MINUTES

1. Routine Organization
A. Roll Call
Present: Cappello, Conrado, Marchetti, Marra, Nugent, Shah
Absent: Heid (excused)
Guests: Frank Dutro, Lisa Ouchida
Staff: Christopher Riordan, Cindy McCormick
B. Review of minutes from November 13, 2012 meeting. Approved 6-0
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was properly posted on December 6, 2012. Chris Riordan
announced that the agenda was properly posted.
D. Oral & Written Communication - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda. Commissioner Marchetti
provided the status of the National Register of Historic Places
Nomination for Hakone Historic District and that the State Historical
Resources Commission would consider the City’s application at their
quarterly meeting scheduled for February 8, 2012.
E. Oral Communications –Instruction to staff regarding actions on current Oral
Communications. None
1. New Business
A. 14413 Big Basin Way – Review a proposed sign (Wildwood Market) on an
existing building located at 14413 Big Basin Way which is included on the
City’s Historic Resources Inventory. Site Visit Completed. Commission
reviewed and discussed the proposed sign. Commissioner Marchetti
recommended approval and seconded by Commissioner Cappello.
Approved 5-1 (with Commissioner Shah not recommending approval).
B. Heritage Orchard – Review prior City Council resolutions and the Heritage
Orchard Master Plan. Commission discussed the Heritage Orchard.
Commissioner Nugent stated that she would like the HPC to be kept
more informed of activities involving the Heritage Orchard, would like
the Public Works Director to provide a greater level of information as it
pertains to the Orchard and that non-orchard trees are to be kept as
healthy as fruit bearing trees. Commissioner Marra stated that he
thought the HPC had more oversight over the Heritage Orchard.
Commissioner Conrado said that he would like the HPC to stay involved
with the Orchard. Commissioner Marchetti said that the Orchard should
be protected. Commissioner Nugent mentioned the possibility of a
Historic Easement for the Orchard. Commissioner Conrado stated that
he does not normally support things that cannot be changed.
Commissioner Cappello said that the HPC should be consulted on
future RFP’s that could affect the Orchard and both Commissioner’s
Cappello and Conrado agreed. Commissioner Marra said that it might be
a good idea if docents could give tours of the Orchard and provide
education to the public. Commissioner’s Cappello and Nugent agreed
to form a subcommittee to discuss a public outreach and education
process for the Orchard and that the subcommittee would report back
to the HPC in two months.
2. Old Business
A. 14065 Saratoga Avenue (Florence Cunningham Residence) – Review a
proposed residential addition to a Craftsman Bungalow at 14065 Saratoga
Avenue that is an existing City Landmark Property. Item continued from the
November 13, 2012 meeting. Commission reviewed and discussed the
residential addition. Commissioner Shah recommended approval and
seconded by Commissioner Nugent. Approved 6-0.
B. Joint Meeting with the City Council - Discuss agenda topics for the January
16, 2013 joint meeting with the City Council and the Saratoga Historical
Foundation. Commission Discussed. Commissioner Conrado stated that
he had done the majority of the speaking at previous joint meetings and
that he would like provide an opportunity for all HPC Commissioners to
speak at the January 2013 meeting. The Commission agreed that the
possible agenda topics could include Hakone, the process for adding
trees and homes to the resource list, the number of mills act’s reviewed,
Heritage Orchard, making the Village a historic district. The
Commission agreed to practice and finalize their presentation to the
Council at their January meeting.
