H E R I T A G E P R E S E R V A T I O N C O M M I S S I O N
Minutes
Date: Tuesday, January 09, 2007 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting – Please meet in the parking lot in front of the
Warner Hutton House at 8:30 a.m. and Staff will provide
transportation to the site visit under New Business and return to
Warner Hutton House by 8:50 a.m.
1. Routine Organization
A. Roll Call
PRESENT: Commissioners Gomersall, Kellond, Louden, Marra, McCarty,
Chair Koepernik and Vice Chair Wyman.
ABSENT: None.
GUESTS: Ms. April Halberstadt, Mr. Hank Helbush, Mr. Chuck Shoppe, and
Ms. Nancy Anderson.
STAFF PRESENT: City Arborist Kate Bear and Planner Shweta Bhatt.
B. Approval of minutes from December 12, 2006 meeting – Approved 70.
C. Approval of minutes from December 21, 2006 Special Meeting – Approved
70.
D. Approval of minutes from January 04, 2007 Special Meeting – Approved 70.
E. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on January 04, 2007 – Staff announced this item.
F. Oral & W ritten Communication Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda.
§ Vice Chair Wyman announced that the Historic Museum and the Book
GoRound are preparing for an 80 th anniversary celebration.
§ Chair Koepernik commented that Hakone Gardens is requesting a
plaque.
G. Oral Communications – Historic Preservation Commission direction to Staff –
Instruction to staff regarding actions on current Oral Communications. –
None.
2. Old Business
A. Discuss National Registry & Saratoga Landmark Plaques – Item discussed.
Chair Koepernik offered to draft a letter to property owners requesting they
confirm they will hang plaque up on their home. This item will be discussed at
future meeting(s).
B. Discuss Mustard Walk 2007 – Item discussed. Ms. Nancy Anderson spoke
regarding activities related to the event. Mr. Chuck Schoppe commented that
the Saratoga Historic Foundation will be able to hold and distribute the money
City Council allocated for the Mustard Walk.
C. Discuss proposed path around orchard – This item was continued to next
meeting.
D. Discuss joint meeting with City Council on Wednesday, January 3 rd , 2007 –
Item discussed.
3. New Business
A. 8:30 am Site Visit – Discuss landscaping plan and make recommendation
regarding trees for 20450 SaratogaLos Gatos Road (Saratoga Historic Park)
– Site visit completed and item discussed. Mr. Hank Helbush met with the
Commission at the site and introduced himself as part of the design team.
Commission Wyman commented that she would like to know the condition of
trees that were proposed for removal. Commissioner Kellond concurred.
Commissioner McCarty commented that droughttolerant plants are being
proposed in an apparently saturated area of the site. Commissioner
Koepernik added that an analysis of the trees was necessary and one
redwood may be appropriate for removal. Commissioner Kellond made the
motion to request an analysis of trees by the arborist and additional
information from the designer before proceeding further. The motion passed
by 70 vote.
B. Elect Chair and Vice Chair and review Commission procedures – The
Commission voted 70 to reelect Commissioner Koepernik and
Commissioner Wyman as Chair and Vice Chair, respectively.
C. Discuss Commission training – Commissioners Kellond, Louden, and Marra
volunteered to attend California Preservation Foundation workshop on
January 24, 2007.
