TRAFFIC SAFETY COMMISSION
SPECIAL MEETING MINUTES- DRAFT
DATE: February 19, 2019

Call to Order – 6:10 p.m.
Present: Jonathan Choi (Chair), Ray Cosyn, Christopher Coulter, Mitch Kane, David McIntyre
Absent: Belal Aftab, E.J.Tim Harris
Staff: Mainini Cabute, John Cherbone, Franziska Church, Ashley Brooks
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on February 14, 2019.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.
Oral & Written Communication
Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter
but may choose to place the topic on a future agenda.
Approval of Draft Minutes
January 10, 2019 regular meeting.

New Business
1. Traffic Safety Meeting Process and Governance
Summary: Over the past few years, the TSC has seen an increase in agenda items resulting in
longer meetings and a need to evaluate both the process and the method for recommending
solutions.
Action: TSC will discuss possible process changes and method for recommending solutions.
- COMMISSIONERS WILL CONTINUE TO WORK WITH STAFF TO IMRPPOVE PROCESS AND
GOVERNANCE.
2. Safe Routes to School 2019 Planning
Summary: In April 2018, the City of Saratoga adopted a resolution in support of the County
of Santa Clara’s Safe Routes to School effort. The TSC is the multidisciplinary team that will
support Safe Routes to School Program and encourage walking and biking. The TSC will
need to create a plan to implement the elements outlined in the City resolution.
Action: Discuss elements of the resolution and implementation plan.
- COMMISSIONERS WILL CONTINUE TO WORK WITH STAFF TO IMPLEMENT THE CITY’S
SAFE ROUTES TO SCHOOL PROGRAM.
3. Joint Council Meeting with TSC
Summary: Each year the City Council meets with its Commissions to discuss with the
commissioners the prior year accomplishments and priorities for the upcoming year. The
City Council has a Joint meeting with TSC scheduled for March 11, 2019.
Action: Discuss which accomplishments to highlight and determine 2019 priorities.
