Call to Order
Present: Jonathan Choi (Chair), Ray Cosyn, Christopher Coulter, E.J.Tim Harris, Mitch Kane,
Absent: Belal Aftab, David McIntyre
Staff: Mainini Cabute, John Cherbone, Franziska Church, Ashley Brooks
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on December 20, 2018.
Accept Agenda Items: No additional items may be added pursuant to Government Code

Sheriff’s Report to the Commission
Old Business
1. Traffic Matrix #425- Charters Ave
Issue: Request by Paula Grassi to reduce speeding and improve traffic safety on Charters
Avenue.
Action: TSC heard this item in September 2018 and traffic engineer collected additional data
for TSC to review and discuss.
- COMMISSIONER KANE MOTIONED TO NOT TAKE ANY ADDITIONAL ACTION BASED ON
DATA COLLECTED.
- COMMISSIONER HARRIS GAVE SECOND MOTION.

2. Traffic Matrix #432- Toll Gate at HW9
Issue: Request by Mohini Balakrishnan to consider stop sign or traffic light at Toll Gate Road and
Highway 9.
Action: TSC heard this item in September 2018 and traffic engineer collected additional data
for TSC to review and discuss.

3. Traffic Matrix #438- Quito Road near Hwy 9
Issue: Request by Zohreh Haghshenas to improve sight distance and reduce speeding on Quito
Road
Action: TSC heard this item in November 2018 and traffic engineer collected additional data
for TSC to review and discuss.
- COULTER MOTIONED TO WORK WITH MONTE SERENO OR THE COUNTY TO INSTALL
RADAR FEEDBACK SIGN, WORK WITH PROPERTY OWNERS TO CUT BACK TREES, AND
HIDDEN DRIVEWAY SIGN.
- COSYN GAVE SECOND MOTION.
- APPROVED 5-0 (AFTAB AND MCINTYRE ABSENT)
New Business
(Note: Item removed at the request of the resident.)
4. Traffic Matrix #440 Montalvo Road (Item has been resolved and resident has asked to
remove item from agenda.)
Issue: Request by Fred Murabito to permanently remove parking restriction in front of his
property.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
5. Traffic Matrix #441- 3rd Street
Issue: Request by Jenn Suwan to restrict parking on 3rd Street.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER COULTER MOTIONED TO APPROVE INSTALLATION OF T-MARKERS AND
INSTALL DO NOT BLOCK DRIVEWAY SIGNS AT LOCATIONS DETERMINED BY THE TRAFFIC
ENGINEER AND PRIVATE PROPERTY OWNER.

6. Traffic Matrix #442- Springer Ave
Issue: Request by Lisa Beatty to remove parking restriction on some sections of Springer
Avenue.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

- COMMISSIONER CHOI MOTIONED THAT THE ITEM TO BE REVIEWED AT THE MARCH 11, 2019
AGENDA AFTER THE ENGINEERS HAVE DETERMINED WHETHER THERE IS APPROPRIATE
WIDTH TO INSTALL A DOUBLE YELLOW LINE IN LIEU OF PARKING RESTRICTIONS.

7. Traffic Matrix # 443- Prospect Road
Issue: Request by Mary Ellen Chell to install lighted crosswalk on Prospect between Stelling and
De Anza Blvd.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TSC DETERMINED THAT THE LOCATION REQUEST DOES NOT MEET ANY OF SARATOGA’S
CROSSWALK GUIDELINES. TSC DEFERRED THE DECISION OF THE CROSSWALK TO CUPERTINO
AND STATED THAT IT IS INCLINED TO DENY BUT WOULD BE OPEN TO SUPPORTING IT IF
CUPERTINO CAN PRESENT A REPORT SHOWING THAT IT MEETS CUPERTINO’S CROSSWALK
GUIDELINES. BASED ON SARATOGA’S CROSSWALK POLICY- CITY WOULD NOT INSTALL
UNCONTROLLED CROSSWALK.
8. Traffic Matrix #444- Carniel Ave
Issue: Request by Venaktesh Kesavan to install sidewalk at Carneil Ave to improve
pedestrian safety.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
Double yellow, and shoulder striping. Phase 1- incremental with shoulder striping first.
- COMMISSIONER HARRIS MOTIONED TO FOLLOW TRAFFIC ENGINEER’S RECOMMENDATION TO
INCLUDE SHOULDER STRIPING ON BOTH SIDES OF CARNEIL AND REPAINT EXISTING DOUBLE
YELLOW.
- COMMISSIONER COULTER GAVE SECOND MOTION.
- APPROVED 5-0 (AFTAB AND MCINTYRE ABSENT)
9. Prepare for Joint Council Meeting with TSC.
Action: Discuss 2019 priorities.
- COMMISSIONER CHOI MOTIONED TO HAVE TSC MEETING ON FEBRUARY 5, 2019 TO DISCUSS
2019 PRIORITIES AND DISCUSS TSC PROCESS.
- COMMISSIONER COULTER GAVE SECOND MOTION.
- APPROVED 5-0
