H ERITAGE P RESERVATION C OMMISSION
MINUTES
Date: Tuesday, December 8, 2009 - 8:30 a.m.
Place: Regular Meeting – Warner Hutton House
1. Routine Organization
A. Roll Call (All commissioners present with the exception of Commissioner
Koepernick)
B. Approval of minutes from the October 13, 2009 meeting. (Minutes approved,
Kellond approve, McCarty/Gomersall second)
C. Approval of minutes from the November 10, 2009 meeting. (Minutes approved,
Conrado approved, Kellond second)
D. Posting of the Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on December 3, 2009. (Agenda properly posted)
E. Oral and Written Communication – Any member of the public may address the
Commission for up to three minutes about any matter not on the agenda.
Commissioners may not comment of the matter but may choose to place the
topic on a future agenda.(No communication received)
F. Oral Communications – Instruction to staff regarding actions on current Oral
Communications. (None)

3. New Business
A. 8:30 a.m. Site Visit – 13601 Saratoga Avenue – Review of a request by Sutro
Consulting (representative for T-Mobile Wireless Facility) to add a wireless
telecommunication facility inside an existing steeple on the rooftop of St.
Andrews Parish. The church is not included on the Heritage Resources
Inventory. However, HPC review is required because the project is located on a
Heritage Lane. (Move to approve by Conrado, second by Gomersall. Ayes 6,
Noes 0, Absent 1)
B. Heritage Resources Inventory List & Context Statement – Adoption by
Resolution listing the newly created Heritage Resource Inventory and Context
Statement as the City’s official inventory of heritage resources. (Minor
discussion on Hayfield House and Heritage Orchard. Address of “Hayfield
House” should be changed from 14315 Douglass to 18888 Hayfield Ct.
Commissioner Conrado recommended HPC come up with a summary of
the Historic Context Statement. Consultant Maggi recommended the
summary could be a tri-fold discussing what makes a structure, street, or
property historic in Saratoga. Consultant Dill discussed how to apply the
Historic Context Statement on future applications. Commissioner
Gomersall discussed past handbook given to HPC members. Motion to
approve Heritage Resource Inventory and Context Statement as revised
made by Commissioner Conrado, seconded by Commissioner Tai and
McCarty. Ayes 6, Noes 0, Absent 1)
C. Certified Local Government – 2009 – 2010 Annual Report – Update
(Secretary Fossati informed Commission that he may be contacting them
during the holiday with any questions pertaining to the CLG Annual
Report).

Any recommendation made by the Heritage Preservation Commission may be appealed
to the Planning Commission within ten (10) days of the date of the decision. The appeal
shall be taken by filing with the Secretary of the Planning Commission a written notice
and filing fee within ten (10) days of the date of the decision.
In accordance with the Ralph M. Brown Act, copies of the staff reports and other
materials provided to the Heritage Preservation Commission by City staff in connection
with this agenda are available at the office of the Community Development Department
Director at 13777 Fruitvale Avenue, Saratoga, California 95070. Any materials
distributed by staff after the posting of the agenda are made available for public review
at the office of the Director at the time they are distributed to the Planning Commission.
