5. Approval of February 12, 2019 minutes
Nugent/Rodgers moved to approve the minutes. Motion passed. Ayes: Marchetti, Rodgers
and Stransky. Noes: None. Absent: Shah and Nugent
6.Commission Items
This matter was scheduled as Item 9 but moved to Item 6 by Chair Marchetti to update the
Commission regarding their joint meeting with City Council as it pertained to items on this
agenda. Marchetti noted that all the HPC items on the workplan were approved and that
Council stated the update of the Heritage Orchard Master Plan was their top priority. The
Commission noted that the upcoming orchard tour needed to be videotaped. Marchetti said
she could do the videotaping. Commission tentatively set the tour for April 29th and staff
will confirm with the absent Commissioners and other parties involved of their availability
for that day. Commission discussed proceeding with four point of interest markers.
Rodgers brought up the code amendments and commented that their draft is close to ready
to go to Council. Nicole Johnson reminded the Commission that the Council requested that
the process for the amendments be presented to them first for Council consideration
regarding next steps.

a. Blossom Festival – HPC discussed working shifts and setup.
b. Arbor Day -HPC discussed starting time, location of event at Gardiner Park and set up.
Stransky and Rodgers said they would attend
c. National Preservation Month – HPC confirmed events to include in Council’s
proclamation which is scheduled for May 1, 2019.
d. Village Design Guidelines – Nicole Johnson provided a background summary of the
Village Design Guidelines and noted that the verbiage was previously reviewed by the
HPC and approved by Council and that the matter before the HPC was to review the
illustrations. Commissioner Stransky commented that the illustration on Page 24 which
used cobblestone was misleading and should be changed to a material used in the Village.
Rodgers noted that she had found several grammatical inconsistencies within the
document. The HPC confirmed that although the wording has been approved by Council
it was important that the Planning Commission and Council be made aware of the
inconsistencies prior to the document being finalized. Johnson requested that the
grammatical comments be forwarded to her. The HPC also questioned the revised
boundaries of the Village and requested staff to confirm the actual boundary.
e. Heritage Orchard Master Plan Update – Nicole Johnson referenced the time line flow
chart and discussed that it would be helpful to setup subcommittees to handle specific
tasks. It was agreed that subcommittees should be established on an as needed basis.
HPC discussed moving up the timing of the items in the flow chart and to use specific
dates. Time line will be reassessed in June. Chair Marchetti suggested that Commission
should review other heritage orchards and she volunteered to research the Sunnyvale
orchard. Commissioner Stransky volunteered to research the Los Altos orchard and
Commissioner Rodgers volunteered to research the County orchard. John Cherbone and
Kate Bear requested that the Commission consider the following items during their
research regarding how the jurisdictions manage their orchard. The information will
assist staff in preparing the RFP for Council in September regarding the contract for
maintenance.
• What do the cities do with the harvested fruit?
• How do they handle herbicides, pesticides and fungicides?
• Is the health of the tree more important than the amount of the yielded fruit?
• What is grown in the orchard?
• How many trees are in the orchard?
• What is the size of the orchard?
Chair Marchetti requested that the Commission be provided with a copy of the last RFP.
Member of the public, Norm Koepernick, commented that it doesn’t matter what other
jurisdictions do, Saratoga should do what is best for Saratoga in preserving the orchard
for the next 100 years. Koepernick recommended that the Commission should also
contact the people at the Farm Bureau. Koepernick stated that he is very concerned with

the preservation of the orchard and wants to be involved in the process. Koepernick
stated that he is helping Matt Novakovich, current caregiver of the orchard, however he
can and that the Commission needs to consider the cause and effects of what is proposed.
The importance of the orchard is equivalent to Hakone Gardens and Villa Montalvo.
Koepernick commented that there are pros and cons for incorporating educational
buildings within the orchard.
Matt Novakovich noted that it was important to understand that microclimates will be
different in other jurisdictions.
8.Staff Comments:
a.County Grant – Staff informed the Commission about the release of a Santa Clara County
historic grant program. Staff will be attending the technical workshop and will provide
further updates to the Commission.
9.Old Business:
a.Project Status Update – Sandy Baily updated the Commission regarding the Project Status
Worksheet and requested the Commission to determine if the HPC should proceed with
the three properties where the owners have requested to not have their properties included
on the heritage resource inventory. This matter was continued to the next meeting to allow
the Commissioners time to independently look at the site to determine if there is merit to
proceed with the process without the property owners consent. Updates on the Grover
house development was requested to be included on the project status worksheet.

4.Heritage Orchard (Central Park) Tour
Matt Novakovich (orchardist) conducted a tour of the Heritage Orchard. HPC members
asked questions about the irrigation system, weed abatement, and the fruit trees. The HPC
also looked at possible locations for the placement of a structure/barn on the property.

Background:
The subject property was added to the City’s Heritage Resource Inventory in 2009. At the April
11, 2017 HPC meeting, the commission reviewed and recommend approval (HPC17-0001) for a
new two car garage, relocation of the home and an addition/remodel of the two-story Victoria
Era Farmhouse. On October 19, 2017, a building permit was issued (permit#17-1288) for the
proposed project and construction commenced.
Project Description:
The property owner is requesting approval to construct a new 66 square foot covered wood
porch along the rear of the residence. The porch will be constructed with materials to match the
existing home and be consistent with the design of the front porch.
Permit Criteria
Present to Section 13-20.070 the Planning Department, on recommendation of the Heritage
Preservation Commission, shall authorize a permit if it is determined that the following
applicable criteria is met:
a)The proposed work is consistent with the purposes and objectives of this Chapter.
b)The proposed work does not adversely affect the character of the designated historic
landmark, heritage lane or historic district.
c)In the case of construction of a new building, structure or other improvement upon or
within a designated historic landmark, heritage lane or historic district, the exterior of
such improvements will not adversely affect and will be compatible with the external
appearance of the existing landmark, lane or district.
Staff Recommendation:
Staff recommends that the HPC consider the applicant’s request to construct a new covered
wood porch and recommended approval of the project

This two-story Victorian-era farmhouse represents a vernacular design from the late-nineteenth
century. The wood-frame structure features a full-width front gable and low eaves that are
found on Stick-style designs of the late 1880s and early 1890s. The roof is moderately
pitched, with shallow boxed eaves accented by character-defining eave returns at the front
facade. The bargeboard is highlighted by an appliqued sunburst ornamentation at the peak of
the gable. The house is clad in wide quarter-round wood siding. A later addition is the porch
that wraps around the front and west side of the house. The porch is open at the front and
screened along the west side. At the rear of the house a large screen porch has been added.
The window sash appear to have been replaced within the original openings and trim.

The Stamper House is listed on the Saratoga Heritage Resources Inventory, included as a part of
HP-91-01. It qualified under Criteria a and c:
a) the property exemplifies and reflects special elements of the cultural, social, economic, aesthetic,
and architectural history of Saratoga; and
c) the property embodies distinctive characteristics of the Craftsman style, type and period;
The Stamper House also appears eligible for the California Register of Historical Resources
under Criterion (3), as the house embodies the distinctive characteristics of the National
house-type from Saratoga's period of Horticultural Development.

Historical Background
This pioneer cottage is located in an area known in early Saratoga as "Poverty Flat." It was
built in the late 1800's most likely by James Randolph Stamper. James' brother, Elbert, was
married to Clara Cox, the eldest daughter of orchardist and early Saratoga settler John Cox.
They had three children Arthur, Evelyn and Donald. Jim Stamper was a single man, and he left
the property to his nephew, Donald, in the early 1930's. The Stampers were an early pioneer
family in Saratoga. Elbert, who had come from Kentucky, was the village constable for twenty-
three years.
Integrity
Although altered with what appear to be replacement window sash and a screen porch, the house
retains adequate character-defining architectural design, workmanship and materials, as well as
a historic location and, and the property continues to represent the historical associations
and feelings of the residence.

Project Description:
The property owner is requesting that the Heritage Preservation Commission (HPC) add the
property to the Heritage Resource Inventory and recommend that the City Council designate the
property as a Historic Landmark. If the HPC recommends that the property should be designated
as a Historic Landmark, the property owner intends to then file a Mills Act application. Once the
application is complete, the Mills Act application will be reviewed by the HPC who will make a
recommendation to the City Council. The Landmark designation request and the Mills Act
application will both be forwarded to the City Council for final action. The Council will first
need to determine whether or not to designate the property as a Historic Landmark. If the
landmark status is approved, the Council will then make a determination regarding the Mills Act
application (as the property is required to have landmark status in order to be considered under
the Mills Act program).
Staff Recommendation:
Staff recommends that:
•The HPC adopts the draft resolution (Attachment 1) to add the property to the Heritage
Resource Inventory,
•Finds that the structure retains a substantial degree of architectural and structural
integrity with respect to the original desig n, and
•Recommends that the City Council designate the subject property as a historic landmark.

RESOLUTION No. HP-19-02
RESOLUTION OF THE HERITAGE PRESERVATION COMMISSION
OF THE CITY OF SARATOGA FOR APPLICATION HPC19-0003
TO UPDATE THE HERITAGE RESOURCE INVENTORY BY
INCLUDING THE PROPERTY AT 20331 ORCHARD ROAD
WHEREAS, the Heritage Preservation Commission was established by the City Council
in 1982 to assist with and encourage the preservation of Saratoga’s heritage resources, and
WHEREAS, one of the Commission’s primary duties, as established in Section
13.10.040(a) of the City Code is to update the Heritage Resource Inventory, and
WHEREAS, on May 14, 2019, the Heritage Preservation Commission held a duly noticed
public meeting on the subject matter, and considered evidence presented by a Heritage
Preservation Commissioner, City staff, the property owner, and other interested parties.
NOW THEREFORE, the Heritage Preservation Commission of the City of Saratoga
hereby finds, determines and resolves as follows:
Section 1: The recitals set forth above are true and correct and incorporated herein by
reference.
Section 2: The Heritage Preservation Commission has determined that criteria (b) and
(c), as established by Section 13.15.010 of Saratoga’s Municipal Code, have been met to include
the property at 20331 Orchard Road in the Heritage Resource Inventory as follows:
•It is identified with persons or events significant in local, county, state or national
history in that Llewellyn and Lida Peck played a significant role in the surrounding
communities, specifically in the areas of writing and journalism and were both
prominent and active members in the Saratoga community and the West Valley; and
•It embodies distinctive characteristics of a style, type, period or method of
construction, or is a valuable example of the use of indi genous materials in that the
Colonial Revival house closely resembles New England Colonial Architecture
prevalent during colonial times (1600 -1820) and that its rustic appearance is
reflective of the ideas associated with the “back to nature” philosophy th at was very
popular in the Bay Area at the turn of the century in both literature and the arts .

Designation Criteria

Description of historic resource:
The property was the subject of a 2002 evaluation by Historic Architect, Leslie Dill of Dill Design Group, Kara
Oosterhous, architectural historian and April Halberstadt, research historian. Those DPR523 forms are attached
to this supplemental report and provide a detailed survey and evaluation of the property.
Construction History:
In 2003 a building permit was issued to construct a new one-story wing with a porch at the rear and a new one-
story addition to the north side (totaling approximately 700 square feet) and a new 1,700 square foot basement
with lightwells. The proposal included the removal of the masonry chimney which was damaged by the 1989
Loma Prieta earthquake. A gas fireplace was installed in the same area and the original wooden fireplace mantel
and tile were retained and incorporated in the new gas fireplace. The interior dark paneling wall covering and
wood floors were also retained.
Historical Background:
The attached DPR outlines the ownership of the property up to the Ryan family. The Ryan family sold the
property to Jimi and Nikita Shah in October of 2018.
Architectural Context
In 2003 Dill Design Group conducted a Historic Resource Design Review of the proposed residential remodel
addition of the Peck House discussed above. Dill Design Group reviewed the exterior elevations and the site plan
of the project to determine if the proposed project was in compliance with the Secretary of Interior Standards for
Rehabilitation. The report notes that the new additions would cause the removal or destruction of some original
exterior siding and affect some original openings that are generally identified as character defining features of the
site, but the modifications are not to an extent that the overall integrity of the remaining building fabric would be
affected. Dill Design Group concluded that the work proposed was consistent with the Secretary of Interior’s
Standards. The design review report is attached to this supplemental report and provides a detailed analysis on
how the work proposed met the Secretary of Interior Standards.
