid forward with the donations
from current patrons, past patrons and new patrons-- all contributing food donations to help
their neighbors who may be struggling to put healthy food on the table .
All of our libraries and Bookmobiles are
participating. To make a donation, patrons can
visit the account desk during regular operating
hours or talk to one of our helpful Bookmobile staff.
You can help by spreading the word to your family,
friends and neighbors. You don’t need to be a
library patron to participate with a food donation
but of course, if you have an outstanding fine or
fee, we hope you’ll accept our invitation to come

SCCLD is Providing Financial Literacy in April
April is Financial Literacy Month and SCCLD provides
ongoing tools to help patrons manage their finances, as
well as multiple classes and services scheduled in April to
help our patrons learn to better manage their money.
Financial literacy is an important skill, regardless of age.
Whether you’re starting your first job, planning to start a
family, saving for college, preparing for retirement or living
on a fixed income, it’s equally important to have a sense of
managing your money.
Along with an array of tools to help you learn all you need to know about smart investing to
retirement planning, SCCLD is offering several events:

SCCLD is celebrating the 49th anniversary
of Earth Day. This year’s theme is
“Protecting Our Species.”

the creation of coral reefs from statues that he’s cast from live models. When algae
overtakes the reef, however, experts provide the facts about the perilous situation coral reefs
currently face and the solutions necessary to save them. Discussion with the filmmaker

A SECOND HELPING OF FOOD FOR FINES
During April, the Saratoga Library and all other Santa Clara County Library
District locations will again offer amnesty of up to $100 in overdue fines in
exchange for a food donation. The library will once more partner with
Second Harvest Food Bank to collect food donations. While many
organizations collect food donations during the holidays, hunger is a year-
round issue. By offering the program in April, the library will generate much
needed food for Santa Clara County as well as welcome back patrons with
limited funds who have accrued fines.

egret unfolding in spectacular flight – each of these stately birds has a bearing that marks it as one of the
aristocrats of the avian realm. Don’t miss this opportunity to see these stellar birds in their natural habitat.
Roadtrip Through the French Countryside, Friday, April 19, 10:30 a.m.
John Trudeau will takes on a road trip to the Dauphine region of France, a small, quiet area southwest of
Grenoble. It is noted for its pre-Alps landscapes, with magnificent scenery featuring gorgeous farmland,
canyons, twisting roads, and limestone cliffs and caves. We will also visit a medieval town, a famous shrine,
quaint villages, churches, and French Resistance during WW-II monuments. The region is very rustic, pastoral,
and peaceful.

Celebrate what makes the library great: YOU!
We will have games and activities for all ages including miniature golf, ring toss,
toilet paper toss, face painting, caricatures, crafts, and a Velcro wall jump. The
Bay Area Herpetological Society will also bring some animals to the event.
The event is Saturday, May 4 from 11:00 a.m. to 3:00 p.m.
Because the event will be mostly outside, please use St. Andrew’s parking lot if
the library lot is full.

Eichler Homes: Birth, Death, and Rebirth, Saturday, May 11, 1:00 p.m.
Part of Heritage Preservation Month, this talk is co-sponsored by the Saratoga Library and the Heritage
Preservation Commission. Dave Weinstein will discuss when Eichler homes was at its peak as a well-run
family firm, becoming the most successful developer of mid-century modern homes in the country, and
its downfall. Weinstein will also explain the resurgence of interest in these homes and efforts to
preserve them.
Minding Your Stress, Friday, May 24, 10:30 a.m.
Stress is a normal part of everyday experience. There are times, however, when the negative effects of
stress begin to take a toll on the quality of your life. These symptoms can be physical, emotional or
interpersonal. Fortunately, there are ways to maximize your well-being even amidst challenging
situations by using mindfulness tools.
Native Plants and Pollinator Gardens, Tuesday May 28, 7:00 p.m.
Landscape architect Juanita Salisbury discusses how to create a native plant pollinator garden and
habitat. She will explain how to create a landscape plan, what plants to use and how to maintain the
habitat as it grows and evolves over the years.

FSL President's Report for Library Commission April 2019
- On April 3, Kristin Gragnola, our Retail Manager, and I met with Susan Cook at the Echo Shop to
discuss their experience using Square. We will present our findings at the Friends 4/24 board
meeting.
- On April 13, we participated in the Blossom Festival selling children’s books for 50 cents each. We
sold 244 books.
- On April 15. we held a Friends Sharing Books (formerly Blind Date with a Book) session at the
library.
- On May 11, the Book-Go-Round will be participating in the Saratoga Village Wine Stroll.
- Starting in May, the Book-Go-Round will have a monthly knitting circle with an experienced
volunteer to offer advice and answer questions.

Wildfire Community Meetings
In recent years, California has experienced the most devastating fires in the state’s history. With
wildfire prevention, preparedness, and safety in mind, the Santa Clara County Fire Department
and Santa Clara County Sheriff’s Office will host two Wildfire Preparedness Community Meetings
in Saratoga on Thursday, April 18 and Thursday, May 30. Both meetings will be held from 6:30
p.m. to 8:00 p.m. at the Joan Pisani Community Center, 19655 Allendale Avenue.
These workshops will teach community members about County Fire’s Ready, Set, Go! campaign,
which promotes the importance of preparedness and helps equip the community to take the
necessary steps. Attendees will learn to maintain defensible space around the ir homes, develop
an action plan in the event of a wildfire or other disaster, and determine necessary evacuation
steps and escape routes.
Saratoga CERT Academy
Learn to prepare yourself and support your community in the event of a disaster. Sign up for the
Community Emergency Response Team (CERT) Academy in Saratoga, which begins on April 30
and consists of six evening training sessions and a final skills exercise. Santa Clara County Fire
Department will teach CERT members to mobilize neighborhood resources, deliver immediate
assistance to victims, organize emergency communications and provide support to first

West Valley Striders
The Saratoga Age Friendly Commission and Saratoga Area Senior Coordinating Council (SASCC)
are launching a new walking group, West Valley Striders, for all ages and abilities on Saturday,
April 27 at the West Valley College Transit Center from 10:00 a.m. to 12:30 p.m. The kickoff will
include a 1-mile walk, an engaging presentation, and lunch. West Valley Striders will be meeting
regularly on the 3rd Friday of every month from 10:00 a.m. to 12;30 p.m., starting at the College
Transit Center.

COMMUNITY EMERGENCY
RESPONSE TEAM (CERT) TRAINING
In the event of an area wide disaster, critical infrastructure and emergency services will be impacted. The Community
Emergency Response Team (CERT) academy trains residents to prepare for and respond to life-threatening events in
their community. CERT members can mobilize neighborhood resources, deliver immediate assistance to victims,
organize emergency communications and provide support to first responders.
What is CERT?
Each city has its own organized CERT program. CERT members prepare, organize and work together as a team to provide
essential services to their community during and after a disaster. CERTs strengthen neighborhood resiliency and play a
vital role in their City’s disaster response efforts.
CERT Training
CERT Training academies are offered in the communities served by the Santa Clara County Fire Department and rotate
throughout the year. Residents may attend any academy offered throughout the served jurisdictions. Some of the skills
taught include organizing resources, medical operations, basic search and rescue, how to use a fire extinguisher and
damage assessment.
