HomeMy WebLinkAbout02-09-10 HPC Minutes City of Saratoga H ERITAGE P RESERVATION C OMMISSION MINUTES Date: Tuesday, February 9, 2010 - 8:30 a.m. Place: Regular Meeting – Warner Hutton House 1. Routine Organization A. Roll Call (Present – Chair Marra, Tai, Gomersall, McCarty, Conrado, Koepernik, and Kellond. Staff Liaison Fossati present.) B. Approval of minutes from January 12, 2009 meeting (Conrado recommended approval, Gomersall seconded, all commissioners in favor) C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda was posted on February 4, 2010. (The agenda was properly posted per Staff Liaison Fossati) D. Oral & Written Communication - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. (Discussion of e-mail sent by April Halberstadt, Chair of the SCC Historic Heritage Commission suggesting that Hakone apply for the National Register of Historic Places. Chair Marra recommended continuing discussion during “New Business” section of the meeting.) E. Oral Communications –Instruction to staff regarding actions on current Oral Communications. (Paula Cappello, Tina Walia, Mahnaz Khazen, and Michael Shadman introduced themselves to the HPC). 2. Old Business A. Staff Discussion of HPC Website and Heritage Resource Inventory (The HPC reviewed the existing webpage. Chair Marra recommended that the full sentence under the “Mission Statement” be turned into a hyperlink for the Heritage Resource Inventory. Commissioner Conrado recommended more language be added about the Heritage Resource Inventory and a FAQ section be added. The HPC directed Staff to work on updating the website with those changes and bring it back to HPC for review.) 3. New Business A. 20490 Saratoga-Los Gatos Rd. (Former Methodist-Episcopal Church) – Review of an application by Michael Shadman to convert an existing retail store into a bakery/café. The property is located on the Heritage Resources Inventory and is commonly known as the Former Methodist-Episcopal Church. (The HPC addressed concerns on the railing within the window boxes. The applicant, Shadman and Khazen, stated that the railing was there mainly for safety concerns. The HPC recommended that the iron railing be less ornate in design in order to stay in character of the historic structure. The HPC further recommended that a tempered or safety glass be added to assist in safety concerns. The applicant agreed with the changes. The applicant and HPC both agreed that the building department will have the final say on the required material to be used for the window boxes. Conrado moved to approve that the proposed project is in accordance with the Secretary of the Interior Standards and that it will not have an impact on the historic character of the structure. Commissioner Tai seconded. All commissioners were in favor. Chair Marra recommended the applicant apply for a Mills Act designation for 20490 Saratoga-Los Gatos - Former Methodist-Episcopal Church and Arthur Minz Photography Studio.) B. 21000 Big Basin Way (Hakone Gardens) – The City and the Hakone Foundation is looking for a volunteer to pursue applying for Hakone Gardens to be on the National Register of Historic Places. (It was recommended by the City that one of the commissioners volunteer to complete the application for Hakone Gardens request to be put on the National Register for Historic Places. The HPC recommended that a member of the Hakone Commission spearhead the application.) C. Discuss appointment of new Chair and Vice Chair for 2010. (Chair Marra discussed that his position as Chair has expired that that a new commissioner should take it over. After a short discussion, the HPC unanimously voted Commissioner Gomersall as Chair and Commissioner Tai and Vice-Chair. Existing Vice-Chair McCarty informed the HPC and Staff that she will be releasing her duties as a commissioner once her appointment has expired. She expressed thanks to all of her peers in the HPC.) 4. Pending Items A. N/A 5. Adjournment Adjourn to 8:30 a.m. Tuesday, March 9, 2010, Warner Hutton House, 13777 Fruitvale Avenue.
