Its basic responsibilities shall include the following: 1. Provide counsel and recommendations on Library policies, budgets, plans and procedures to the Saratoga City Council, the City staff, and the Santa Clara County Library staff and Saratoga Library Supervisor. 2. Identify and bring to the attention of the Ci ty Council, the City staff, and the Santa Clara County Library staff (as appropriate) present and prospective issues and questions relating to Library operation. 3. Participate, along with other appropriate governmental units, in explaining and interpreting matters pertaining to Library operation to Library users, Library support groups, and the general public. 4. Perform such other activities as may be directed by the Saratoga City Council. In carrying out its basic responsibilities, the Library Commission shall perform the following duties: 1. Hold formal meetings as required (see preceding Section on "Administration”). 2. Maintain communications with the City Council, the City staff, the Santa Clara County Library staff, and the Saratoga Library Supervisor on matters that have a significant impact on the Library's budget and operation. 3. Outreach to different community groups to inform them of library services and to receive suggestions on improving Library operation. 4. Maintain within the Commission a continuity of knowledge of the Library, its operation and its problems. 5. Keep generally informed on technical developments that could have a bearing on the Library's operation. 6. Participate in the general planning of the library's operation and in the planning of events related to the Library. 7. Work with "Friends of the Saratoga Libraries" and other support groups as may be desirable in the planning of their activities. 8. Promote optimal utilization of the library space, and encourage service mindedness on the part of all having to do with providing Library service to the public. 9. Engage the Saratoga Library Youth Advisory group in matters concerning use of the Library and programs. Commission Work Plan Study Session Debrief Recommended Action: Receive information about the Commission Work Plan Study Session on March 11, 2019 and discuss outcomes of the meeting. Commissioner Christina Meiser provided an overview of the Commission Work Plan Study Session. The City Council expressed support for outreach on Library services that people may not be aware of and suggested collaborating with the City’s Public Information Officer. The Council also supported efforts to continue collaborating with West Valley College. The City Council also requested that the Library Commission take a second look resolution establishing the Library Commission’s role and responsibilities. Commissioner Erik Lewis requested a copy of the roles and responsibilities of the other City Commissions when the Library Commission does a second look at its roles and responsibilities. 5. Community News & Trends Recommended Action: Share news and trends within the community. Commissioner Christina Meiser commented on an article shared by the Library District on Yewno. Nabeha Barkatullah, member of the Teen Advisory Board, commented on the popularity of hackathons, which are frequently overnight events and sometimes take place at libraries. Michael Eitner, Saratoga Community Librarian Michael Eitner, Saratoga Community Librarian, reported on a meeting with Interim Dean of Instruction and librarian at West Valley College to consider opportunities for collaboration. He also shared an update on expanded Sunday hours, teen coding programs, and Lot of Fun on May 4. 3. Alice Patrick, Friends of the Saratoga Libraries Alice Patrick, Friends of the Saratoga Libraries President, reported on efforts to investigate processing credit card payments for the Book-Go-Round, participation at the Blossom Festival, Friends Sharing Books, participation in the Chamber’s Spring Wine Stroll, and a new monthly knitting circle at the Book-Go-Round. 4. Saratoga Library Teen Advisory Board Nabeha Barkatullah, with the Saratoga Library Teen Advisory Board, shared information about College Day and Teen Book Swap for books that are academically oriented. 5. Saratoga Library Commission Minutes - Page 4 of 4 SUMMARIZE ACTION ITEMS None AGENDA ITEMS FOR NEXT MEETING None ADJOURNMENT The Library Commission Meeting adjourned at 8:16 p.m. Minutes respectfully submitted: Crystal Bothelio, Deputy City Manager City of Saratoga RESOLUTION NO. 16-043 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA DEFINING AND ESTABLISHING THE AUTHORITIES AND RESPONSIBILITIES OF THE SARATOGA LIBRARY COMMISSION AND ITS OPERATION WHEREAS, the City of Saratoga Library Commission was established by Resolution No. 68 dated June 17, 1959, with further modification to the Commission's structure, terms of office, and operation being made by Resolutions dated February 11, 1971, February 5, 1975, January 5, 1983, and other documents; and WHEREAS, the content of existing documents is in need of updating; and WHEREAS, the City Council held two study sessions to review the basic functions and responsibilities of the Saratoga Library Commission; and WHEREAS, these reviews have led to a consensus that the attached document reflects an accurate and updated portrayal of the Commission and its operation; and WHEREAS, the City Library Commission shall function in accordance with the provisions of the attached document. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Saratoga as follows: 1. That the Saratoga Library Commission henceforth be governed by the terms of the attached document, which is hereby incorporated into and made a part of this resolution; and 2. That the content of the attached document shall supersede prior resolutions, guidelines and understandings relating to the Commission and its operation, provided, however that nothing in this resolution or in the attached document shall be construed as restricting or curtailing any of the powers of the City Council or City officers. Manny Cappello, Mayor DATE: (//7(-007000 l o THE SARATOGA LIBRARY COMMISSION: ITS STRUCTURE, ADMINISTRATION, BASIC RESPONSIBILITIES, DUTIES AND RELATIONSHIPS ADOPTED VIA RESOLUTION 16-043 STRUCTURE Membership. The Library Commission of the City of Saratoga shall consist of five members appointed by the City Council. At least four of the Commission's members shall reside in the City or in the adjacent unincorporated areas within the Library's service district. Because of the support and usage of the Library by citizens of Monte Sereno, the City of Monte Sereno shall be invited to nominate a candidate to serve as a member of the Commission and to nominate replacements for this member as may be needed. Term of Office, Vacancies and Removal, Officers. The term of office, vacancies and removals, and officers of members of the Commission shall be as set forth in the City Code._ ADMINISTRATION Meetings. The Saratoga Library Commission shall hold regular meetings every other month. The date and time of regular meetings shall be approved by resolution of the City Council. Rules of Procedure. The Commission shall in all other respects comply with the requirements for City Commissions as set forth in the City Code and City Council policies adopted from time to time. Compensation. Members of the Commission shall serve without compensation. When in accord with current City policy and when arranged in advance with the City Manager, actual and necessary expenses incurred by Library Commission members acting in their official capacity shall be reimbursed by the City. Records. The staff liaison of the Library Commission shall keep a record of all proceedings, deliberations, findings, determinations and recommendations of the Commission. These records shall be available to the public, and copies shall be filed with the City Clerk. Staff Services. The Library Commission shall report to and be responsible to the Saratoga City Council. The City Manager is authorized to appoint a City staff member to serve as a liaison representative between the Council, staff and the Library Commission on administrative matters. 2. The Library Commission shall have no administrative authority over the Library's operation, or activities of City staff. 3. The Library Commission shall have authority to call meetings, conduct hearings, perform analysis and make contacts with various interested parties in carrying out its basic responsibilities. 4. The Library Commission may act on its own initiative, based on its own assessment of needs, or upon request from other interested parties such as the City Council, the City staff, and the Santa Clara County Library staff. Research shows that kids who keep learning and reading over the summer fare better the next school year. Did you know that 9 out of 10 teachers spend 3 weeks re -teaching content at the beginning of the school year? Summer reading and learning keep s those skills strong so youth keep moving forward rather than sliding back. And READING is good for everybody to: Improve memory function Boost brain power Develop intelligence It's Showtime at Your Library officially starts June 1st with advance registration opening May 1st. SCCLD is challenging participants to read at least five books this summer to reach a community goal of 200,000 books. 2019 features fun activities, great reads, a teen Battle of the Bands, opportunities to have your treasures valued by an expert, fun with music and chances for patrons to win exciting prizes including theater tickets, museum passes, a 49ers game experience and more. It all starts by registering on Beanstack or downloading the Beanstack Tracker! The Library is a community hub and a place for children to learn, grow and play. The Big Blue Blocks by Imagination Blocks are the latest innovative item coming to the SCCLD libraries this spring. These blocks – actually bricks, rods and cylinders that have special chutes and channels to make them extraordinary – are made out of waterproof and yuck resistant foam inspire children to design their own inventions, situations and stories . Children develop physical fine and gross motor skills, engage in social situations, use their imaginations and practice problem solving…all while having a good time. Three different sets will be rotating throughout all of our libraries all spring and summer. Keep an eye on the events calendar to know when the Big Blue Blocks will arrive at your library. Patron Satisfaction Survey Every three years, SCCLD conducts a patron satisfaction survey to hear directly from our patrons to collect valuable actionable information. From the 2016 survey, our patrons told us the days and times most desired to expand library hours at each of our libraries. As a result, our libraries have expanded open hours and all 8 of our libraries now offer library service 7 days per week. We’re aiming to launch the 2019 Patron Satisfaction Survey on Monday, May 20. Patrons will be able to fill out the survey online as well as in the libraries. We will have multiple ways to promote the survey including flyers, posters, SCCL website, newsletter, Serving the unincorporated areas of Santa Clara County and the cities of Campbell | Cupertino | Gilroy | Los Altos | Los Altos Hills | Milpitas | Monte Sereno | Morgan Hill | Saratoga social media, email and we’d like to ask for your assistance to help spread the word. There are multiple ways you can get involved including tabling at your library to be sure patrons know where and how to participate, sharing our social media posts, sending out emails to your friends and family with a library card, or passing out flyers, just to name a few. The survey should take approximately 15 minutes to complete and will provide us with valuable insight into library use, how our patrons feel about the services provided, the experience they have when visiting our libraries, what is important when it comes to the wide range of library services and materials we offer (online and offline), when would they like to attend various types of programs, etc. Thank you in advance for helping us get the word out about the Patron Satisfaction Survey. May is Mental Health Awareness Month One in five Americans faces a mental health condition, including anxiety, depression, addiction, ADHD, and eating disorders. While traditionally such personal health issues have rarely been publicly discussed, society has been moving toward greater understanding and openness in talking about them. Please join us on Saturday, May 4 for Balanced Life, Balanced Mind, an all -ages, all-day mental health resource fair at Gilroy Library. Achieving a balanced mind and life is essential for maintaining happiness, contentment, health and success. This fair will feature ven dors, services and activities around wellness. Workshops will be held throughout the day, discussing topics such as the psychology of stress, coping with grief and techniques to undo stress. There will also be programming dedicated to children. We’ve held 80 additional seats for the Headspace Mindfulness App for participants at the Mental Health Resource Fair. All programs are free and open to the public, plus all supplies for crafts will be provided. Joint Powers Authority Board Meeting Update The JPA Board meeting was held on Thur, Apr 25. Highlights from the meeting include the following: The independent audit report for FY17/18 was successfully completed with no deficiencies and a clean bill of financial health for SCCLD. Passport services will be expanded to Los Altos Library and tentatively expected to be launch by late Summer or early Fall. The FY19/20 budget was presented for review and the final review and approval will be at the June 27 JPA Board meeting. The FY19/20 updated vision wheel was shared which is aligned with SCCLD’s FY19/20 budget priorities. We are challenging participants to read at least five books of any length this summer to be eligible to win theater tickets, museum passes and the Grand Prize – a San Francisco 49ers Pre-Season Game Day Experience. Customer Satisfaction Survey Every three years, SCCLD conducts a customer satisfaction survey to hear directly from our patrons and collect valuable actionable information. From the 2016 survey, our patrons told us the days and times most desired to expand library hours at each of our libraries. As a result, our libraries have expanded open hours and all 8 of our libraries now offer library service 7 days per week. The 2019 Patron Satisfaction Survey is available from May 20-June 15. Patrons will be able to fill out the survey online as well as in the libraries. The survey should take approximately 15 minutes to complete and will provide us with valuable insight into library use, how our patrons feel about the services provided, the experience they have when visiting our libraries/Bookmobile/online library, what is important when it comes to the wide range of library services and materials we offer (online and offline), when would they like to attend various types of programs, etc. We are actively seeking higher participation this year through promotion to all library cardholders. In addition to the promotional materials available in the library, we emailed all library cardholders, issued a news release, shared with local and county organizations and more. SCCLD is inspiring the next generation of leaders with an independently organized Teen TEDx event hosted by Cupertino Library at Cupertino Community Hall (10350 Torre Avenue) 3-5pm on Saturday, June 8. The “TEDx Youth @ Torre Ave” event is a forum for teens, by teens (ages 13 -18). It aims to unite the network of high schoolers in and beyond Cupertino through the power of progressive ideas. This year’s theme is Innovation: Out of the Bo(x). The event will feature six teenage speakers discussing the topics of art, technology, self -awareness, stress reduction and a phone app that helps people with autism. This event is the first of its kind in a public library. The Cupertino Library Te en Advisory Board has been working with the Cupertino Teen Commission to organize the project and get it off the ground. Calling all Makers Get ready for the greatest show (and tell) on Earth, as Maker Faire comes to South County. The Gilroy Mini Maker Faire will take place at the Gilroy Library on July 13th, from 11 am – 3 pm. From engineers to artists, scientists, and crafters, Maker Faire is a venue for "makers" to show hobbies, experiments and projects. It’s a family-friendly showcase of invention, creativity, and resourcefulness. Join us for a celebration with hands-on activities and demonstrations featuring rockets and robots, digital fabrication, DIY science and technology, unique handmade crafts, and educational workshops. We’re looking for local makers who want to share what they do and showcase their work. Exhibits that are interactive or highlight the process of making things are especially desired. Inside, they learn about how we group the books and then can buy one dollar’s worth of books. - On May 11, the Book-Go-Round participated in the Saratoga Village Wine Stroll. For several of the strollers, this was their first visit to the BGR. For more information, visit www.sccshow.com PG&E Public Safety Power Shutoff As part of PG&E’s efforts to reduce wildfire risk, PG&E has started conducting outreach to customers on their Public Safety Power Shutoff (PSPS) program. On days when there is a high risk of wildfire, PG&E is expected to shutoff power. Outages may impact any PG&E customer, regardless of whether they live in a high fire danger area. PG&E will aim to provide customers with 48 hours advanced notice of a PSPS. However, weather conditions can change quickly, and PG&E may unable to fully execute their noticing protocols. PG&E is advising all customers to be prepared for outages that may last from 3 to 5 days or more. Get ready for a PSPS event by making sure your PG&E account includes your current contact information to ensure you receive notifications, plan for all medical needs, prepare backup methods for charging or powering important devices (including powered medical devices), know how to manually open garage doors, and create or restock home emergency kits with fresh batteries, flashlights, cash, and first aid supplies. This includes expanding our Public Safety Power Shutoff program beginning with the 2019 wildfire season to include all electric lines that pass through high fire-threat areas – both distribution and transmission. We know how much our customers rely on electric service and that there are safety risks on both sides. We will only proactively turn off lines in the interest of safety to help reduce the likelihood of an ignition when extreme fire danger conditions are forecasted. While customers in high fire-threat areas are more likely to be affected, any of PG&E’s more than 5 million electric customers could have their power shut off if their community relies upon a line that passes through a high fire-threat area. Community Wildfire Safety Program Public Safety Power Shutoff May 2019 While no single factor will drive a Public Safety Power % Shutoff, some factors include: A RED FLAG WARNING declared by the National Weather Service LOW HUMIDITY LEVELS generally 20% and below FORECASTED SUSTAINED WINDS GENERALLY ABOVE 25 MPH AND WIND GUSTS IN EXCESS OF APPROXIMATELY 45 MPH, depending on location and site-specific conditions such as temperature, terrain and local climate CONDITION OF DRY FUEL on the ground and live vegetation (moisture content) ON-THE-GROUND, REAL- TIME OBSERVATIONS from PG&E’s WSOC and field observations from PG&E crews Public Safety Power Shutoff Criteria Our Wildfire Safety Operations Center (WSOC) monitors fire danger conditions across our service area and evaluates whether to turn off electric power lines in the interest of safety.
