H ERITAGE P RESERVATION C OMMISSION
MINUTES
Date: Tuesday, November 8, 2011 - 8:30 a.m. for Site Visits (Reconvene at
Warner Hutton House by approximately 9:15am)
Place: Regular Meeting – Warner Hutton House (please meet outside in the
parking lot due to site visits)
1. Routine Organization
A. Roll Call
ATTENDED: Marra, Gomersall, Shah, Conrado, Cappello, Heid
ABSENT: Marchetti
B. Approval of minutes from October 11, 2011 meeting Shah moved to
approve, Gomersall second. Ayes 6, Noes 0.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on November 3, 2011 Agenda properly posted.
D. Oral & Written Communication - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda. Chair Conrado provided
update on Carlson House located at West Valley College. Due to
financial constraints, house may either be moved or torn down.
Community Development Director James Lindsay introduced himself to
the HPC.
E. Oral Communications –Instruction to staff regarding actions on current Oral
Communications. None.
2. New Business
A. 20330 Saratoga-Los Gatos Road (The Deodars) – The property owner at
20330 Saratoga-Los Gatos Rd. is requesting recommendation from the HPC
for approval to establish a Mills Act Agreement with the City of Saratoga. The
property is listed on the Heritage Resource Inventory as a Historic Landmark.
Gomersall moved to approve, Marra second. Commission discussed.
Ayes 6, Noes 0. Recommendation approved.
B. 14901 Fruitvale Avenue (Sunshine Williams) – The property owner at
14901 Fruitvale Ave. is requesting recommendation from the HPC for
approval to establish a Mills Act Agreement with the City of Saratoga. The
property is listed on the Heritage Resource Inventory as a Historic Landmark.
Heid moved to approve, Marra second. Commission discussed.
Cappello argued the existing entry door to be inconsistent and out of
character with National-Style architecture. Due to the modern changes,
the house lacked integrity. Ayes 3, Noes 3. Recommendation neither
approved nor denied.
3. Old Business
A. Overview of Preservation and Sustainability Video Commission discussed
presentation which argued the connection between sustainability and
historic preservation.
B. Update on City Council / Heritage Preservation Commission Joint Meeting
Agenda Staff reminded HPC that the top three discussion topics for the
HPC/CC joint meeting were as follows.
a. Create and Maintain Heritage Tree List
b. Increase # of homes on Heritage Resource Inventory
c. Preserve post WWII buildings by asking property owners to apply
Chair Conrado request Staff update the HPC on number of properties
reviewed and added to Inventory in 2011. Conrado requested Staff
verify number of property owners that have applied for Mills Act in 2011.
Staff informed Chair Conrado that the HPC will be updated by 11/18.
C. Review of the Landmark Designation for the City of Saratoga Staff informed
HPC that the Saratoga is considered a California Historic Landmark.
California Historical Landmarks (CHLs) are buildings, structures, sites,
or places that have been determined to have statewide historical
significance. CHLs are governed by the State Historical Resources
Commission (SHRC). The SHRC is a nine-member state review board,
appointed by the Governor, with responsibilities for the identification,
registration, and preservation of California's cultural heritage.
4. Adjournment
Adjourn to 8:30 a.m. Tuesday, December 13, 2011, Warner Hutton House,
13777 Fruitvale Avenue. Meeting adjourned.
