H ERITAGE P RESERVATION C OMMISSION
MINUTES
Date: Tuesday, August 10, 2010 - 8:30 a.m.
Place: Regular Meeting – Administrative Conf. Room
1. Routine Organization
A. Roll Call
ATTENDED: Heid, Gomersall, Tai, Conrado, and Marra
ABSENT: Cappello, Kellond
STAFF: Assistant Planner Fossati
B. Approval of minutes from July 13, 2010 meeting Moved to approved
minutes as changes by Marra, second by Conrado. Ayes 5, Noes 0,
Absent 2.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on August 5, 2010. Agenda properly posted.
D. Oral & Written Communication - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda. Chair Gomersall received a
phone call from a real estate agent regarding the property located at
14065 Saratoga Avenue (Florence Cunningham House). The property
was sold at a foreclosure auction and the agent asked Chair Gomersall
if the residence can be expanded. Chair Gomersall responded that
interior modifications will not be reviewed by the HPC, but any exterior
alterations will. She also informed that agent that she could not
comment on if the residence can be expanded, because the project
would require HPC approval, not just her own.
E. Oral Communications –Instruction to staff regarding actions on current Oral
Communications. Instructed staff to be on the lookout for possible
remodel application regarding 14065 Saratoga Avenue.
2. Old Business
A. Joint Meeting – HPC to meet with City Council and SHF – 9/1 @ 6:00pm.
Discuss projects worked on by the HPC in 2010. Preliminary agenda
created for HPC for review. Staff & Commissioner Gomersall to work on
complete agenda prior to 9/1
3. New Business
A. 14000 Fruitvale Avenue – West Valley College – Cowan / Carlson House
preservation and the City of Saratoga’s involvement. Commissioner
Conrado discussed a brief history of the Carlson House and it’s
possible restoration plan. Conrado stated that along with the Saratoga
Rotary, West Valley College (WVC) officials, and City Staff, it was
determined that a exploratory study was required to investigate the
required funding needed to restore the Carlson House. The
approximate cost of the study would be $47,000. In August 3, 2010,
WVC officials (via the Chancellor’s Recommendation) requested that all
of the previously discussed agencies participate in funding the study to
determine the funding requirements of the Carlson House. Chair
Gomersall and Commissioner Marra instructed staff to investigate the
historical integrity of the structure. Chair Conrado moved to approve
that the HPC recommend the City to participate in a feasibility study to
rehabilitate the Carlson House. Commissioner Tai seconded the
motion. Ayes 5, Noes 0, Absent 2.
B. Recap of the powers and duties of the HPC. Staff drafted report
documenting powers and duties of HPC. No action was required on this
item.
C. Update on proposed work on Austin Way. Staff informed the HPC of an e-
mail exchange between resident who resides on Austin Way and Public
Works Director John Cherbone. PW Director Cherbone informed the
resident that repairs are being done on the street and a more significant
improvement repair project is in the works. Austin Way is a heritage
lane in the City of Saratoga.
D. Historical Heritage Grant Program – Santa Clara County Parks.
Commissioner Marra brought the Historical Heritage Grant Program to
staff’s attention. It was discussed that the HPC possibly apply for a
grant (if available for 2011 – 2012) for the Heritage Orchard Sign.
