H ERITAGE P RESERVATION C OMMISSION
MINUTES
Date: Tuesday, April 13, 2010 - 8:30 a.m.
Place: Regular Meeting – Warner Hutton House (Meet in front parking lot in
order to visit two sites – 14516 Oak St. & 13716 Saratoga Ave.)
1. Routine Organization
A. Roll Call
ATTENDED: Heid, Cappello, Tai, and Conrado
ABSENT : Marra, Gomersall, Kellond
STAFF: Assistant Planner Fossati & Senior Planner Riordan
B. Approval of minutes from March 9, 2010 meeting -
Moved to approve minutes as shown by Conrado, seconded by Tai.
Ayes 4, Noes 0, Absent 3.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on April 8, 2010. – Agenda properly posted.
D. Oral & Written Communication - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda. – E-mail received by
Gomersall regarding water-efficiency landscape ordinance from
Saratoga Resident.
E. Oral Communications – Instruction to staff regarding actions on current Oral
Communications. – The HPC acknowledged the e-mail regarding water-
efficiency landscaping. No action directed.
2. Old Business
A. See Pending Items – No pending items.
3. New Business
A. 14516 Oak Street - Review proposed remodel of an existing single story
single-family home. Existing residence was built in early 1900’s. –
Discussion included project architect (Peterson) and Saratoga Resident
(Jenny Taylor). Project Architect was informed by his client that
property was taken down significantly in the 90’s. Commissioner Heid
recalled that the property was taken before HPC in the past, and at that
time, it was not deemed historic. Taylor had issue with the proposed
garage facing the street. Heid recommended design of garage door be
changed to straight edge to match theme of residence. Architect agreed
that can be considered. Taylor was open to change also. Conrado
commented that due to existing changes, the home should not be
deemed historic. Vice-Chair Tai commented on good use of green-
building techniques as well as incorporating a historic look. Conrado
moved to approve, Heid second. Ayes – 4, Noes – 0, Absent – 3.
B. 13716 Saratoga Avenue – Review proposed addition to Parish Center and
Administration Office of Sacred Heart Church. The existing church is located
on a Heritage Lane – Conrado informed commission he wished to recuse
himself due to conflict of interest. Fellow commission and staff
recommended he stay since the proposed addition was non-
controversial and a quorum was needed by his presence. Designer
Guerrera discussed reason why remodel was taking place.
Commissioner Cappello asked if parking spaces would be lost to
addition. Designer Guerrera replied that additional parking will actually
be created with proposed change. Commissioner Conrado liked
proposed changes and felt it was consistent with the existing character
of the Church and Parish. Vice-Chair Tai did not see an impact on
historic character of heritage lane. Commissioner Heid moved to
approve proposed changes, Cappello second. Ayes – 4, Noes – 0,
Absent – 3.
4. Pending Items
A. Continuing Education for HPC discussion – Staff Liason Fossati informed
commission on online training for Historic Preservation. Vice-Chair Tai
said she may be interested. More discussion of HPC training at next
meeting.
5. Adjournment
Adjourn to 8:30 a.m. Tuesday, May 11, 2010, Warner Hutton House, 13777
