H ERITAGE P RESERVATION C OMMISSION
DRAFT MINUTES
Date: Tuesday, June 12, 2012 / 8:30 A.M.
Place: Administrative Conference Room – 13777 Fruitvale Avenue
Type: Regular Meeting – Please meet in the parking lot in front of City Hall
at 8:30 A.M. Staff will provide transportation to the site visits under
New Business and reconvene in the Administration Conference
Room by approximately 9:15 A.M.

1. Routine Organization
A. Roll Call
Present: Commissioners Cappello, Conrado, Marra, Marchetti, Nugent,
Shah
Absent: Commissioner Heid
Staff: Senior Planner Christopher Riordan
B. Review of minutes from April 10, 2012 meeting – Approved 6-0
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on June 7, 2012. Agenda properly posted
D. Oral & Written Communication - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda. - None
E. Oral Communications –Instruction to staff regarding actions on current Oral
Communications.
2. New Business
A. Site Visit at 19161 Cox Avenue – Review of an application by Yingzhou Dai
for historic landmark status and Mills Act for an existing single-family
residence located at 19161 Cox Avenue. The residence is on the City’s
Historic Resource Inventory. Site visit completed. Marchetti moved to
approve the application for historic landmark status as the property
meets criteria B & C, Marra second. Commission discussed. Ayes 6,
Noes 0. Recommendation approved. Commissioner Nugent moved to
approve the application for Mills Act, Shah second. Commission
discussed. Ayes 6, Noes 0. Recommendation approved.
B. Site Visit at 14051 Saratoga Avenue – Review of an application by Bobby
Sarin to construct a 4.5 foot wrought iron fence with five foot tall gates and six
foot tall pillasters on the Heritage Lane section of Saratoga Avenue. Site Visit
Completed. Shah moved to deny the fence application as proposed
because the fence style was not in character with the heritage lane,
Nugent second. Commission discussed and advised the applicant to
simplify the design. Ayes 6, Noes 0. HPC agreed with the staff
recommendation to not approve the project.
C. Review of Heritage Tree Applications – The HPC reviewed and discussed
the following Heritage Tree Applications:
12078 Beauchamps Lane – Oak. Cappello moved to approve, Marra
second. Commission discussed. Ayes 6, Noes 0. Recommendation
approved.
18820 Bella Vina – Six London Plane Trees. Shah moved to approve
staff’s recommendation, Nugent second. Commission discussed. Ayes
1, Noes 3 (Conrado abstain). Motion Failed. Cappello moved to
designate all six trees in the grove as Heritage Trees, Marra second.
Commission discussed. Ayes 4, Noes 1 (Conrado abstain). Motion
approved.
12457 Lolly Court – Sycamore. Cappello moved to approve, Marchetti
second. Commission discussed. Ayes 5, Noes 0. Recommendation
approved.
13777 Fruitvale Avenue – Japanese Maple, Flowering Cherry. Marra
moved to designate the two trees as Heritage Trees, Nugent second.
Commission discussed. Ayes 5, Noes 0. Motion approved.
Commissioner Conrado stated that he believed that the current Heritage
Tree designation process is too cumbersome and that he would like the
issue agendized on the next meeting for further discussion.
3. Old Business
B. Properties on Inventory – Continue the discussion process of adding new
properties to the existing Heritage Inventory. Commission Discussed.
Commissioner Conrado stated that he would like the current number of
homes on the Heritage Inventory to be expanded and that it should be a
simple process to add properties to the list. Commissioner Marra stated
that the Commissioner’s could take photos of potential candidate
properties and bring these photos to the meetings. Commissioner
Marchetti stated that she would coordinate with the Saratoga News to
draft an article that would inform the public about the Heritage Inventory
C. Hakone Gardens: Discuss the status of the Hakone Gardens National
Register Application – Commission Discussed. Commissioner Marchetti
discussed the response letter from the State Office of Historic
Preservation (OHP) concerning the Hakone National Register
application.
