H ERITAGE P RESERVATION C OMMISSION
MINUTES
Date: Tuesday, July 12, 2011 - 8:30 a.m. in Warner Hutton House
Place: Regular Meeting – Warner Hutton House (please meet outside in the
parking lot due to site visits)
1. Routine Organization
A. Roll Call
ATTENDED: Conrado, Cappello, Marchetti, Shah, Gomersall, Marra, Heid
GUESTS: Bob Lauden
STAFF: Planner Fossati
B. Approval of minutes from April 12, 2011 meeting Shah informed Staff of
corrections. Shah moved to approve, Marra second. Ayes 7, noes 0.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on July 7, 2011. Agenda properly posted.
D. Oral & Written Communication - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda. None received.
E. Oral Communications –Instruction to staff regarding actions on current Oral
Communications. None received.
2. New Business
A. 14285 Saratoga Avenue - Review proposed rear addition of existing
residence. Commission discussed. Gomersall moved to approve as
designed, Heid second. HPC approved the project with 7 ayes, 0 noes.
B. 20399 Park Place – Review of proposed maintenance of existing
landscaping/patio area. Commission discussed. Shah moved to approve
as designed, Cappello second. HPC approved the project with 6 ayes, 0
noes, 1 abstain (Commissioner Gomersall recused herself do to her
involvement with the Saratoga Foothill Club).
C. Hakone Gardens – Application for National Register. Staff requested
assistance from HPC to complete application for National Register. Ad-
Hoc committee of Shah, Marchetti, Cappello, and Heid to assist in
completing application (with assistance from Staff). Chair Conrado
directed item be added to following meeting agenda for discussion on
plan to move forward.
D. HPC/ City Council Retreat (December 7, 2011). Staff reminded HPC of
retreat with CC in December. HPC directed Staff to determine if it’s a
joint meeting with SHF. Staff to work with Vice-Chair Cappello on
possible PowerPoint presentation and creation of agenda. Chair
Conrado directed item be added to following meeting agenda.
E. HPC Picture for KSAR. Picture taken. JPEG to be created and sent to
KSAR for bulletin board.
F. CLG Comments. Staff informed HPC that continuing education is
required to keep CLG status. Commissioner Cappello to look into
Planetizen course (PLAN 110 – Introduction to Historic Preservation
Planning) to see if it’s appropriate for HPC. Chair Conrado directed item
be added to following meeting agenda.
G. HPC Visioning Opportunity. A tentative list of potential projects has been
created by the HPC. The list includes the following:
• Educational programs in Historic Preservation for children and
youths.
• Increase the number of homes on the Heritage Resource Inventory
and applications for the National Register of Historic Places.
• Create public tours that recognize the history of Saratoga.
• Advocate for more recognition of the HPC.
• Preserve post WWII buildings such as Saratoga High School, St.
Andrews Church, and Saratoga Prospect Center by asking property
owners to apply to be on the Heritage Resource Inventory.
• Create and maintain Heritage Tree list.
